Thoughts on a "lesser sending" spell

I'm running an E6 campaign and I thought because of the limited ranged animal messenger spell and the cost of feather tokens I would like to give the party Archivist a lower level version of sending.

I want it be limited to the plane the caster is on and also have a distance limit. Maybe 250 miles/CL...I dunno.
What level would you peg that at? 2nd or 3rd?
Any thoughts on tweaking it?

That seems perfectly reasonable. Just take the regular Sending, shave off the ability to reach other planes at all, and make it 250 miles per caster level? I could see that as a solid 2nd-level spell.

Do you want the recipient to still be able to reply to it, as per the original Sending? How wide a range do you think the PCs will need to use it?

I'd take a look at whispering wind (http://www.d20srd.org/srd/spells/whisperingWind.htm) for comparison. Maybe adjusting that to fit what you need would be easier than working with Sending.

Hmmm, 1 mile per level, delivered to a location and not to a person. In light of that, I'd dramatically shorten the range, 10 miles/level.
