Blood Elf

+2 Charisma -2 Strength, Blood elves have a commanding presence but are physically weak.
A blood elf’s base land speed is 30 feet
Dark Vision 60 feet
Low Light Vision: A blood elf can see twice as far as a human in starlight, moonlight, torchlight, and similar conditions. They retain the ability to distinguish color and detail under their conditions.
Racial Skills: Blood elves have a +2 racial bonus to spellcraft and concentration checks
Automatic Languages: Common, Elven
Bonus Languages: Draconic, Gnoll, Infernal
Favored Class: Sorcerer

Physical Description
A Blood Elf typically stands at six feet tall with blonde white or black hair with red streaks and tends to be straight. Eyes tend to be a deep vermillion but silvers, grays and blacks are not uncommon. Blood elves are thin with long fingers and high cheek bone. Skin tones range from pale rose white to a deep bronze tan with deep red tints around the eyes, jaw line, and temples.

Dress, Culture, Cuisine, and Architecture
The Blood elf culture was engineered by Sanguine and woven into the forerunners memories, and as such is a mixture of Sanguine personal tastes and elven tradition.

Blood Elven dress has several distinctions between formal wear, war gear and leisure wear. Clothing colors vary but reds, blacks, silvers and greens are the most common with blues and yellows almost unseen. Male formal wear tends to be baggy silken pants with a cotton long sleeved shirt, long jacket that sweeps the floor and wooden raised sandals. Females formal wear tend towards voluminous robes with soft silk slippers and ornate scarves. War gear for both sexes depends on class with nobles wearing shining lacquered plate mail or finely woven silken robes cut short for better movement while lower class’s wearing chain mail and slaves wearing tatters and cloth stripes wrapped around their arms and legs. Leisure wear for men is nearly identical to formal wear, only on a less grand scale. Female leisure wear is similar to male clothing of this grade with tight pants and baggy long sleeved shirts. Both male and female blood elves wear their hair long, and it is a social stigma to cut significant lengths after the age of 20. Women keep the hair out of their face, usually pulled up into a pony tail or in intricate and ornate knots held together with long, thin pieces of wood while men braid them into a single braid while allowing their bangs to cover their eyes. Male bangs are cut short, just above the nose, with the upper class’s dying intricate designs into the hair. Females of all class’s allow their finger nails to grow long but they are rarely painted by any class.

As Sanguine created the Blood elves he took a look at several of subraces of the elven racial community. The arcane prowess of the Sun Elves, the cold domineering nature of the Drow, and the ruthlessness of the Wild Elves. All of Blood Elf society revolves around three core principles, social class, slaves and personal honor. Even the lowest citizen of a blood elven community owns at least one slave, usually a gnoll or human. Social status is heavily determined by how many slaves one owns, ones job within society and how much arcane ones house hold possesses. Blood Elven families are set into a dynastic system with the oldest male controlling house affairs while the oldest house female runs child rearing, cooking and cleaning, and the house hold slaves. Young Blood Elves are schooled at home by the second oldest female in regional history, arcane texts and tactics. Women and men most roles in Blood Elven society, and it is not uncommon to see women in high ranking military positions. A Blood Elven city is controlled by the most powerful and influential house in the community, and although rare, blood elves might live to see a ruling house fall from power and grace in their life time.

Class structure relies heavily on ones role in the community. The lower class is made up of craftsman, chiefs, labor engineers, and common infantry. The middle class is made up of slave sellers, merchants, silk farmers, scribes, and retired veterans. The high class is made up of practiced mages, retired generals, house guards, library owners, and religious leaders. The “royal” class is made up of house owners and their direct children who are accepted into this prestigious and close knit social click. When a house becomes to large, or when conflicting relatives clash more often times then naught a new house is born which is quickly filled with the ambitious or malcontent. The house is then put before a panel to see if the house leaders are put admitted into the royal class. The lowest class is the slave class which does the manual labor that the “noble” blood elves would never stoop to doing. Slaves clean the households and streets of blood elf cities, build new buildings, farm land’s owned by their masters and crafting simple objects likw pots, bricks and paved roads. Several unique class’s stand out beyond the traditional city set up, those of the arcane and priestly class’s. The arcane class is made up of practitioners of arcane magic and is a secretive class full of special initiations and laws that seem odd even to the rule loving blood elves. The priestly class is made up of the various men and women of the faith and rank somewhat between the low and middle class. Priests are not allowed a house association and live in the cities religious site.
Honor is important to Blood Elven communities and at times is one of the few things that keep such communities running when more then one house vies for full control over a city. A Blood Elven male will never knowingly strike a female of another house unless she has spilled her blood and the slaying of another house’s slaves almost always results in castration and exile from the community. Non lethal duels are not uncommon between members of opposing houses but lethal duels are almost never fought between blood elves. Slaves do not have honor and are almost universally ignored so long as they do their job and do not get in the way of the Blood Elves lavish and rule ridden society. Females tend to have far less strain on their honor, getting away with far more then their male counterpart. Females are never allowed to challenge males to honor duels, unless on the field of battle and it is socially taboo for a female to correct a male in his household.

Though the sexes are fairly balanced in Blood Elven society several distinct rifts do exist. Females are never allowed a position of power outside of military settings, and any female attempting to gain control over a male results in an immediate striping of social status and public humiliation. High ranking males, such as the head of the household, are not allowed to prepare food or drink of any sort, and no male is allowed to handle raw food of any form. When eating, males (excluding the leader of the household) are never allowed to start eating before the youngest female at the table has had at least three bites of her meal, failure to follow this rule results in the male going the rest of the day without food or drink. When it rains, the youngest woman of marrying age must carry an umbrella for any male she may be accompanying. While eating older females are not allowed to speak to males of marrying age or younger.

Blood Elven architecture favors large towers and pagodas with sloped lacquered roofs and spacious, outer gardens full of walking paths lined with vermilion torii and lanterns that burn with arcane fire. Like many of their “cousins” Blood Elves incorporate the land around them to augment their buildings.

3.5 only uses even penalties and bonuses for abilties; change that -3 to a -2 or a -4. Or, since this seems to be a pretty weak race, cut the penalty altogether. It'd still be fairly weak.

Actually, I got a look at this one thread on the WoTC forums that listed every published race and subrace, and the dwarves actually have more than the elves. Two more.

Definitely; but is their craziness a result of their shortness, or is their shortness a result of their craziness?

On the main subject, the problem I see is that they seem a little subpar compared to other elves, but not unplayably so, and that they look like they are going to be pigeonholed into only being Cha based casters. If your goal is to have a race of superior elven sorcerers, then you've done an excellent job; but if you want them to go a little outside that niche, perhaps give them a few little bonuses, maybe a single free weapon proficiency, or a couple more skill bonuses to things not caster orientated.

If still going for that feel of a elven sorcerer society, you could make Use Magic Device always a class skill for them, it could reflect that all Blood Elves are familiar/capable of using magic, even if they aren't casters.

that dosnt sound half bad, yes they are the sorcerer creation of Sanguine and he has a group of converted gnolls, comming shortly, that make up his armies. I hope to stat Sanguine himself soon when i get my Demigods and Deities book back from a friend

and bing apart of the short world it is due to their height

Actually, I got a look at this one thread on the WoTC forums that listed every published race and subrace, and the dwarves actually have more than the elves. Two more.

Published, yes. But Homebrewed? There are not more homebrewed dwarf races than elf. No way. Anyone can tell you that much.

and why do you think that is? I had this race built before WoW ever came out, heck i was killing orcs and saving the human lands from evil 20 years before the first game came out. Just havent worked on it or converted it from 2nd ed for a long time. This is one of the first home brewed races, and with a good amount of flavor and the sorcerer class (which fits them much better then the wu-jen they were). At least the elven race is promoted by printed material, unlike the half elf (which i play almost exclusivly) or the gnome (Who should be taken from the core books and expunged from history)
