You summon a swarm (or more) of cats which appears as a mass of felines caught in a strong wind, swirling in circles within the designated area. The cats deal 2d6 damage to targets in the area who fail their reflex saves, grasping and raking with their claws. This effect occurs when the spell is completed, and afterwards the cats immediately settle to the ground and form into a mewling mass (or masses, depending on caster level) at a location within the effect designated by the caster. The cats remain for a duration of concentration+2 rounds. The swarm will attack any creatures within its area and generally pursues the nearest available creature as best it can. The caster has no control over its target or direction of travel.

Arcane material component: A small bit of catnip.

The only question remaining is whether or not it should have the [evil] descriptor :D

The swarm should also appear every time someone attempts to apply the laws of physics to DnD to avenge its kin.

I had a catstorm wand in one of my games--a kobold sorcerer was using it in a 40ft/40ft room with locked doors, a half-dozen other kobolds, and a gelatinous cube.

More than a few cat swarms got eaten by the cube.

Also, I laughed out loud when I read the spell. That's so ridiculous that I'm yoinking it.
