Ok, the feats are VERY overpowered, the monster is broken, some tags (spoiler, bold, ect.) would be nice, and you don't use punctuation correctly, if at all.
The background is good, but is a pain to read (due to the punctuation).

Some specifics:

The Background
I think you need to expand on your background a little, perhaps add more locations and stuff. You really need to add a pantheon of deities, and probably brush up on the paragraph (everything seems a bit random).

The Feats
These are utterly unplayable and unreadable, you don't list the conditions for "transformed" and they seem so overpowered that each one is worth about 10 other feats. Maybe instead of making lycanthropy a feat werewolf and werecat should be races... :smallconfused:

The Monster
My first problem is the format, I could barley read through it (please add some tags and fix the power format and wording).

Some nit picking on the powers-

c Comanding Voice (Standard; recharge 3456) ♦ Inspiring
All Allies Ajacent to Great Goblin Gain a +2 to AC and a +1 to all other defences. all enemys take a -1 to AC
How long does this effect last?

Sacrafice (Free; at-will) ♦ triggered
If a long range attack is made against great goblin, Than you may move an allie ajacent to Great goblin to take the blow.
You misspelled "allie" (ally) and you didn't define "long range" and "you".

M Savage Cleave (Standard; at-will) ♦ Falchion
+5 vs. Reflex and deals 1d10 damage to an enemy ajacent you.
Not a basic attack? This also seems really weak. :smallconfused: :smallfrown:

The "Falchion" and "body slam" keywords also don't exist.

Sorry if that seemed a wee bit harsh. :smallfrown:
I have some more coming soon.
