Based on this (http://www.giantitp.com/forums/showthread.php?t=38003) which was taken from someone known only as "predaphile"

I modified it to something I considered a bit more balanced.

Type: Same as base creature, with dragonborn subtype.

Skills: A half-dragon gains skill points as a dragon and has skill points equal to (6 + Int modifier) × (HD + 3). Do not include Hit Dice from class levels in this calculation—the half-dragon gains dragon skill points only for its racial Hit Dice, and gains the normal amount of skill points for its class levels. Treat skills from the base creature’s list as class skills, and other skills as cross-class.

Weapon and Armor Proficiency: Half dragons are proficient with all simple weapons, one martial weapon of their choice, light armor, and any natural weapons they might obtain.

Special Qualities: Half Dragons retain the special qualities of the base creature.

Age: A half dragon lives twice as long as a normal member of their base race, and stat penalties for aging are reduced by 1.

Ability Scores: A Half Dragons ability scores increase as listed on the table.

Natural Armor: A Half Dragons natural armor increases as listed on the table. This is in addition to any natural armor score the base creature might have.

Darkvision (Ex): Half dragons gain 30ft darkvision and low light vision.

Elemental Resistance (Ex): Half Dragons take half damage from elemental damage of the same type as their breath weapon.

Save Bonuses: Half Dragons gain a +4 bonus to saves against sleep, paralysis, and to resist a dragons fear aura.

Dragon Apothesis: The Half Dragons type changes to dragon, and they gain immunity to sleep, paralysis, and any creatures fear aura.

Breath Weapon (Su): A half dragons breath weapon deals damage of the same type as the dragon they are based off of. The breath weapon is either a 10ft+2ft/lvl** cone or a 20ft+4ft/lvl** line (must be chosen at character creation). The breath weapon may be used once per day per half dragon level**, and only once every 1d4 rounds. If the Half Dragons breath weapon deals a damage type different than acid, lightning, fire, or cold, or if it deals multiple types of damage, decrease the damage dice by one step. (d6->d4)

*If the dragon type is one that does not have a breath weapon which deals damage, the DM must either house-rule the breath weapon mechanics or choose a damage type for it to use instead.
**When I say per half dragon level I mean the levels as shown on the chart, including the 2 LA.

Dragon Feats

Dragon Wings
Description: The half dragon gains a set of draconic wings which it can use to glide at the base creatures land speed but not fly. When gliding you have average maneuverability but cannot ascend, and must descend at least 5ft for every 30ft of forward movement. The wings also grant a +20 bonus on jump checks. Even if unconcious, the wings will become rigid and throw you into a spiraling descent, reducing fall damage to 1d6 from any height.

Improved Dragon Wings
Requirements: Dragon Wings, 6HD
Description: The Half Dragons wings become larger and powerful enough to allow him to fly at twice the base creatures land speed with average maneuverability. Once the Half Dragon reaches 12HD he can fly with a medium load.

Dragon Tail
Description: The Half Dragon grows a tail which grants gains a +4 bonus on balance checks and ability checks made to resist being bull rushed or tripped when standing on the ground. The tail can also be used as a natural weapon, dealing 1d8+1.5xStr bludgeoning damage as a standard action or part of a charge. You can use the tail to make a trip attempt without the risk of being tripped back.

Dragon Claws
Description: The Half Dragon gains two claw attacks, which deal 1d4 slashing and piercing damage for a medium creature. If the Half Dragon prefers to use unarmed attacks, their unarmed attack deals damage as if they were one size larger and deals slashing and piercing damage. They can no longer deal nonlethal damage with unarmed attacks unless they clench their claws into fists and forgo the increased damage.

Dragon Lungs
Requirements: 3HD
Description: The Half Dragons lungs increase in capacity, and the glands which produce their breath weapon mature faster. The Half Dragon may hold his breath for twice as long before having to make a save, and their breath weapon damage dice increases by one step. (d6->d8) They may also use the breath weapon unlimited times per day, however still only once every 1d4 rounds.

Dragon Maw
Requirements: 3HD
Description: The Half Dragons head and mouth change shape to more closely resemble those of a full dragon. The half dragon gains a bite attack which deals 1d6 bludgeoning, slashing, and piercing damage for a medium creature.

Dragon Might
Requirements: 8HD, Improved Natural Attack
Description: The Half Dragon's build becomes much more muscular, so much so that the muscles make it more difficult to make dextrous movements. The Half Dragon gains powerful build, +2str, and -2dex. The benefits of powerful build granted by this feat do not increase natural weapon damage. If the base race already has powerful build, they become a fully fledged large creature.

*If the creature already has a claw, tail, or bite attack, the benefits of these feats replace them.

Note: Unlike most savage progressions, a half dragon may begin play as if he were a normal member of the base race (they still must choose this template at character creation) and take one class level before the dragon side of him emerges. This emphasizes the gradualness of the changes the character is going through, he isn't a baby monster that is maturing to the level of a normal member of the race like most savage progressions, he is a human (or other base race) who might have tried to hide or had their true heritage hidden from them before the physical changes started occurring. This opens up RP possibilities and allows a certain level of character customization without room for cheap tactics like delaying the LA levels because you have to keep going in the progression after your first class level.
