Breath Weapon (Su)
As a standard action once every 1d4 rounds, a banana dragon can breathe either a cone of corrosive (acid) gas as a green dragon or a comedy spray cone. Anyone caught in the cone must make a Will save (DC 10 + Ĺ dragonís HD + dragonís Charisma modifier) or be affected in one of the following ways. Roll a d6 to decide. The duration of the effects is specified in the table below.

Disgusted: Target is sickened for 1d6 rounds (or if already sickened, target is nauseated instead), after which the target is Fatigued if it was sickened, or Exhausted if it was nauseated, for however long it was affected.
Scared: Target is shaken, frightened or panicked, depending on its level of fear before being affected (panicked if frightened, frightened if shaken, shaken if none), for 1d6 rounds, after which the target's status drops to the next level and the count resets.
Amused: Target is affected by Hideous Laughter for 1d6 rounds.
Depressed: Target takes a -4 penalty on attack rolls, saving throws, ability checks, skill checks, and weapon damage rolls for 1d6 rounds.
Infuriated: Target gains a +4 circumstance bonus to its Strength and Constitution scores but takes a -4 penalty to its Dexterity score and its Armor Class. Target moves at full speed and attacks the closest entity, until it is no longer moving or the effect ends. this effect lasts 1d6 rounds
Surprised: Target is Dazed for 1 round, then Blinded for 1d4 rounds, and then Dazzled for 1d4 rounds.

Hilarious Presence (Ex)
A Banana Dragon can amuse foes with its mere presence. The ability takes effect automatically whenever the dragon attacks, charges, or flies overhead. Creatures within a radius of (30 feet ◊ the dragonís age category) are subject to the effect if they have fewer HD than the dragon. A potentially affected creature that succeeds on a Will save (DC 10 + Ĺ dragonís HD + dragonís Cha modifier) remains immune to that dragonís hilarious presence for 24 hours.
On a failure, creatures with 4 or less HD become flat-footed lose their shield bonus (if any), take a -20 to move silently, a -4 to AC, attack rolls, saving throws, skill checks, and ability checks, (because of laughter). for 4d6 rounds.
Those with 5 or more HD become flat footed, lose half their shield bonus(if any), take a -10 to move silently a -2 to AC, attack rolls, saving throws, skill checks, and ability checks, (because of laughter). for 4d6 rounds.
Only Banana Dragons ignore the hilarious presence of other Banana Dragons.

Banana Trail (Sp)
When a Banana Dragon moves, it leaves a trail of banana peels on the ground. This causes the terrain to be treated as if under the effect of a grease spell. Any creature in the area must make a successful Reflex save or fall (DC 10 + the level of the spell the ability resembles or duplicates + the creatureís Cha modifier). This save is repeated on the creatures turn each round that the creature remains within the area. A creature can walk within or through the area of banana peel at half normal speed with a DC 10 Balance check. Failure means it canít move that round and must then make a Reflex save or fall (DC 10 + Ĺ dragonís HD + dragonís Cha modifier Reflex to stay balanced). When a banana Dragon is dealt more than 12 damage in a single attack, banana peels fall from it, covering a 5 foot area surrounding it. A Banana Dragon is immune to this effect.

Alternate Form (Su)
A young or older banana dragon can assume the form of any plant of equal size or smaller as a standard action three times per day. The dragon can remain in its plant form until it chooses to assume a new one or return to its natural form. While in this plant form its move speed is reduced to 5 ft. per round.

Spells and Spell-Like abilities
A banana dragon can cast arcane spells as a sorcerer.
At will - Plant Growth (Old or older)
3/day - Create Food and Water, Hideous Laughter (Adult or older)
2/day - Command Plants, Irresistible Dance (Ancient or older)
1/day - Animate plants (Great Wyrm)
A Banana Dragon can also cast cleric spells from the Madness (Complete Divine) Plant, and Chaos domains as arcane spells.

Skills
A Banana Dragon can disguise itself extremely well in its native environment, it gains a +16 racial bonus to hide while in a forest.

Treasure
A Banana Dragon typically has a hoard of what it deems ďtreasureĒ consisting of things of a comical or novel nature(i.e. a ring of water walking and water breathing), or things that have a history of being used as such (a two headed coin). This hoard is just as big as a normal dragonís of the same size (Triple Standard).

Bite
Bite attacks deal the indicated damage plus the dragonís Strength bonus. A dragon also can use its bite to snatch opponents if it has the Snatch feat.

Claw
Claw attacks deal the indicated damage plus Ĺ the dragonís Strength bonus (round down). The dragon also can use its claws to snatch opponents if it has the Snatch feat. Claw attacks are secondary attacks, requiring a -5 penalty on the attack roll. (Many dragons choose the Multiattack feat to lessen this penalty to -2).

Wing
The dragon can slam opponents with its wings, even when flying. Wing attacks deal the indicated damage plus Ĺ the dragonís Strength bonus (round down) and are treated as secondary attacks.

Tail Slap
The dragon can slap one opponent each round with its tail. A tail slap deals the indicated damage plus 1Ĺ times the dragonís Strength bonus (round down) and is treated as a secondary attack.

Crush (Ex)
This special attack allows a flying or jumping dragon of at least Huge size to land on opponents as a standard action, using its whole body to crush them. Crush attacks are effective only against opponents three or more size categories smaller than the dragon (though it can attempt normal overrun or grapple attacks against larger opponents).
A crush attack affects as many creatures as can fit under the dragonís body. Creatures in the affected area must succeed on a Reflex save (DC equal to that of the dragonís breath weapon) or be pinned, automatically taking bludgeoning damage during the next round unless the dragon moves off them. If the dragon chooses to maintain the pin, treat it as a normal grapple attack. Pinned opponents take damage from the crush each round if they donít escape.
A crush attack deals the indicated damage plus 1Ĺ times the dragonís Strength bonus (round down).

Tail Sweep (Ex)
This special attack allows a dragon of at least Gargantuan size to sweep with its tail as a standard action. The sweep affects a half-circle with a radius of 30 feet (or 40 feet for a Colossal dragon), extending from an intersection on the edge of the dragonís space in any direction. Creatures within the swept area are affected if they are four or more size categories smaller than the dragon. A tail sweep automatically deals the indicated damage plus 1Ĺ times the dragonís Strength bonus (round down). Affected creatures can attempt Reflex saves to take half damage (DC equal to that of the dragonís breath weapon).

Well since you asked for a PEACH.

It's attack bonus is higher than indicated (should be +22 BAB +8 Str -2 Size for a +28 total), and it needs a listed damage on its acid breath weapon. Also is Hilarious Presence a mind-affecting effect?

Other than that... I'm not the best on CRs but I don't think it's as powerful as a pit fiend. A pit fiend has 50 less hit points but a better DR, 12 more AC (which likely means 5-10 points of PA rather quickly), the hilarious presence and comedy spray are something, as is the Grease effect, with comedy spray being a 50/50 chance of being an AoE turn denial effect IF they fail the save. As for its saves only its Fort save is up to CR 20 standards. It also lacks meaningful immunities to cover this weakness.

Not saying any of the above need to be changed, but I might reconsider the CR down to 18 or 19.

Some things I noticed:

A Banana Dragon can also cast cleric spells from the Madness (Complete Divine) Plant, and Chaos domains as arcane spells.
You should include a list of spells per day (and other spells typically known, if any). My impression is that as a Dragon clone, it probably casts as a Sorcerer (which is what that high Cha is likely for) but it currently isn't mentioned anywhere.

Skills
A Banana Dragon can disguise itself extremely well in its native environment, it gains a +10 racial bonus to hide while in a forest.
Note that a Huge creature (http://www.d20srd.org/srd/combat/movementPositionAndDistance.htm) takes -8 penalty to Hide. Its current Hide score should be 25 ranks + 0 Dex + 10 racial - 8 Size = 27

Hehe, funny.

What I noticed:
Breath weapon doesn't specify how much damage it does. (And shouldn't it be 60 ft cones? not sure)
The CR of this dragon matches an "old red dragon" (26 HD, Gigantic, 35/10/25/20/21/20 stats), while it's stats match up more closely with a (weak) adult/young adult version of the red dragon (CR 13 to 15). But maybe the plant type (don't think it can a sub type to be honest... maybe an "augmented plant" or something like that...) might increase it's CR a bit (Though it has a mind, so won't get the immunity, and doesn't seem to have the immunity to crits...).
The hoard being described as being "just as big as a normal dragonís of the same size" is a bit off. As the size has (almost) nothing to do with it, instead it was type/age category/HD that did it (I think, not enough sleep...)
Needs an effective sorcerer level for it's spell casting (and a CL for the SLAs).
As a 22 HD creature I think it needs one more feat (the level 1 feat).
Personal preference: If you are going to make a dragon, might as well make it a true dragon and give some options for different age categories (A lot more work/balancing, but better, but as I said just a preferences).

Hope this helps.

You call a group of banana dragons a clutch, rather than a hand or a bunch? That's just wrong.

Charisma based and random breath weapon is interesting. X should maybe be 1d4, or possibly it varies based on age category. A number of these effects are straight-up incapacitating, so the duration shouldn't be too long.

Hilarious Presence is a fun twist. Maybe not quite as strong as Frightful Presence, but still potent.

Banana trail is fun. Maybe also include a bonus to escaping grapples, but that would mostly matter for very young dragons.

Spells are pretty draconic; I assume that is what the 'ECL' column in the dragon chart is for?

Maybe explain the hoard directly, rather than 'like a normal dragon.' I think they get triple standard for their CR?

I'm far too lazy to compare it to other monsters and give an idea of CR. Sorry about that.

Size of cone and damage depends on size of dragon. It's all in the charts. I recommend you use standard wording for the banana dragon's breath weapon.

Breath Weapon (Su): As a standard action once every 1d4 rounds, a banana dragon can breathe either a cone of corrosive (acid) gas as a green dragon or a comedy spray cone. Anyone caught in the cone must make a Will save (DC 10 + Ĺ dragonís HD + dragonís Charisma modifier) or be affected in one of the following ways. Roll a d6 to decide. The duration of the effects is specified in the table below.

Disgusted: Target is sickened (or if already sickened, target is nauseated instead), after which the target is Fatigued if it was sickened, or Exhausted if it was nauseated, for however long it was affected.

Scared: Target is shaken, frightened or panicked, depending on its level of fear before being affected (panicked if frightened, frightened if shaken, shaken if none), after which the target's status drops to the next level and the count resets.

Amused: Target is affected by hideous laughter.

Depressed: Target takes a -4 penalty on attack rolls, saving throws, ability checks, skill checks, and weapon damage rolls.

Infuriated: Target gains a +4 circumstance bonus to its Strength and Constitution scores but takes a -4 penalty to its Dexterity score and its Armor Class. Target moves at full speed and attacks the closest entity, until it is no longer moving or the effect ends.

Surprised: Target is Dazed for 1 round, then Blinded and then Dazzled.

You should also fix your chart so that Base Attack/Grapple are in one column, Breath Weapon and DC should also be in one column (it should have a separate column for each type of breath weapon however. See 3.5 true dragon charts.

Banana Trail should be spell-like not extraordinary as it is based on the grease spell. I think you should spell out the mechanics fully.

Banana Trail (Sp): When a Banana Dragon moves, it leaves a trail of banana peels on the ground.

A few more nits to pick.

Plant is not an appropriate subtype unless you mean Augmented Plant.

Advancement just follows the HD progression. Wyrmling 5-6 HD; very young 8-9 HD; young 11-12 HD; juvenile 14-15 HD; young adult 17-18 HD; adult 20-21 HD; mature adult 23-24 HD; old 26-27 HD; very old 29-30 HD; ancient 32-33 HD; wyrm 35-36 HD; great wyrm 38+ HD

Favored class should be sorcerer.

Space/Reach has what looks to be an indication of a footnote but text is missing. Also, does a Medium dragon have additional reach with its bite?

Your chart has far too many columns. Speed only needs one column as does Armor Class.

Otherwise, it's pretty solid and looks to be fun to unleash on players.
