I'm looking to increase the level of a Rod of Time Distortion(lvl 3) from the Manual of the Planes. The +2 version is lvl 8 and is too high in level. I'm looking to increase it to level 5 or 6. It's a standard +1 implement with an encounter power (free action) that allows the user to make ranged attack and not provoke an OA. It's going to be used by a Warlock.

I'm thinking about increasing it's crit die by 2 or 3 but this doesn't seem like enough. I was also thinking about making it usable twice per encounter but this seems like too much. I'm pretty new running games in 4e and I'm not confident in my ability to change things and keep it balanced. What else could I do?

Why do you want it to be a level 5 or 6 item? (I'm curious)

My party just attained 3rd level. I'm trying to keep the treasure parcels in line with the DMG standards. My understanding is they acquire items of levels 4-7 across this level. I did't want to hand the lvl 7 item this soon and the Warlock doesn't have a decent item yet. I want to give him good item but I didn't see anything I liked or was class appropriate.

I'm working from the original core books plus MotP and MM2. Through the BF of one of the players I could borrow a book if there are items that work well for a Warlock, I think he has most of the books released thus far.

No compendium access?

Because searching for 'rod', selecting 'items', filtering for level 4 to 7, then sorting by level, gives a ridiculous supply of rods. :-)

While it is vanilla, you could always just give the character a Magic Rod +2.

Assuming the compendium is some sort of on-line tool or part of DDI, no I don't. The only internet access I have is through my BlackBerry. Some of those look appropriate, thanks. It looks like I should borrow AV1&2.

I guess to a certain extent I'm also wondering how to modify MI's in general. Does modifying the crit die change its level? If so by how much? Etc.

I should have mentioned I was trying to stay away from the simple +2 rod. All he has right now is a +1 rod that he purchased.

It is a DDI tool yes. :-)

Generally getting an extra +1 to hit/damage and 1 extra die of crit, with maybe a slight boost in the effectiveness of the item, is what you get from +5 levels.

Items from level 1-5 should be +1, 6-10 +2, 11-15 +3, etc.

A weapon with no properties besides a 1d12 crit die is a level 5/10/etc weapon.

A weapon with no properties besides a 1d6 crit die is a level 1/6/11/etc weapon.

So going from 1d6 to 1d12 (3 steps) took 4 levels.

I suppose you could bump an item by 2 levels for +1 crit die size, if you are desperate (or by 3 levels, for +2 crit die size).

That information is most helpful. Thank you very much and your responses are greatly appreciated. Please have a piece of pie on me. =)
