okay, this is my first try at a race so dont expect it to be perfect. It is based on the mind flayer from MM1 so here it is:

Mind Flayer:

Racial traits:
Height: 6’-7’
Weight: 150-240 lb.

Ability Scores: +2 Charisma, +2 Intelligence/Wisdom
Size: Medium
Speed: 6
Vision: Normal

Languages: Deep Speech, Telepathy 10
Skill Bonuses: +2 Bluff, +2 Intimidate
Psioonic Power: You qualify as a psionic class for the purpose of choosing feats
Devour Brain: If you drop an enemy on your turn, you may spend an action point to spend a healing surge.
Aberrant Origin: You hail from far Realm, so you are considered to be an aberrant creature from the purpose of effects that relate to your origin.
Mind Blast: You have the Mind Blast encounter power

Mind Blast - Racial Power
You blast your enemies with a wave of psychic energy.
Encounter ✦ Psionic, Psychic
Minor Action - Close blast 3
Target: Each creature in burst
Attack: Charisma, Intelligence or Wisdom +3 (+6 at 11th level, +9 at 21st level) vs. Will
Hit: 1d6 + Charisma modifier psychic damage.
Level 21: 2d6 + Charisma modifier psychic damage.

Some critiques so far:

Start him out at speed 6. A racial feat would give it a +1 racial bonus to speed.

Stalk the Senseless is an epic feat you can qualify for if Psionic. I'd say have the Illithid count as being a Psionic class for the purposes of powers and feats.

Mind Blast is way too strong for a racial.

I'd have it start off as something like this:

Mind Blast - Racial Power
You blast your enemies with a wave of psychic energy.
Encounter ✦ Psionic, Psychic
Minor Action - Close blast 3
Target: Each creature in burst
Attack: Charisma, Intelligence or Wisdom +3 (+6 at 11th level, +9 at 21st level) vs. Will
Hit: 1d6 + Charisma, Intelligence or Wisdom modifier psychic damage.
Level 21: 2d6 + Charisma, Intelligence or Wisdom modifier psychic damage.

Then have it be upgradable:

Staggering Mind Blast
Tier: Heroic
Prerequisite: Illithid, Mind Blast racial power
Benefit: Change the hit line of your Mind Blast racial power to read: 1d6 + Charisma, Intelligence or Wisdom modifier psychic damage. The target is slowed (save ends).

Disorientating Mind Blast
Tier: Paragon
Prerequisite: 11th level, Illithid, Staggering Mind Blast
Benefit: Change the hit line of your Mind Blast racial power to read: 1d6 + Charisma, Intelligence or Wisdom modifier psychic damage. The target is slowed and dazed (save ends both).

Stunning Mind Blast
Tier: Epic
Prerequisite: 21th level, Illithid, Staggering Mind Blast
Benefit: Change the hit line of your Mind Blast racial power to read: 2d6 + Charisma, Intelligence or Wisdom modifier psychic damage. The target is stunned (save ends).

You could also have feats that enlarge its size, make it party friendly, allow you to use it as an area blast 1 within 10 squares, etc...

What do you mean by " +2 Intelligence/Wisdom"? Do you mean they get a choice, or that they get bonuses to both?

Devour Brain seems like a Paragon Path feature, rather than a racial ability. I'd suggest replacing it with something more in line with Dragonborn Fury, Dwarven Resilience, or Bloodhunt.

Whoops, forgot one thing for the Mind Blast revision:

Change the hit line of your Mind Blast racial power to read: 1d6 + Charisma, Intelligence or Wisdom modifier psychic damage. This is so the player gets an option as to which ability score contributes to damage.

Other critiques:

Ability Scores: +2 Intelligence I see as being the mandatory stat bump for Illithids, with +2 Charisma/Wisdom being the optional.

Vision: Has to be Darkvision.

Telepathy should be Telepathy 5, improvable to Telepathy 10 with a racial:

Expanded Telepathy
Tier: Heroic
Prerequisite: Illithid, Telepathy 1+
Benefit: The range of your telepathy increases by +5. You can take this feat any number of times.

Devour Brain: Whenever you reduce an adjacent living creature to 0 hit points or fewer, you can end your turn to spend a healing surge as a minor action. If you are grabbing the target, you can do this as a free action instead, and your turn doesn't end.

Devour Brain might be upgradable with feats, for example:

Bore Into Brain
Tier: Heroic
Prerequisite: Illithid, Devour Brain racial feature
Benefit: You gain the Bore Into Brain racial power:

Bore Into Brain - Racial Power
You plunge your tentacles into the skull of a helpless foe.
At-Will ✦
Standard Action - Melee touch
Target: One dominated, immobilized, restrained, stunned or helpless creature
Attack: Charisma, Intelligence or Wisdom +3 (+6 at 11th level, +9 at 21st level) vs. Will
Hit: 1d6 + Charisma, Intelligence or Wisdom modifier damage. If you reduce the target to 0 hit points or fewer with this power, you can use your Devour Brain racial feature as a free action on the target.
Level 11: 2d6 + Charisma, Intelligence or Wisdom modifier damage.
Level 21: 3d6 + Charisma, Intelligence or Wisdom modifier damage.


Opportunistic Consumption
Tier: Heroic
Prerequisite: Illithid, Devour Brain racial feature
Benefit: You can use your Devour Brain racial feature whenever an adjacent enemy drops to 0 hit points or fewer as an immediate reaction. If you are grabbing the target, you can do this as a free action instead.

Invigorating Consumption
Tier: Paragon
Prerequisite: 11th level, Illithid, Psionic Augmentation class feature, Devour Brain racial feature
Benefit: Whenever you use your Devour Brain racial feature to spend a healing surge, you regain 1 Power Point.
Level 21: You regain 2 Power Points.

Create Thrall
Tier: Epic
Prerequisite: 21th level, Illithid, Devour Brain racial feature
Benefit: Whenever you use your Devour Brain racial feature on a living creature, you can choose to make that creature a thrall instead of spending a healing surge. If you do, that creature revives with 1 hit point, is dominated and counts as an ally to you and your allies until the end of the encounter, is immune to your mind blast racial power, and gains a +5 bonus to its Will defense while within your Telepathy range. A missed attack never damages a thrall created in this way. At the end of the encounter, that creature is destroyed or falls unconscious until the end of its next extended rest (your choice).

Skill Bonuses: +2 Arcana is a must. +2 Bluff or Intimidate (player's choice) for the second bonus.
