I'm planning on creating a master dispeller. I want to be able to just dispel whatever I want, whenever I want, with little to no chance of failure.

I'm pretty sure I want the feat Arcane Mastery so I can take 10's on any caster level check.
What else is good?
I've also been looking at the feat Elven Spell Lore, which gives a +2 on dispel magic checks. Would that +2 give me a 1d20+12 (caster level +2)? Or would it still cap off at +10 (caster level)?

I can't seem to find anything else to really help except for the +1 caster level ioun stone, unless that still caps off at +10 for dispel and +20 for greater dispel.

Any ideas?
Any race would be fine, but I tend to play humans for the bonus feat and skill points. All books are open, subject to DM approval. Obvious cheese is turned down and anything that seems broken during play is removed/tweaked and we are able to repick our feats/items/abilities.

Assuming you're a wizard, Master Specialist (Abjuration) will do it. You get a bonus on dispel checks equal to 1/2 your class level. The best part of Master Specialist is that unlike most prestige classes, you qualify at 3rd-level.

That plus Arcane Mastery and Elven Spell Lore should let you dispel anything that comes your way.

I've had this idea as well, and I wonder if I could add this onto your question: What could one use to improve the likelyhood of dispellings if you're a Warlock with the various dispelling invocations?

The Master Specialist combined with this Wizard Variant (http://www.d20srd.org/srd/variant/classes/specialistWizardVariants.htm#spontaneousDispelling ) could potentially lend itself to some good effects.

There is a feat, Planar Touchstone in the Planar Handbook, IIRC, that allows you to net some neato features. Connecting to the Catalogues of Enlightenment gets you the granted power of a domain. The Inquisition domain gives you a +4 untyped bonus to ALL dispel attempts. So, while reagular Dispel Magic caps out at +10, if you had that domain feature, at level 10 your dispel magic check would be +14. Add to that the Master Specialist class above for another +5 and your regular Dispel Magic checks are at a +19, meaning that with the 3rd level Dispel Magic, you automatically dispel 18th level casters, and assing level 13 when you get Greater Dispel Magic, you'll be autodispelling 21st level casters.

Now, how to make this more awesome. Take a level of Ruathar or something to get the weapon proficiencies you need and take 4-5 levels of Abjurant Champion. This allows you to Autoquicken up to 3rd level Abjurations, which regular Dispel Magic is. Now you can fling 2 Dispels a round, one high level, one low level. Cast one out to remove buffs, hold the 2nd back to counterspell.

Now, take a look at the book Hero's of Battle. There is a spell, Battle Magic Perception, which allows you to sense all magic being cast in like, a 120' radius. And you can end the duration on BMP to counter a spell being cast if you know the approriate counterspell. Well, Dispel Magic IS ALWAYS the appropriate counterspell. Also, funny story, BMP doesn't requires LoS or LoE, so you can even hit invisble foes or people hiding around corners. Its 2nd level, so extend it with a Lesser MM Rod of Extend and recall it with 4000g Pearl of Power 2s.

DMGII also has Greater Rings of Counterspelling. These puppies are CRAZY. They are way better than the ones in the DMG. Load em up with Greater Dispel Magic and combined with BMP, you can counter the first 3 spells in a combat with 0 actions spent.

And finally, lets not forget the Archmage ability, Master of Counterspelling. Its icing on the cake for a build like this. You could also get something like Reaving Dispel (9th level spell) as a SLA twice a day, which is pretty sexy for stealing buffs.

I want to be able to just dispel whatever I want, whenever I want, with little to no chance of failure.

I think you might want to lower your expectations that is quite alot to want to get, but if you can get it to work, good for you.

Magic Disruption in Complete Mage is a Counterspell-based reserve feat. It sorta sucks, but it gives +1 CL on dispels.

Paragnostic Apostle probably gives +1 CL to this sort of spell on an easy 1-level dip. That class can give +1 to pretty much anything.

And Arcane Thesis from the PHB2 increases CL on the chosen spell, right? On top of the metamagic part? I don't have books on hand, so I might be a bit off.

The problem with boosting your CL for dispels is that pesky level cap. 3rd level Dispel Magic caps at +10. Thus, after that, there isn't much point in increasing your CL. Greater Dispel Magic caps at 20th level. Other things, however, increase your dispel check, which aren't CL related. Master Specialist and the Inquisition Domain are 2 such items. They can increases it to a good degree above and beyond what normal CL shanananananananagens can do.
