There's a Rogue. He has Quick Draw. Usually, he fights using a Short Sword, but sometimes he likes to throw a shuriken or a dagger. Considering he has a Short Sword in his right hand, the other hand is free.

Can he throw with his left hand, without the need to sheathe his Short Sword before using a thrown weapon?

EDIT: Now that I think of it, this should've probably been in Q&A RAW. Sorry about that.

Yes. There is no off-hand penalty or something like that.

Yup, as long as the weapon you want to throw has the off-hand property (which AFAIK most thrown weapons have) then there's no penalty and even if you're not using an off-hand weapon you could always switch your short sword to your off hand (it being an off-hand weapon) when you throw your other weapon.

Yeah, I agree, Short Swords are off-hand weapons themselves. If this is really an issue, use them in your off hand and use the thrown weapons in your main hand.

I'm building a shuriken-based Rogue at the moment, in fact, and he goes with the off-hand Katar with the main-hand Shurikens.
