Question about dragon disciples?

Im not sure how to work out the Dragon Disciples bonus spells. The table given is something like

It says that its done as if the Disciple had gained points in thier reletive casting attribute. Is this table showing "as if the 1's were bonus charisma?" Or does each "1" indicate a bonus spell?

Yes. If you have 9th-level spells, you get a bonus 9th-level spell. If you're a Paladin 9/Sorcerer 1/Dragon Disciple (http://www.d20srd.org/srd/prestigeClasses/dragonDisciple.htm) X, you can even add the bonus spell to your Paladin spells.
