Can a multiclassed sorcerer/specialist wizard cast spells of his prohibited schools from his sorcerer class?

Could he additionally do it with a UMD check?

Yes, on both accounts.

When you bar a school, that schools' spells are taken off from your class spell list. You can still cast those spells as if you were a commoner, by getting UMD, or by multiclassing.

Let's take Charlie the Conjurer.

He's a Wizard 3 / Sorceror 1 (he wants to be an ultimate magus).

He banned Evocation and Enchantment.

On the Sorceror side, he takes Charm Person. This is legal, and is cast at Caster level 1 (as his sorceror caster level is 1).

When he casts a Summon Monster 2 from his Wizard slot, it's caster level 3 (as his wizard caster level is 3).

When he wishes to use a scroll of Fireball, he can either use a UMD check from the wizard side (using CL 3) or a Caster Level Check from the Sorceror Side (using CL 1).

...Or a CL check on his wizard side if that gives him an edge over his UMD check, which in the case of a Wizard/Sorcerer with UMD as a cross-class skill it most likely does.

(Although on his Sorcerer side he might consider using UMD. If he comes across a sorcerer-only spell scroll.)
