Blood Omen
Non Legacy statistics
Cloak of Charisma +2; Cost : 4000 gp;
Omen: The cloak seems to bleed, and leaves a trail of blood that disappears after 2 seconds.

History
The design of the cloak know as Blood Omen suggests that it was created by demons. The cloak has an evil aura and was probably designed for demons subordinates. Blood Omenhas been used by warlocks, good and evil. The good ones seem to battle with the cloak, while the evil ones seemed to embrace it. (DC 15)
Blood Omen has spells enchanted in it to make someone appear more charismatic. This ability is useful for creating armies, as was done by Morthos the Black. He rose an army to attack Thrane.(DC 20; Rite of Deceit)
Morthos was killed by a paladin know as Sigum. Sigum took the cape and commanded the armies away from Thrane. The vile magic started working into Sigum, who managed to hide the cape without succumbing to its power. (DC 25; Rite of Resistance)
Another warlock called Septim eventually found the cape. Septim managed to resist the capes power and used it to save many people from demons. The demons were shocked that their powers were turned against them with such fury, and had to retreat. One Succubus remain behind and managed to break down Septim’s will, sending him on a killing spree. When he regained his mind he killed the Succubus and decapitated himself. (DC31; Follower or Master)

Legacy Rituals
Three rituals are require to unlock all the abilities of Blood Omen
Rite of Deceit: You must convince 5 neutral strangers to follow your views, in a one hour period. You must then spend 23 hours meditating on your views and commitments. Cost: 1,500 gp. Feat Gained: Least Legacy (Blood Omen)
Rite of Resistance: After meditating for 6 hours you must make 5 will saves. You must succeed on 3 of these 5 will saves. This process takes a total of 8 hours. If you fail this ritual you become possessed by the Cloak for the day. Cost: 13,000 gp. Feat Gained: Lesser Legacy (Blood Omen)
Follower or Master: Blood Omen’s Intelligence lashes out at you fully. You must spend a 24-hour period resisting it (One Save DC 25). If you succeed the cloak is fully bent to your will. Cost: 40,000gp; Feat Gained: Greater Legacy (Blood Omen)

Wielder Requirements
Base attack bonus +3
Charisma of at least 16
Detect magic or Detect evil Spell Like Ability

Legacy Weapon Abilities
Enchanting Blood – You can cast charm person five times per day. CL 5 or your CL, whichever is higher.
Blood Mind – Blood Omen becomes an intelligent item, Allowing it to communicate telepathically, and Speak in common, Infernal, Abyssal and Mabran. Blood Omen can see and hear out to 60 feet (with darkvision). Int 16, Charisma 16, Wisdom 10. Ego: 4 (6 at level 11, 8 at level 17)
Detect Thoughts – Blood Omen May detect thoughts once per day on a creature. The save dc is 12 + your charisma modifier.
Terrifying Blood – 5 times per day, you can cast cause fear. The save dc is 11 + your charisma modifier.
Blood of Will – The cloaks enhancement bonus to charisma increase to +4. at level 19 it increases again to +6.
Blood Invocation – you learn two extra invocations, one of your lowest level and one of your highest level.. at Level 17 you gain 4 more invocations, one of your highest level, one of your lowest, and two in between. You only gain these Invocations if you have Invocations in the first place.
True Blood Mind – The mind of blood omen expands, gaining the following: Blindsense and darkvision 120 feet., and can hear to 120 feet.
Metablood – Choose one metamagic from the following list: Empower, Widen, Extend, Heighten, or Enlarge. Your invocations are treated as always having this metamagic on them if it is applicable. In Heighten’s case, increase every DC by 2.

You might want to include something like "Eldritch Blast class ability" under the requirements, because other than the free invocations, this could work marvelously for a Paladin of Freedom.

...or are you giving invocations to other classes?

ahh i'll add in that you gain invocations only if you have thm in the first place

edit: also see a paladin had it once it the legend.

It says it gives access to invocations of levels that the character can cast. Warlocks are allowed access to invocations at various levels during their progreassion. If it said something about giving invocations of certain levels then it may need that stipulation.
