Another player in a campaign I'll be playing in soon is interested in a homebrewed version of these hideous little monsters from Libris Mortis and the campaign will be starting at level one. I wanted to water them down to the point of being playable from level one without a monstrous progression and came up with this:

Size: Tiny
Undead type
Bite: 1d4
Weapon Finesse
Speed: 20
Str -4
Dex +4
Con --
Int +0
Wis +0
Cha +2
LA +0

Instead of trying to balance the disease and (broken) Quickness abilities I decided to make them feats.

Diseased Bite
Prereq: Tomb Mote, 3HD, Cha 13
Once per day you may use your bite to infect the target with Corpse Bloat (DC10+1/2HD+Cha, Incubation 1d3 days, damage 1d6 Str)

Unholy Speed
Prereq: Tomb Mote, 5HD, Dex17
Once per day you may take an additional standard action on your turn. You may not use this action to cast spells, manifest powers or perform similar tasks.

Here's the part where you tear it apart and we rebuild it into something playable for my friend.

Edit: Nothing? Am I to take this as a sign that this is good as is or nobody cares enough to post?
