I'm certain the concept of average saves are not new. In fact, I think I've done something like this before, though previously only in theoretical discussion, or my own Homebrew. Good Saves use a gain of .5, with each number rounded up. thus beginning at 2 +.5 you get 3, then +.5 = 3 +.5 = 4. This pattern continues.

Poor Saves are 1/3rd beginning at 0. Therefor, Average should be .4 Thus the following table. Average beginning at 1.4.

The PifRo class table generator does the same thing for average saves, but delayed a level. (http://pifro.com/dnd/NEW/?F=NOcustom&B=GGAB20&H=68)

Yeah I've always done delayed a level when I've considered it (rounding down even above .5 just like poor saves do). It's not really that important, though.
