What is each one best at? I have a staff wizard with high int, wiz, and moderate con and dex. (14-15) at lvl 10. I am planning to get both orb wizard and staff wizard with the feat at pp.

If you're looking for raw power, nothing beats the Blood Mage. You only need a positive constitution modifier to make use of its abilities, and its powers are still incredibly powerful even after the nerf to the Blood Pulse + Bolstering Blood Combo.

Flavor-wise, it involves cutting yourself and using your blood to power your spells, so if you don't want to be Emo Gandalf, you'll probably go for another paragon path.

Except for Battle Mage, which is weaker than average, all wizard paragon paths are quite powerful.

In the player's handbook? Blood Mage clearly does the most damage, in a variety of ways. Note that, by Word Of God, Bolstered Blood Pulse does 2d10 only once, not 2d10 per square; but even with that, it's still the best at what it does. Blood Mage also contains the strongest power printed bar none, at level 20.

Spellstorm Mage is the most versatile. Storm Cage is pretty effective, and recovering powers is very useful. Its capstone that teleports everyone is versatile, effective and fun.

Battle Mage is pretty weak overall, except for one thing: you get a massive bonus to hit when you spend an action point. That alone makes it worth using, if a bit bland, and even if the rest of its abilities are kind of sucky.

Wizard of the Spiral Tower is pretty much obsolete since Arcane Power came out; its main attraction is that it lets wizards use a Cunning Blade to penalize enemy saving throws.

Arcane Power has numerous other paragon paths that range from the sucky to the good, although none are as good as Blood or Spellstorm Mage. Notably, with the proper paragon path, Summoning becomes an effective strategy (as opposed to a weak-but-fun one).
