Shtrigas are a special type of Undead that only Hags can become. Using profane magical rituals, Hags may give up their souls to eternally live in their slowly rotting corpses. Shtrigas have an inescapable craving for the souls of other creatures to keep them alive in absence of theirs. The younger the soul, the more satisfying it is.

Shtrigas are especially feared because death by Shrtiga results in complete destruction. By consuming a creature's soul, the Shtriga wipes the very essence of the person out of existence, except when powerful magic is used. A Shtriga's preferred victim is a young child. They prefer to go after families with many children, slowly feeding their way through each and every one.

Combat
Shtrigas of all types tend to use the tactics of whatever type of Hag they were in life. They tend to use their soul feeding attacks when all threats have been neutalized, preferring to take them captive and heal them, so they can get the full potential of the soul when eating.

Improved Grab (Ex): To use this ability, an annis must hit a Large or smaller opponent with a claw attack. It can then attempt to start a grapple as a free actionwithout provoking an attack of opportunity.

Rake (Ex): Attack bonus +16 melee, damage 1d6+10. An annis can attack a grappledfoe with both claws at no penalty.

Rend (Ex): An annis that hits with both claw attacks latches onto the opponent’s body and tears the flesh. This attack automatically deals an extra 2d6+10 points of damage.

Spell-Like Abilities: 3/day—disguise self, fog cloud. Caster level 8th.

Soul Drain (Su): Each round a Shtriga remains grappling a target, it successfully drains a small part of the target’s soul, bestowing one negative level on them. For each negative level bestowed, a Shtriga gains 10 temporary hit points.

Creating a Shtriga
“Shtriga” is an acquired template that can be added to any hag (as in the monstrous humanoids, not the outsiders). The Shtriga uses the creature’s base statistics and special attacks except when mentioned below.

Size/Type: Type changes to Undead (Augmented Monstrous Humanoid). Do not recalculate base attack bonuses, saves, or skill points. Size remains the same.
Hit Dice: All current and future Hit Dice become d12s.
Armor Class: A Shtriga gains +5 to natural armor.
Special Attacks: A Shtriga retains the special attacks of the base creature, while also gaining the following:

Soul Drain (Su): Each round a Shtriga remains grappling a target, it successfully drains a small part of the target’s soul, bestowing one negative level on them. For each negative level bestowed, a Shtriga gains 10 temporary hit points.

Special Qualities: A Shtriga retains the special qualities of the base creature, while also gaining the following:

Spell Resistance: This equals its Hit Dice +20, or whatever it previously had, whichever is higher.

Damage Reduction: It changes to Damage reduction 10/Cold Iron, unless it had damage reduction that was better before gaining this template.

Abilities: Increase the base creature’s as follows: +5 Str, +4 Dex, +2 Int, +2 Wis, +6 Cha. As an Undead creature, it has no Con score.
Organization: Solitary
Challenge Rating: +3
Alignment: Always Evil (any)

I feel that this is perhaps a little overpowered for a CR 7 encounter. The creature itself seems fine, overall, but you'd doubled its defenses; it has both SR and a moderate AC and DR. At the point where PC's would be facing this beast at an appropriate encounter level, I feel that it's defenses are too high. Remember that this monster is meant to be defeated -- a challenge, but still one able to be overcome. For an example of an energy draining undead of near CR 7, take a look at the Spectre. At this point your Shtriga has more offensive capability and defensive powers than the Mohrg, a monster that has a Challenge Rating of 8.


TL;DR - Good build, too powerful for CR 7

Thanks for the feedback. I used VT's CR calculator to get the CR, but it might not have worked because the CR of the Annis wasn't determined using that same formula. I'll change it to a CR 8 monster, and the template will become CR +2. Does that sound about right? I mean, it doesn't nearly get as many things as vampires, but that is CR +2.

CR calculators can be a little strange sometimes. I find the best way to judge the power of a monster is to compare it to other monsters near that rating.

Alright. If forgot to take into consideration the Undead traits, and the fact that vampires have drawbacks, so I am changing CR to +3.
