I'm working out a powerful Devil that is running a country.
First shot is Erinyes with Change Shape (Humanoid) added, then a level in Wizard, 5 in Abjurant Champion, and a dip in DragonSlayer (BAB/Caster level/Immune to Fear). Gives a pretty effective devil with good skills, great stats, and the ability to cast up to 4th level spells. Down side, it doesn't feel like a ruler. I'm trying for something that has more of a... regal.. feeling with more spell casting. I just can't figure out a better starting point unless I work from the ground up.
As such, I turn to the playground. How would you build a CR 16 unique Devil that is fit to rule over a land with a population of over a million?
