I looked online and a few people suggested using such functions as ctrl+alt+delete and Windows+R. I will say right now that that wont work as the screens either fail to appear or the computer doesnt even recognize the imput.
Other people online started talking about drivers and BIOS and things i know only a little about. I doubt thats the problem because my McAfee still displayed an alert letting me know somehting had disabled it and put problem files on my computer. I expect the problem might be:

"In the right pane, the following entries should have these values:
Shell=explorer.exe
UserInit=C:\Windows\system32\userinit.exe,
If the above values are different, then you must correct them.
"

But i dont know how to get into my files to change my system entry even if this is the case.

So what's exactly happening?

Do you turn the computer on and that's all you get, does it actually start to load windows (i.e. see the screen that has the loading bar) and then it do that, or does it happen when you log-in to your account?
