I'm looking for a system of pen-and-paper rules that supports a Sid Meier's Civilization sort of play. I'd like to be able to give a player a fiefdom and let him develop it, using a very basic economic framework. Is there a system out there that emulates this? As an econ geek, my ideas for making a system tend to be more accurate than fun, and I'd like to look at a system designed for play more than simulation.

the Birthright campaign setting from 2nd ed might work. I've never played it but if I recall correctly that was the point of that campaign.

I'm pretty sure it was, there's an official WotC supported version on http://www.birthright.net/ This however requires you to get an account on that site.

Yeah, Birthright was the natural extension of (A)D&D 1.x, which expected you to explore 'Hexes' and establish Strongholds at high level. It was very much a mesh of Strategy, War Gaming and Roleplaying. What you may be looking for, though, is this book: A Magical Medieval Society: Western Europe (http://www.xrpshop.citymax.com/catalog/item/3906392/3605517.htm). It is basically a sourcebook for D20 fief Building. Alternatively, you could look into getting hold of a copy of Fief (http://www222.pair.com/sjohn/fief.htm), but that is more of a general purpose Medieval sourcebook. For an entire system of rules, though, Birthright (http://www.birthright.net/index.php?page=home) remains the best fit I can think of.

Glad to be of service. I hope that they turn out to meet your needs. A Magical Medieval Society: Western Europe I found to be particularly good for D20 Feudal World Building. I have even made use of it for my (A)D&D Campaign, so it has pride of place next to a well thumbed copy of FR8 Cities of Mystery (http://home.flash.net/~brenfrow/fr/fr8.htm) (which was a good resource for world building back in the day).
