This is a silly attempt at making 3rd strongest entity in generic D&D world, following LoP and Pun-Pun. The very concept must surely be full of holes, so I am open to all suggestions and speculations, but just for an example, I made this dragon-thingy. It is actually nothing but a strong caster, but I guess you have to start somewhere (if dealing with such bizzarities).

Needs more template. Paragon is nice lil' thing, and there were some dragon ones somewhere that had them represent an alignment plane.

And straight wizard? C'mon, you have room for Swiftblade, IotSV and whatever that metamagic mess-up was called, and then you ought to fit in some dragon-only prestige classes.

why no familiar? whats a spellcaster without a familiar? as i recall, it is your most powerful asset.

on that note, get a human familiar. that should be oddly entertaining

The reason the LoP and Pun-Pun can even be considered #1 and #2 is because they don't have stats. The LoP very definitely was never statted out in official sources, and Pun-Pun is Pun-Pun because he goes to infinity.

Your dragon has stats. They're not even all that impressive (at least compared to several of the suggestions already offered). No, if you want to create the #3 most powerful NPC, they can't have stats. Because if they've got stats, I can make something with better stats and your guy won't be #3 any more.

So find a loophole and exploit it. Even if you can only get ONE stat to go infinite (like, say, charisma), then you take some levels of some caster (like, say Sorceror) who casts off of that stats, and they've suddenly got infinite spells, with infinitely high save DCs. THAT would be a good #3 in the pantheon.
