Maneuver Cards (http://www.wizards.com/default.asp?x=dnd/we/20061225a) says White Raven Tactics is normally L3.

Let's assume White Raven Tactics (WRT) only works once per target per round, and you can't use it on yourself. (I know that isn't RAW, but that's the limit I put on it.) It grants the target an extra turn on the WRT user's initiative -1.

I feel like WRT should be available to people starting at L9. It's potent, and I'm unsure if I want every Warblade and Crusader to nab it at L5 or 6. L9 is also when Dancing Mongoose (+1 attack as a swift action) becomes available.

What's so terrible about getting it at level 5 or 6? The ability only gains power at the rate of the companions who are having their initiative changed.
