I.e. if I was to want to make deals with devils, are there any existing D&D 3rd ed rules for it, with out going so far as to use Summon Monster VIII?

tome of magic has the binder, who binds vestiges. they bind god like creatures. its rather vague what they exactly are but you could easely adapt it to binding demons. or you could use the eberon rules for posesion, i think those come from some other book, dont know which.

Might want to check the Pact Magic thing in Tome of Magic, might be able to adapt that for devils/demons.

BoVD would presumably be a good go-to source, as would the Demonomicon of Iggwilv summoning/binding spells article in Dragon #336. Err...you do realise just how much evil glee the words "infernal pact" inspire in the hearts of GMs though, right?

I belive the planer binding and planer ally spells where specifically made to make deals with extraplaner beings.
