Does one exist? Or perhaps some kind of equivalent of such. I want to introduce psionics to my campaign and I thought the best way would be to throw an unholy psion at them.

The closest equivalent would be *shudder* spectral savant.

I looked for one awhile back I found one in a third party book but for the life of me I can't remember the name of the book. I think it may have been monte cooks psionics book.

If memory serves me correctly, Mind Flayers retain their psionic powers if they transform into liches (alhoons). The limiting factor is that it requires a certain amount of magic proficiency to cast the spells to become a lich, thus psionic characters whose powers are not innate to their particular race probably do not become liches very often, if at all. That being said, I cannot think of any particular rule prohibiting it.
