Public groups

In the profiles of every user on this forum, in the lower-right corner there's a panel concerning Group memberships. I'm currently not a member of any group, but couldn't find any option to found one. Was this feature disabled?

Sheriff: Yes. That feature is (and as far as I recall always has been) disabled.
