Dwarves
+2 Wisdom, +2 Constitution, -2 Charisma
Small (Powerful Build)
30' Base Land Speed
Darkvision 60'
Weapon proficiency with axes
+1 bonus on saving throws
+2 racial bonus on saving throws against poison
+2 bonus on craft checks
Dwarves add half their level (at least 1) to their effective strength bonus for the purpose of melee damage calculation.

Elves
+2 Intelligence, +2 Dexterity, -2 Constitution
Medium
30' Base Land Speed
Low Light Vision
Weapon proficiency with bows
+2 bonus on will saves
Immunity to sleep effects and effects that rely on the target to be asleep
+2 bonus on perception checks
Elves ignore half their level (at least 1) when taking penalties to perception checks or attack rolls due to range or distance.

Gnomes
+2 Intelligence, +2 Constitution, -2 Strength
Small
20' Base land speed
Weapon proficiency with picks and hammers
+1 bonus on all saving throw DCs, this does not stack with spell focus
+1 Bonus on caster level checks to overcome spell resistance
+2 bonus on spellcraft checks
Gnomes get a their intelligence bonus (at least one) cantrips from the wizard spell list as spell like abilities usable once/day. They cannot choose the same spell twice. Their caster level for these spells is equal to half their character level. These spell like abilities are refreshed at dawn, providing the gnome has had at least eight hours of continuous rest in the preceding twenty four hours. Permanent intelligence changes can change the amount of spell like abilities, temporary intelligence changes (including those provided by enhancement bonuses from magic items) can not.

Halflings
+2 Charisma, +2 Dexterity, -2 Strength
Small
20' Base land speed
Weapon proficiency with thrown weapons
+1 bonus on saving throws
+2 racial bonus on saving throws against fear
+2 bonus on stealth checks
+1 bonus on perception checks
Halflings ignore half their level (at least 1) when taking penalties to stealth checks due to movement speed or lack of cover.
Halflings add half their level (at least 1) to their initiative bonus.

Humans
+2 to a single ability score, chosen at character creation
Medium
30' Base land speed
Weapon proficiency with a single weapon group chosen at character creation
+2 bonus to any two skills chosen at character creation
1 additional skill point each level
One bonus feat chosen at first level

Here I came in expecting something by the Penny Dreadfuls and it's something coincidentally by the same name.

In any case, Dwarves are pretty fast for Small creatures. Also dangerous in melee.

Gnomes seem pretty broken out of the box. I mean, universal Spell Focus, Int bonus AND a bunch of 1st level Wizard spell-likes? Certainly gives Elves and Humans a run for their money.

Halflings are certainly quick to the draw, aren't they? Nothing wrong with that, just damn fast. Quicklings, indeed.
