The laws of space and time are, really, guidelines more than rules to the skilled psychoporter. There are so many loopholes to be exploited, so many extra dimensions of space beyond the first three known to most creatures, that more or less ignoring the concept of normal movement becomes incredibly easy to the practiced manifester.
The warper takes this one step further, making space itself his personal plaything, bending and stretching it as he sees fit.

Powers Known: At every level except 1st and Xth, the character gains additional power points per day and access to new powers as if they had also gained a level in whatever manifesting class they belonged to before they added the prestige class. They do not, however, gain any other benefit a character of that class would have gained (bonus feats, metapsionic or item creation feats, psicrystal special abilities, and so on). This essentially means that they add the level of warper to the level of whatever manifesting class the character has, then determines power points per day, powers known, and manifester level accordingly.

If a character had more than one manifesting class before she became an warper, she must decide to which class she adds the new level of warper for the purpose of determining power points per day, powers known, and manifester level.

Warp step: (Ex) At first level, the warper learns the ability to step across an expanse of space in a few short steps across an alternate dimension. When manifesting a dimension door power, the warper can choose not to bring any other creatures along with him, and in exchange, act normally for the rest of the turn after manifesting it.

Personal Distortion: (Sp) At second level, the warper learns to bend space around himself at will as a standard action, granting him concealment. The effect lasts for one minute per class level.

Distortion Field: (Sp) Three times per day at third level, the warper learns to extend his personal distortion outwards, creating a field where space is subtly warped and estimating distances becomes difficult. Extending the field is a standard action, and it lasts as long as the warper concentrates on it, for up to one round per class level.
The field has a radius of five feet per class level of the warper, centered on him. All ranged attacks, spells and powers targeting an object or creature inside the field have a 20% miss chance. Effects with a point of origin inside the field have their point of origin moved (1d4-1)*5 feet in a random direction.

Warp Portal: (sp) At fourth level, the warper learns to create direct connections between distant places that allow objects or creatures to pass. Manifesting a warp portal costs 11 power points and requires a standard action.
The warp portal connects two points and allows stepping through instantly. The first point it is anchored to must be touched by the warper and be an enclosed structure (window, door frame, an arc of stone or similar), the second must be a similar structure within the range of the warper's dimension door power. Any effect blocking interplanar travel or teleportation at any of the two locations prevents the portal from being formed.
The portal has a diameter equal to the smaller of the two anchor structures, or up to ten feet, which ever is smaller.
The portal stays open for as long as the warper concentrates on it, for a maximum of one round per class level. Any number of creatures and objects can be moved through, in both directions.

Greater Warp Step: (ex) At fifth level, the warper learns to take even bigger and faster steps. When augmenting the dimension door power to be manifested as a move action and only using it on himself, he can manifest it as a swift action instead. If he can manifest the Teleportation, psionic power, he can augment that power to work as a move action by paying an additional four power points, as long as he only uses it on himself.

Local Distortion: (sp) At sixth level, the warper improves their personal distortion power. If they are targeted by a ranged attack or effect while under the effect of their distortion power, they can, as an immediate action, choose to end it and expend their psionic focus to redirect that attack or effect, so that it instead targets any other creature of their choice within 30 feet. They can not use this power to redirect an attack or spell back on the creature from which it originated.

Broken Dimensions: (sp) At seventh level, the warper can increase their distortion field in power. This choice must be made when first extending the field, and lasts for it's entire duration.
First of all, the radius of the warper's distortion field doubles. Second, any creature attempting to move within the radius of the warper's distortion field must succeed on an intelligence check (DC 10+your class level) or instead remain where it is and be confused for one round. This is a mind-affecting effect. Third, any movement inside the field that is only possible in a straight line, such as running or charging, becomes entirely impossible.

Dimensional Portal: (sp) At eight level, the warper can create more powerful portals, and use those portals to connect different planes. First, the portal can now have a diameter of up to twenty feet. Second, it can connect to other planes, as a plane shift power, the portal automatically anchoring itself to the nearest eligible structure on the target plane. (If the plane in question has no enclosed spaces at all, the portal fails).

Flatland (sp) At ninth level, the warper becomes able to warp dimensions even further. While using their broken dimensions power, they can choose to expend their psionic focus and end the power to choose a single dimension of space (up-down, or any of the two axes on a battlemap). Until the start of the warper's next turn, creatures are no longer able to voluntarily move in that direction within the confines of the distortion field, though they can still be moved against their will, such as by bullrushing, a strong wind or gravity.

Enclosed Fold: (sp) At tenth level, the warper can enclose his enemies in a tiny bubble of closed space, effectively imprisoning them.
This power affects a single ten-foot cube of space, which may not contain more than a single creature. The creature must succeed on a will save (DC 10+your class level+your intelligence modifer) or, along with any objects or structures contained in that ten-foot cube, are moved to a spheric bubble of extradimensional space, twenty feet in diameter. While in that bubble, the creature no longer ages, and does not need to breathe, eat or drink.
The creature remains in the bubble for up to one day per class level, unless can free itself by any sort of interplanar movement, such as a plane shift or gate spell. A wish, miracle or freedom spell can free the creature as well. The creature can attempt to escape it's imprisonment by attempting a DC 20 intelligence check once per day, in order to find a fault in the bubble containing it.
After the effect ends or it is freed, the creature, along with any objects, is transported back to its original location, in the same condition it was before being moved.
You can use this power up to once per day, but you can never have more than one creature imprisoned at the same time.



So. I'm bad at balancing, but this is most likely badly broken in several ways. How should I rectify this? Should I lose more manifester levels?

I very much like it!
I don't see anything broken, but I have a question.
On Warp Portal, do BOTH portals have to be in range of a dimension door power? If not, where can the other end be?

Ah, I need to clarify that. It was intended that the first portal is next to the warper, the other somewhere within range.

Looks good. A Couple things caught my attention though.

Personal Distortion seems a bit powerful. Giving them a 20% miss chance and the ability to always be able to hide at will. Just seems like an Improved Hide in Plain Sight ability.

On Flat Land, you might want to consider putting in a save or putting it as a full round action, otherwise with the feat that allows you to psionically focus as a move action you (if I'm reading it correctly) basically have an 'I Win' button.
