Okay this doesn't seem as cool as it is in my head, but here goes:
Hirknuth Port Magocracy
Goverment Type: Ogre Magocracy
Population: ~40,000
Main Aligment: Lawful Evil
Demographics: Race:2% Ogre Mage, 20% Ogre, 10% Stormtrooper Orc, 30% lesser Orc, 20% Human, 10% Half-Orc, 5% Orog, 3% various
Social standing: 2% Nobility, 20% slaves, 10% police/military, 10% other military,78% commoners and workers.
-Racial Breakdown:

Inter-species breeding is highly discouraged, although surprisingly at least 20% of the population can trace its origins to more than one species.
Half-orc denotes varying degrees of human/orc hybrids.
Orog denotes ogre/orc hybrids, the occasional Ogre Mage/other hybrid.

Stormtrooper orcs appear to be a race apart from regular orcs. They're more cunning and carry themselves with a strict-military bearing. Stormtrooper orcs skin tone is sickly yellow to yellow-green, their hair is black, their eyes are dark red, and the whites of their eyes are bloodshot with a yellow cast. All police are stormtrooper orcs, and stormtrooper orcs do not exist outside of the military and police. They look down all others besides Ogre Magi, and especially look down on lesser orcs.

Ogre Mages(singular Ogre Mage) stand about 10 feet tall and weighs up to 700 pounds. Their skin varies in color from light green to light blue, and hair is black or very dark brown. Some Ogre Magi sport small, black horns at the temples. The lower canine teeth of Ogre Mage's are razor sharp, quite long and sometimes protrude slightly from the mouth. Ogre mages favor loose, comfortable clothing and lightweight armor. They weild powers beyond the scope of other races to comprehend.

Ogres are about 10 feet tall but are somewhat hunched over. They are burly humanoids with yellow to brown skin with large patches of thick warts. Their is is lank and dirty, usually muddy brown or black in colour.

-Geography and layout

Large desert island, mostly grassland with some grazing animals. City is build around warfs, and most of the city is on the warfs above the ocean. A portion of the city is tunneled deep underground mining for minerals, with shafts connecting to the surface. Fishing is the major food source.

-Other

Police: The stormtrooper police from are equipped in dull grey plastic-like armour over black environment suits and kevlar weave, which provides moderate protection against energy, high-impact ballistic weapons, and light protection against low impact weapons such as knives. They wear masked helmets with air filters and support for oxygen tanks. Their weapons include concussion energy shotguns and electrical stun-batons.
They basically rule with an ironfist, enforcing rules very strictly on the whims of the Magi. There is some precedent of bribery however, but it is not common.
Government: The government consist of the High Council Of Magi and the Senate. The High Council consists of 10 members, all Ogre Mages, and bear the title of Magi but are often referred to as High Magus especially by stormtrooper orcs. The Senate is made up of Ogre Mages and all members are entitled to speak, and each member bears the title of Regin but are also often referred to as Magi especially by Stormtroopers. The High Council have the main rule while the senate votes on the smaller issues.

Common Crimes: Theft, murder, assault, drunk&disorderly, vandalism, black mail, mugging

Notes: Runs on the whims of the Ogre Mage Nobility.

History: A Shadow Realm of an unknown planar origin. Possible shadow of a shadow and at a dimensional crossroads.

I'll make the monster stats later. Also, in written form it seems very derivative but of nothing in particular. Ah well, I guess it's the fault of my naming.

Common Crimes: Assault, Robbery, Arson
Rare Crimes: Murder

Police Force(s): Alormax Force, Ponder Force, Gallant Force
Corruption: 95%, 68%, 25%,
Notes: The three large Corporations that control Metropolis each own their own Police Force. Out of all of these, Alormax's is the most corrupt. Gallant's is the least corrupt.

Major Political Figures: Jaxor Boss Mann (Owner & CEO of Alormax), Ghorge Brill Smith (CEO of Ponder), Silver B. Goldman (Owner & CEO of Gallant)

Notes: The Metropolis is a very futuristic city, with hover cars, giant towers, etc. Each of the CEO's own a third of the city. To picture it, think New York from Spider-Man 2099, or Coruscant from Star Wars. The city has shaky negotiations with the City known as Civilization, due to the fact that Civilization views Metropolis as corrupt (Which is correct)

Corruption: High with the Acheron Lilies, but surprisingly low among the Order and the Knights of the Citadel
Notes: The Order is a group of paladins who have allied with the ruling lord in a bid to sway the city towards good and law again. The Acheron Lilies started life as a terrorist group of anarchists drawn from a destroyed assassin's guild, but now has settled into the role of "mob family" under the direction of the current guildmaster Osric Wynnstan. The lord uses his own order of mages known as the Knights of the Citadel to enforce law when the other two groups fail to.

The Forgotten City
Goverment Type: Mage Dictatorship
Population:300,000
Main Aligment:LE
Demographics: 40% Undead Goblins & Orcs, 28% Goblins, 30% Orc, 2% Human Liches

Common Crimes:The only crime is Disobediance of State, which is anything that the Liches want it to be.

Police Force(s): Slave orcs, Undead Goblin warriors, and Liches.
Corruption: None.
Notes: The city is not actually quite forgotten. In fact, the liches have become quite wealthy creating artifacts that to others are wonderful and powerful but to them are trinkets. Only a few people know this. Even the lowest ranking member has become a powerful spellcaster. The city sustains itself on subterranean mushrooms and food created by the liches for their favored servants. Undead compose the majority of the manual labor force. If one somehow discovered the location of the city and raided the library they would discovery amazing magical knowledge, knowledge the liches guard with their lives.

Major Political Figures: Masood Izz-ud-Din Hatim Tarek, Supreme Ruler. Bargur, Orcish General of the Army.

History: Thousands of years ago, a single archmage called Masood Izz-ud-Din Hatim Tarek left the Mage Guilds of nearby desert city-states, exiled for unspeakable acts. He wandered the desert for forty days before discovering an orcish and goblinoid tribe. He easily enslaved them with his magic, and from there established his own mage guild, The Scribes of The Sands. Soon he began expanding, seizing other tribes. By this point he was very old, and began to research the secrets of immortality. He discovered a way to use his soul to animate his skeletal frame into an undead monster, calling it a Lich. He showed this secret to other mages in the guild. At this point he grew bold enough to invade the other desert city-states. He was winning, and if no one stopped him he probably would rule the Hub this day. But he was stopped, by 10 brave heroes who led a mighty army to stop him. They failed however, but they dealt a serious blow. He knew another one and his kingdom would fall. Therefore he used powerful magics to stink his city deep into the sands. To this day 3000 years later he and his mages plot their return.

Misc: Would be located under a desert, underground obviously.

Major Political Figures: Shikaru is a incredibly genre savvy dictator long ago transformed himself in to a 8 year old child making sure a) nobody would expect him to be behind everything b)nobody is going to kill a kid and c) insuring infant
immortality, he's really a 700 years old CE epic level psion
History: was founded by Shikaru 700 years ago when he got old he used a ritual which made him a child forever also making sure only disease or a violent death will kill him

These are all offical estimates, many creatures live in Imperial Territory but live outside of Imperial rule. Such as tribes of Orcs, Giants, Kobolds, Minotaurs, and other such creatures who tend to live in high mountains, deep forests, swamps and underground.

History
Over a thousand years ago where the Empire now stands stood the Kingdom of Akallabęth which stretched over almost half the continent of Khazadorm. It was a kingdom of ruled Paladin Kings. The kingdom was a shining beacon of light through out the second era.

But all good things come to an end, They awoke, the old ones beings of malevolence from the most ancient days of the world. The Dark War had begun, Akallabęth fell before the full wraith of the unspoken hordes and seat of Akallabęth’s power was reduced to a lifeless wasteland. For a time it was believed the fall of Akallabęth singled the end of all good things, but the tide was turned the Heroes of the Shining Hand beat back the darkness and the old ones were away sealed once again.

But the damage could not be undone, as the remains of Akallabęth fell into civil war and strife much of the continent followed. The end of Dark War marked the end of the second era and the start. of the third.

In the spring of the two hundredth and ninety eight year(298) of the third era, after three centuries of civil war and blood in western Khazadorm, then he appeared. Legends say he fell to earth on shooting star. Shao’Garr a man of both legendary martial and magical prowess he forged a mighty army and set off to unite the shattered lands of Khazadorm and after two centuries of fighting he had not only reunited the lands of Akallabęth but all of Khazadorm fell under his banner. He became known as The God Emperor and his lands The Garr Empire. He ruled the empire for a century overseeing the reconstruction and development of the land. It said the God Emperor did not truly die but went to sleep. For the next three centuries the empire. The Empire continued for two more centuries keeping out of world affairs for the most part. But two centuries ago The Empire began a period of expansion, conquering and establishing colonies in other lands.

Important Locations

Shao’Garr Population 213,000(Metropolis).
The capital of the Empire is one of the largest cities in the world and in its center sits the Imperial Palace a massive stone fortification capable of flight. Within the place is a weird stone which prevents any scrying or astral and ethereal travel be targeted with in a six mile radius of the stone. The city was founded by Shao'Garr himself at the conclusion of the unification wars.

On forested island in Goldman bay shrouded in mist is the Tomb of Shao’Garr where the first Emperor was laid to rest. Legend says the God Emperor would one day rise again and rule the empire once more.

Tangmore Forest,
The largest single strech of woods in the whole empire is located in the north eastern side of the Khazadorm. It once hosted a large population of Faelines but over the centuries most have left Khazadorm for Quel’Shar rather then submit to Imperial rule. The elves left there ancestral homes in the depts of Tangmore before the dawn of the emprie.

Voradoom
This mountainous and volcanic island is home to the goblin nation. Its primary inhabitants are Hobgoblins who hold most positions of power, wealth and influence. Lesser goblinoids live here as well but are second class citizens which is still a step up from most places. Much of the population is never home however as the lust for war and conquest leads most into service of the imperial military.

Quari Peninsula: It was here the final battle to determine the fate of Khazadorm was fought. A last alliance of the free nations of Khazadorm marched upon the slopes of the Quari mountains. They did battle for the freedom of all Khazadorm. Victory was at hand, but the power of the God Emperor was not so easily undone. As Shao'Garr took the field the enemy army fell before him like blades of grass. It was in this time when all hope seamed lost that Esther the son of the King of Belka took up his fathers sword and was struck down in an instant. Shao'Garr became Emperor of all Khazadorm.

They Waygate system. Scattered through out the continent are a series of interconnected portals. These were built during the founding of the Empire to allow the Empires vast army to be able to quickly move from one side of the continent to another.

The Scared Lands
A thousand years ago this was a fertile and lush farmland, it was the seat of power for the Great Kingdom of Akallabęth that came before. Now it is a wasteland the life sucked out of the land, the ruins of countless communities and dried river beds scatter the land. A few isolated fortified villages still exist, supported mainly by adventurers who come to find treasure in the ruins of a long dead glory.
