What if you grouped classes into 3 super groups (similar to 2e's Warrior, Rogue, Wizard, and Priest superclasses) and allowed them to make Full Attacks based upon their levels in said super groups.

For example classes would be sorted into
Warrior: Any Full-BAB class. Maybe also Monk, Dragon Totem Shaman, and Marshal.
Thief: Any non-full casting non-full BAB class.
Caster: Any full caster. Except possibly Warmage which could be a Thief.

If you have 6 levels in Warrior classes you can make a Full-Attack as a standard action instead of a full-round action. Every 2 levels in a Thief class counts as 1 level in a Warrior class for this purpose (so a 12th level Rogue could make a Full-Attack as a standard action as could a Lv 3 Warblade/Lv 6 Rogue). Meanwhile Full Caster classes would not count at all for obtaining quicker Full-Attacks.

Prestige classes would probably fall under Warrior if Full BAB and non-casting or half casting, Thief is less than Full BAB and non-casting or half casting, and Caster if they progress caster level at more than half their levels (unless designed to be accessed via ranger/paladin primarily). Exceptions would be Gish PrCs (Eldritch Knight, Abjurant Champion, etc) would be Thief classes instead of Caster (so Fighter 1/Wizard X/Eldritch Knight 10 would be able to make a Full Attack as a standard action).

So how does this sound as a house rule?

Overcomplex. Why not make it a function of BAB? At BAB +10 (let's say), you may make a full attack as a standard action. There you go, now there's no confusion with multi-classing or new classes.

The reason for not using that is Cleric and Druid. This way it gives Fighter something that Cleric has trouble getting.

Try not to mix your quality-of-life improvements with your class fixes. In your attempts to fulfill the latter, you will invariably hurt the former.

Just make full attacks a standard action. Anyone can get it at +6 BAB. Now pounce is less of a mandatory dip, attackers have legitimate damage on round 1, and combat is more mobile.

My fix to full attack is sweet and simple.

Full attack is a standard action (twf and Flurry of Blows work off from full attacks being a standard action).

Bump everyone that is tier 3 or lower up one BAB progression unless they are a full or half caster.

Iterative attacks from High BaB (BAB 6 etc...) are used at full BAB.

If your class originally had full BAB you gain iterative attacks one level earlier (BAB 5 etc)

This only applies to PC classes not to monsters or NPCs.

This has worked well in 3.P so far.

What if making a full attack were still a full round action, but that you get to move during the action, taking a penalty to attack rolls based on how fast/far you move while attacking, similar to the rules for mounted archery?

no penalty for a 5-foot step full attack
-2 penalty for a single move full attack
-4 penalty for a double move full attack
-8 penalty for a running full attack

I would also give all creatures making a full attack, the ability to make at least two attacks at their highest base attack bonus, before adding additional attacks.

That way those with a BAB of +5 or less still have to choose between taking a standard attack action (and a move action) or making a full attack action.

My version: Make your full attack as a standard action but at the normal bonuses (so, 20/15/10/5 for a Fighter 20), but you can choose to take a full action full attack to take it as follows: First attack at full BAB, and then each additional attack takes only a cumulative -1 (So a Fighter 20 taking a full-round full attack would roll at 20/19/18/17). Pounce would allow a full attack at the higher bonuses for charge attacks.
