Author's Note: Obviously incomplete; I'll be updating and finishing this iteratively. Suggestions and constructive criticism are welcome.

Soulblade

Primary Role:
Striker: You deal damage with an accurate and powerful psiblade that often targets non-AC defenses. You can also combo attacks together with successive strikes.

Secondary Role:
Controller: The energies of your psiblades can often prove disruptive to enemies, imposing debuffs and debilitating conditions.

Primary Key Abilities: Wisdom
Secondary Key Abilities: Constitution or Dexterity

Class Traits
Hit Points: You start with hit points equal to 12 + your Constitution score.
Hit Points per Level Gained: You gain 4 hit points each time you gain a level.
Bonus to Defenses: +1 to Fortitude, Reflex, Will
Healing Surges per Day: 6 + your Constitution modifier
Armor Proficiencies: Cloth, leather
Weapon Proficiencies: Simple light and heavy blades, military light and heavy blades, psiblades
Implement Proficiencies: Ki focuses
Trained Skills: 4 class skills from the following list:
Class Skills: Arcana (Int), Acrobatics (Dex), Athletics (Str), Endurance (Con), Insight (Wis), Intimidate (Cha), Perception (Wis), Stealth (Dex)

Level 1 Soulblade Features:

Level 1: Psionic Augmentation

You gain the Psionic Augmentation class feature, except you choose three powers at the first level, and you do not gain another power at the third level. You can still retrain an at-will power at the third level.

Level 1: Psiblade Focus

You gain your choice of the Heavy Blade Expertise or Light Blade Expertise feat.

You gain a +1 bonus to all attack rolls made with Psiblades and you are proficient with your Psiblades.

Level 1: Psiblade Disciple

You gain one of the following benefits:

Disciple of Cunning: The bonus to attack rolls from combat advantage for you is equal to 1 + half your Dexterity modifier (minimum 3).

Disciple of Retribution: Whenever you take damage from an enemy, you gain a Constitution modifier bonus to all damage rolls against that enemy until the end of your next turn.

Level 1: Flurry of Blades (Striker Feature)

During your turn, if you hit at least once with an attack made using a Psiblade, after that attack resolves, you can shift or teleport 1 square and make an at-will or basic melee attack with a Psiblade as a minor action. Attacks made in this way take a cumulative -3 penalty to their attack rolls for each other attack power you have used in the same turn. You cannot augment an attack made in this way.

Level 1: Mind Over Body

While you are not wearing heavy armor, you can use your Wisdom modifier in place of your Dexterity and Strength modifiers to make Acrobatics and Athletics checks, and your Wisdom modifier in place of your Dexterity or Intelligence modifier when determining your AC.

Level 1: Conjure Psi Blade

You gain the Conjure Psi Blade power:

Conjure Psi Blade - Psiblade Class Feature
You form a blade of condensed psychic energy, capable of cutting through even the toughest armour.
At-Will * Conjuration, Force, Psionic, Psychic
Minor Action - Personal
Effect: You create up to two Psiblades in your hands. These are light blade or heavy blade weapons of your choice. These psiblades occupy your hand slots. A psiblade that leaves its slot vanishes, except when thrown as part of an attack if it has the light or heavy thrown property. A thrown psiblade returns to you as if it were enchanted. All damage dealt by a psiblade is force and psychic damage. Attacks made with a psiblade can target Reflex instead of AC and use Wisdom in place of any other attribute for their attack and damage rolls. A psiblade lasts until you use this power again, fall unconscious, or until the end of your next extended rest. You can change any number of psiblades into any other light or heavy blade as a minor action. You can dismiss any number of psiblades as a free action.

Pick three of the following augmentable at-will powers:

Combo Strike - Soulblade Attack 1
In the blink of an eye, you follow up the first stroke of your weapon with a second.

Primary Hit: 1[W] damage. You can make the following secondary Attack::

Secondary Hit: 1[W] damage. You deal Dexterity modifier extra damage to the primary and secondary targets.
Augment 2:
Primary Hit: 1[W] + Wisdom modifier damage.
Secondary Hit: 1[W] + Wisdom modifier damage. You deal Dexterity modifier extra damage to the primary and secondary targets and you knock them prone.

Blade Storm - Soulblade Attack 1
You spin about, slashing at your foes in wide, sweeping arcs, emboldened by each bite of your blade.
At-Will * Psionic, Weapon
Standard Action - Close burst 1
Target: Each enemy in the burst
Attack:: Wisdom vs. AC
Hit: 1[W] + Wisdom modifier damage. For each target you hit, this Attack: deals +1 extra damage.
Augment 1:
Hit: 1[W] + Wisdom modifier damage, and you slide the target 1 square. For each target you hit, this Attack: deals +1 extra damage.
Augment 2:
Attack: Type: Close burst weapon
Hit: 1[W] + Wisdom modifier damage, and you slide the target 1 square. For each target you hit, this Attack: deals extra damage equal to 1 + half your Dexterity modifier (minimum 2).

Psi Slash - Soulblade Attack 1
The cut of your weapon overwhelms the mind of your foe.
At-Will * Psionic, Weapon, Psiblade
Standard Action - Melee or Ranged weapon
Target: One creature
Attack:: Wisdom vs. Will
Hit: 1[W] + Wisdom modifier damage. The target grants combat advantage and can't take opportunity actions until the end of your next turn.
Augment 1:
Hit: 1[W] + Wisdom modifier damage. The target grants combat advantage, can't shift and can't take immediate or opportunity actions until the end of your next turn.
Augment 2:
Hit: 2[W] + Wisdom modifier damage. The target can't shift and is dazed until the end of your next turn.

Infallible Cut - Soulblade Attack 1
Your psiblade strikes the foe without fail, slicing unerringly through its defenses.
At-Will * Psionic, Weapon, Psiblade
Standard Action - Melee or Ranged weapon
Target: One creature
Effect: 1[W] damage.
Augment 1:
Effect: 1[W] + Wisdom modifier damage.
Augment 2:
Effect: 2[W] + Wisdom + Constitution modifier damage.
Special: This Attack: deals half damage when made with your Flurry of Blades class feature.

Blink Strike - Soulblade Attack 1
You blink out, slipping between dimensions before you deliver a scything blow.
At-Will * Psionic, Weapon, Teleportation
Standard Action - Melee weapon
Effect: You teleport half your speed to a square adjacent to a creature.

Hit: 1[W] + Wisdom modifier damage.

Effect: You teleport your speed to a square adjacent to a creature. You have combat advantage against the target for this Attack:.
Augment 2:
Effect: You teleport your speed + your Dexterity modifier to a square adjacent to a creature. You have combat advantage against the target for this Attack:.
Hit: 2[W] + Wisdom modifier damage.


Warp Strike - Wizard At-Will 1
Your weapon expands, warps and distends to strike out at your foe.
At-Will * Psionic, Weapon, Psiblade
Standard Action - Melee weapon + 2
Target: One creature
Attack:: Wisdom vs. AC. This Attack: ignores cover.
Hit: 1[W] + Wisdom modifier damage.
Augment 1:
Attack: Type:Melee weapon + 2 + Constitution modifier
Augment 2:
Attack:: Wisdom vs. AC. This Attack: ignores cover and superior cover.
Attack: Type: Melee weapon + 2 + Constitution modifier
Hit: 2[W] + Wisdom modifier damage, and you can pull the target to the nearest square adjacent to you.


Phase Blade - Soulblade Attack 1
Your weapon becomes out of phase with reality, allowing it to move through mundane obstacles and easily damage even incorporeal or highly resilient foes.
At-Will * Psionic, Weapon, Psiblade
Standard Action - Melee or Ranged weapon
Target: One creature
Attack:: Wisdom vs. AC. This Attack: ignores cover.
Hit: 1[W] + Wisdom modifier damage. This Attack: ignores the insubstantial quality.

Hit: 1[W] + Wisdom modifier damage. This Attack: ignores the insubstantial quality, and all resistances and immunities.
Augment 2:
Attack:: Wisdom vs. AC. This Attack: ignores cover and superior cover.
Hit: 2[W] + Wisdom modifier damage. This Attack: ignores the insubstantial quality, and all resistances and immunities.


Forceful Stroke - Soulblade Attack 1
With a mighty stroke of your weapon, you send a foe flying away.
At-Will * Psionic, Weapon, Psiblade
Standard Action - Melee weapon
Target: One creature
Attack:: Wisdom vs. AC
Hit: 1[W] + Wisdom modifier damage. You push the target 3 squares.
Augment 1:
Hit: 1[W] + Wisdom modifier damage. You push the target 3 squares and knock it prone.
Augment 2:
Hit: 2[W] + Wisdom modifier damage. You push the target Constitution modifier squares and knock it prone.
Special: When charging, you can use this power in place of a melee basic Attack:.


Sundering Stroke - Soulblade Attack: 1
Your weapon rends and savages your opponent's armour and defenses, leaving him open to Attack:.
At-Will * Psionic, Weapon, Psiblade
Standard Action - Melee weapon
Target: One creature
Attack:: Wisdom vs. AC
Hit: 1[W] damage. The target takes a -2 penalty to a defense of your choice until the end of its next turn.
Augment 1:
Hit: 1[W] + Wisdom modifier damage. The target takes a -2 penalty to a defense of your choice until the end of its next turn.
Augment 2:
Hit: 2[W] + Wisdom modifier damage. The target takes a Dexterity modifier or Constitution modifier penalty to all defenses until the end of your next turn.

Barrier of Blades - Soulblade Attack 1
Your psiblades become animate, lashing out at any who dare strike at you.
At-Will * Psionic, Weapon, Psiblades
Standard Action - Melee weapon
Target: One creature
Attack:: Wisdom vs. AC
Hit: 1[W] + Wisdom modifier damage. Until the end of your next turn, whenever a creature hits or misses you with a melee Attack:, you can deal Constitution modifier damage to it.
Special: You can use this power unaugmented as a melee basic Attack:.
Augment 1:
Hit: 1[W] + Wisdom modifier damage. Until the end of your next turn, whenever a creature hits or misses you with a melee Attack:, you can deal Wisdom modifier + Constitution modifier damage to it.
Augment 2:
Hit: 2[W] + Wisdom modifier damage. Until the end of your next turn, whenever a creature hits or misses you with a melee Attack:, you can deal 1[W] + Constitution + Wisdom modifier damage to it.


Fleeting Strike - Soulblade Attack 1
At the fall of your weapon you blink out, reappearing elsewhere.
At-Will * Psionic, Weapon, Teleportation
Standard Action - Melee weapon
Target: One enemy
Attack:: Wisdom vs. AC
Hit: 1[W] + Wisdom modifier damage. You can teleport 1 square.
Special: You can use this power unaugmented as a melee basic Attack:.
Augment 1:
Hit: 1[W] + Wisdom modifier damage. You can teleport Dexterity modifier squares (minimum 2).
Augment 2:
Hit: 2[W] + Wisdom modifier damage. You can teleport Dexterity modifier squares (minimum 2).
Hobbling Strike - Soulblade Attack: 1
Your blade cripples your foe, making escape impossible.
At-Will * Psionic, Weapon, Psiblade
Standard Action - Melee or Ranged weapon
Target: One creature
Attack:: Wisdom vs. AC
Hit: 1[W] + Wisdom modifier damage. You can expend a psiblade you made this Attack: with as part of this power. If you do, the target is slowed until the end of your next turn. If the target is already slowed by this power it is immobilized until the end of your next turn instead.
Special: You can use this power unaugmented as a basic Attack:.
Augment 1:
Hit: 1[W] + Wisdom modifier damage. You can expend a psiblade you made this Attack: with as part of this power. If you do, the target is immobilized until the end of your next turn.
Augment 2:
Hit: 2[W] + Wisdom modifier damage. You can expend a psiblade you made this Attack: with as part of this power. If you do, the target falls prone, is immobilized, and cannot stand until the end of your next turn.


Countering Cut - Soulblade Attack 1
Swiping your foe's blade aside, you counter with a devastating thrust.
At-Will * Psionic, Weapon
Immediate Interrupt - Close burst sight
Trigger: You are attacked by a creature you can see that doesn't have combat advantage against you.
Target: The triggering creature
Attack: Wisdom vs. AC
Hit: The target takes a penalty to its attack roll equal to your Wisdom modifier. If that attack misses, you can make a basic Attack: against that enemy with combat advantage. If you do, you lose your standard action on your next turn.
Augment 1:
Hit: The target takes a penalty to its attack roll equal to your Wisdom modifier. If that attack misses, you can make a basic attack against that enemy with combat advantage and a Dexterity modifier bonus to the damage roll. If you do, you lose your standard action on your next turn.
Augment 2:
Hit: The target takes a penalty to its Attack: roll equal to your Wisdom modifier. If the attack misses, you can make a basic attack against that enemy with combat advantage and a Dexterity modifier bonus to the attack roll and damage roll.

Level 1 Daily Soulblade Powers

Pick one of the following daily powers:

Reaping Wake - Soulblade Attack 1
You unleash a storm of cutting force as you assault your enemy with a deluge of psiblades.
At-Will * Psionic, Weapon, Psiblade
Standard Action - Close burst 5
Target: Each enemy in the burst
Attack: Wisdom vs. AC
Hit: 1[W] + Wisdom modifier damage, and ongoing damage equal to this amount (save ends).
Miss: Half damage, and ongoing damage equal to this amount (save ends).
Augment 1:

You shift your speed to a square in the burst.

- Soulblade Attack 1

Miss: Half damage.
Augment 1:

For each creature you hit with this power, you gain a cumulative Dexterity modifier bonus to this power's damage rolls.
Special: You cannot attack an enemy more than twice in one turn with this power.

Well, so far, I think the striker feature is clunky and probably too good. Extra attacks per round (with no move action that round, +2 attacks) are at a premium, and the penalty is worded in such a way that it is unclear how often and how severely it applies. If you instead give some sort of bonus for consecutive hits (like, say, their base bonus damage die is 1d4/round, but for every hit it climbs one die size to a maximum of d10, and it stays there until they miss), I think that would help the concept more. I would also reword psiblades so that they can be any light or heavy blade with which they are already proficient, since you already took the care of making them proficient in all non-superior blades anyway. This just prevents the class feature from giving them free Superior Weapons Training (you're already giving them free Expertise and a further free +1 attack), but if they take proficiency in new weapons, it extends to their psiblade feature too.

I'm not sure what's unclear about the penalty. It applies to each attack made with the striker feature, and the penalty is equal to -3 * each other attack power you have used on the same turn.

Granted, multiple attacks at will may be too good as is, but it's easy to adjust it to fair levels by increasing the cumulative penalty.

As for your specific idea, I'm not sure how well it would work, particularly for Soulblades that utilize high dice weaponry. I do like the general notion of a damage bonus for consecutive hits (perhaps this could be kept track of with a counter system). I'm not sure however, if I like it more than the idea of multiple attacks, which is more in keeping with the flavour I'm going for (a flurry of attacks).


I would also reword psiblades so that they can be any light or heavy blade with which they are already proficient, since you already took the care of making them proficient in all non-superior blades anyway. This just prevents the class feature from giving them free Superior Weapons Training (you're already giving them free Expertise and a further free +1 attack), but if they take proficiency in new weapons, it extends to their psiblade feature too.

The military restriction only extends to non-psiblade light and heavy blades in the unlikely event they ever use mundane blades. This is intentional; they are automatically proficient with any weapon they create via their psiblade class feature, though this may be too good.

Heroic Soulblade

Level 2 Soulblade Features:

You gain one of the following utility powers.

Arcing Field - Soulblade Utility 2
Lightning flares from your mind, encasing your body in a cage of arcing lightning.
Encounter * Psionic, Psychic, Electricity
Minor Action - Personal
Effect: Until the end of your next turn, you gain an aura 1. Whenever a creature begins its turn within or enters the aura, or makes a melee attack against you, that creature takes 3 + Constitution modifier (minimum 5 total) lightning and psychic damage. A creature can only take this damage once per turn.

Surprising Teleport - Soulblade Utility 2
You vanish from sight only to rematerialize beside a surprised foe.
Encounter * Psionic, Teleport
Move Action - Personal
Effect: You teleport 1 + Dexterity modifier squares (minimum 3). Until the end of this turn or you finish taking another action, you have combat advantage against all enemies adjacent to you after this teleport.

Phase Jaunt - Soulblade Utility 2
You slip between dimensions, moving through solid obstacles with ease.
Encounter * Psionic
Move Action - Personal
Effect: You move your speed + Constitution modifier squares. You have phasing and are insubstantial during this movement.

Seeking Eye - Soulblade Utility 2
Your psionic powers grant you several moments of preternatural perception, allowing you to pick out a foe with ease.

Minor Action - Close burst 20
Target: One creature within the burst
Effect: Until the end of your next turn, the target grants combat advantage to you, and you have Truesight against the target.

Focused Flurry - Soulblade Utility 2
Meditating briefly, you enter a focused state, allowing your follow up strikes to hit with greater accuracy.
Daily * Psionic
Free Action - Personal
Effect: Until the end of your current turn, reduce the attack penalty for all attacks made with your Flurry of Blades class feature by 3.

Stance of Distension - Soulblade Utility 2
As you assume this stance, your psiblades distend and lengthen, becoming long and whip-like.
Daily * Psionic, Psiblade, Stance
Minor Action - Personal
Effect: Add +1 to the reach of your psiblades, and you can make opportunity attacks with your psiblades as if you had Threatening Reach 2.

Phase Warp - Soulblade Utility 2
Whenever you teleport, you can call upon your psionic powers to subtly alter the length and trajectory of your travel.

Free Action - Personal
Trigger: You teleport.
Effect: You teleport 1 square.
Special: You can only use this power once per turn.


Level 3 Soulblade Features:

Hit: 1[W] + Wisdom modifier lightning and psychic damage. Each enemy that has line of effect to, and is adjacent to the target takes Wisdom modifier lightning damage.
Augment 1:

Hit: 1[W] + Wisdom modifier lightning and psychic damage. Each enemy other than the target that has line of effect to, and is within 2 squares of the target takes Wisdom + Constitution modifier lightning damage.
Augment 2:

Hit: 2[W] + Wisdom modifier lightning and psychic damage. Each enemy other than the target that has line of effect to, and is within 3 squares of the target takes Wisdom + Constitution modifier lightning damage.

Special: You can make this attack in place of a melee basic attack as part of a charge.
Augment 1:

Hit: 1[W] + Wisdom modifier damage. If you made this attack as part of a charge, you knock the target prone. Each other enemy in the blast takes Constitution + Wisdom modifier damage. You push each enemy in the blast Constitution modifier squares.
Augment 2:

Target: Each enemy in the blast
Hit: 2[W] + Wisdom modifier damage. If you made this attack as part of a charge, you knock the target prone. You push the target Constitution modifier squares.


Spray of Blades - Soulblade Attack 3
By rapidly swiping your wrists, you unleash a torrent of psiblades that linger, harming any foes that intrude upon them.

Standard Action - Close blast 3
Target: Up to each enemy in the blast
Attack: Wisdom vs. AC
Hit: 1[W] damage. The blast creates a zone of slicing blades that lasts until the end of your next turn. Whenever an enemy enters the zone or begins it turn there it takes Dexterity modifier damage. A creature can only take this damage once per turn.
Augment 1:

Hit: 1[W] + Wisdom modifier damage. The blast creates a zone of slicing blades that lasts until the end of your next turn. The zone is difficult terrain to enemies. Whenever an enemy enters the zone or begins its turn there, it takes Dexterity + Wisdom modifier damage. A creature can only take this damage once per turn.
Augment 2:

1[W] + Wisdom modifier damage. The blast creates a zone of slicing blades that lasts until the end of your next turn. The zone is difficult terrain to enemies. Whenever an enemy enters the zone or begins its turn there, it takes 1[W] + Dexterity modifier damage. A creature can only take this damage once per turn.


Dimensional Jaunt - Soulblade Attack 3
You phase between dimensions, eviscerating your foes even as you move through them.

Effect: You move your speed + 2. You have phasing and insubstantial during this movement. Make the following attack against one creature whose space you moved through during this movement. You don't provoke opportunity attacks from that creature.
