The Shaman of the Infinite Scales's class skills (and the key ability of each skill) are Autohypnosis (WIS), Balance (DEX), Climb (STR), Craft (INT), Concentration (CON), Gather Information (CHA), Heal (WIS), Intimidate (CHA), Knowledge [Archana, Geography, Nature, Religion] (INT), Listen (WIS), Profession (WIS), Sense Motive (WIS), Spellcraft (INT), Tumble (DEX), and Use Magic Device (CHA)

Class Features
All of the following are class features of the Shaman of the Infinite Scales:

[B]Weapon and Armor Proficiency: Shamans of the Infinite Scales are proficient with all simple weapons, all light melee and ranged martial weapons, and with any one exotic weapon, as well as light armor. In addition, a Shaman of the Infinite Scales my cast spells in light armor without incurring a spell failure check. This does not apply to other spellcasting classes.

Blessed by Dragons (Ex): Their proximity to dragons during the initiation process grant Shamans of the Infinite Scales immunity to the frightful presence of dragons. At level 4, this ability also grants immunity to paralysis and sleep effects.
Also, the Shaman recieves Draconic Heritage as a bonus feat, and is considered a sorcerer of her class level for the purpose of obtaining draconic feats.

Claws of the Dragon (Su): At 1st level, the Shaman gains a claw attack that deals 1d6 for every four class levels and is considered a magic weapon for the purpose of bypassing damage resistance. If the shaman already has a claw attack, that attack deals an additional 1d6 per 4 class levels.

Maw of the Dragon (Su): At 2nd level, the Shaman gains a breath weapon corresponding to your dragon heritage. Upon obtaining this ability, you must choose a shape for this weapon, either cone or line. This choice cannot be changed. Regardless of the area one effects or the type of energy damage it deals, all breath weapons deal 1d6 points of damage, plus an additional 1d6 for every two additional class levels (2d6 at 4th level, 3d6 at 6th level, and so forth). A successful Reflex save halves the damage dealt; the save DC is equal to 10 + ½ your Shaman level + your Con modifier. You must wait 1d4 roundsafter using your breath weapon before using it again.
Cone-shaped breath weapons extend out to 15 feet at 2nd level, 30 feet at 8th level, and 60 feet at 16th level. Line-shaped breath weapons are 30 feet long at 2nd level, 60 feet at 8th level, and 120 feet at 16th level.

Bonus Feats: At 2nd, 6th, 10th, 14th, and 18th levels, the Shaman gains a bonus feat. She must meet all prerequisites for those feats, but is otherwise unrestricted on the feats she chooses.

so the claws you get from becoming dragon-ish are, from the get go, significantly more powerful than those of an actual dragon?

Just a suggestion, you might want to consider having Blessed by Dragons work on fear in general after a given level.

It would also be useful to have the claw damage increases on the table itself.

So this is like the Dragon Fire Adept (Dragon Magic), but with spells instead of at-will spells and slightly better Bab, but with a breath weapon that is much worse and is much harder to enhance.

This class needs something unique that makes it different and makes people want to play it over the DFA.

What is your design goal in making this class? As Dead_Jester pointed out, there is an abundance of dragon themed classes. What makes this one special?

If any of you are familiar with Magic: the Gathering, I'm pretty much basing this class off a shaman that worships the dragons of Jund (kinda like Sarkhan Vol (http://www.magiccards.info/ala/en/191.html)), and as such, the dragons give them a (small) part of their power, which they then expand on. Over all, this class would be a Tier 2 or 3 (probably 3), but since this is my first homebrew, I'm probably way off.
