Is there a mechanic in DnD for recharging items?

I had thought I found a way with the Power Surge infusion but that infusion seems just slightly "expensive" for charging items... XP cost AND 1 charge every 5 levels....

Is there any other way?

You have to have the relevant feat and pay for the charges. Yes, that is how it works. It costs gold and xp.

Although I don't think there's a specific rule about "recharging" a wand/staff apart from Staff of Power, I think that's a fair rule to say that you just pay what you pay to craft per charge.

How do either of these ideas sound?

Well from what I remember it would seem that one would be able to get one charge wands and staffs for less then the cost of the same spell on a scroll.

Indeed, unit cost goes down due to buying 'em in bulk.

<_< And isn't the cost of scrolls a bit inflated due to their use in expanding wizards(and archivists') spellbooks?

It's really quite simple. All you need is another fully charged wand, and a gigantic magical contraption to transfer power from one wand to the other. Then when you have it all set up, put the wands in place and add the final ingredient to the machine: moldy cheese. Like this (http://www.youtube.com/watch?v=5z0rllwXAdU&feature=related#t=7m18s).

But actually I think it sounds like a good idea to make it similar to crafting a wand, make it doable by anyone with the normal feat, and pricing it based on the portion of charges missing. So 25 charges costs half as much as a brand new item. But I'd force the player to fully charge the wand or staff each time to prevent partial charging abuse.

There are rules from broken ones:

Empty wands are kinda broken (can't be used) so I assume that rule worked from PHB.

The way I see wands is a bit like a battery. IF you drain the battery completely then likelihood is it won't work, hence broken.

If there is a small amount of charge left then you can recharge it.

So a wand that has even just 1 charge left can be recharged, though I agree it would have to be back to full charge to prevent partial charge abuses. However, if a wand is completely drained then it loses any potential for recharging as every ounce of magic is drained from it.

Each charge would cost 1/50th of the XP and GP that it took to create the wand.

This could also work for recharging staffs and other charged items.
