You contact a particular creature with which you are familiar and send a message of twenty-five words or less to the subject. The subject recognizes you if it knows you. The minor sending can be sent anywhere on the same plane of existence as the caster.

Two. It's basically regular Sending (level 4), but only one-way. Given that two-way sending is 50 words total, I would give this half level.

Three, considering that getting info back is generally more useful than adding more info you're giving away. That, plus with 50 words rather than 25 people might not be so careful with the amount of words they're "wasting".
