One idea I had for rebalancing classes was simply to give martials more HD, as this would prevent problems like casters with high con having more HP than rangers, and would encourage casters to cast spells like polymorph on more martial types. The other way seems more workable though, with savage progressions already being a thing.

Characters start with 1HD, getting no bab, but getting hp (though see below), saves, and skills by class. They do not get a HD from leveling, but they get an additional HD of their class which provides +1 bab and saves by character class whenever they would usually gain bab. These are usually d8, but fighter, barbarian and paladin have larger. Class features are gained as normal, including full caster level progression. For example: A wizard would get

The implications are mostly in nerfing the saves of low bab characters, and making everyone less squishy at low levels. It is also a penalty to multiclassing without regard to bab. The big losers are probably rogues, who lose levels that are needed for skills. Maybe throwing on boosted skill caps as a class feature would be a start. Sorcerors also lose half their feats, which would probably need to be worked on too.
