+2 racial bonus on listen and move silently
Knowledgeable: choose 2 knowledge skills, they are now class skills
Tabfeet get -2 to all profession checks because of their hatred of tedium.
other races get -2 to diplomacy checks involving Tabfeet because of there ever changeing etiqette
favoured class: scout, Tabfeet are not wise enough to be rangers but still survive well in the wild

Slight Build: The physical stature of Tabfeet lets them function in many ways as if they were one size category smaller. Whenever a Tabfoot is subject to a size modifier or special size modifier for an opposed check (such as Hide), the Tabfoot is treated as one size smaller if doing so is advantageous to the character. A Tabfoot is also considered to be one size smaller when "squeezing" through a restrictive space. A Tabfeet can use weapons designed for a creature one size smaller without penalty. However, the space and reach of a Tabfoot remain those of a creature of their actual size. The benefits of this racial trait stack with the effects of powers, abilities, and spells that change the subject's size category.

Tabfeet are an ancient cousin of Catfolk. They look similar, ranging from 5-6 feet in height, with no difference in height between males and females, all are very skinny looking, with muscle that looks deceptively small. Tabfeet are generally pale furred and almost always blue eyed, their hair is either platted and ornamented with beads or unadorned and long.
Tabfeet are fanatical believers in the concept of the whole before the singular, and equality before freedom, they regularly form and disband governments in an attempt to create a system witch embodies their beliefs and needs, adventurers who visit a Tabfoot tribe a few months earlier will normally find the diplomatic process and laws shockingly different from their current ones.
The main reason for this is that Tabfeet enjoy the idea of the law being able to regulate everything and everyone obeying it willingly, this often leads to bureaucracy and set routines
Which conflicts with the Tabfoot hatred of tedium, Tabfeet hate being stuck in a rut, and although a tribe will enjoy its new laws and feel secure within them, they will soon grow annoyed with their sometimes insensible laws and a government usually has a lifespan of 3 months.
None of the disbanding of governments is ever unwelcome as after a certain point those in a position of power will often become bored and willingly switch
This however only applies to current law
There are always unspoken rules of etiquette and morality
Such as treating others for their worth
And always making large decisions only when the vast majority of the tribe agree
Attitudes to other races:
Dwarves - Tabfeet enjoy the company of dwarves because of their honourable, lawful ways. However Tabfeet soon find the endless routines maddening and leave after a few weeks. However Tabfeet work very well in parties with dwarves and soon make lifelong friendships
Elves - Tabfeet have an uncontrollable passive aggressive hatred of elves. Tabfeet always start off with the attitude of unfriendly towards elves. They find elves far too lawless, and too indecisive. Tabfeet prefer to make mistakes and live with them than not make anything at all.
Halflings - Tabfeet get along awkwardly at best with halflings, finding things they like and dislike about them at the same time. Tabfeet like all creatures, are susceptible to Halfling charm, and enjoy the idea of travelling around from place to place, but are soon disappointed after finding out that Halfling routines don't change much from place to place. Tabfeet enjoy the tales of halflings, but soon get tired of the seemingly endless stories told one after the other. They get the impression that halflings are too interested in personal gain and dislike the lack of clear law. When Tabfeet finally do become bored of Halflings they soon notice that Halflings are keeping allot of secrets from other races, they leave very quickly after learning this.
Gnomes - Tabfeet like gnomes allot more than other races and for allot longer. They enjoy the pranks because they break up the tedium of day to day life and find the gnomish curiosity refreshing, often learning a love of gadgetry after spending time among gnomes
Orcs - Tabfeet hear regularly about Orcs, their lands have sometimes been invaded by them in the past. Tabfeet believe that steering clear of Orcs is the best solution, when Orcs try raiding their lands they simply change where there lands are, they miss the lands but believe in the worth of people over resources, upping stakes immediately
Humans - Tabfeet find humans refreshing, the differences between each one is something brilliant to Tabfeet, however they do sometimes tend to be too lawless or self serving, Tabfeet attitudes to humans vary from person to person

I have to err on the side of caution and say this guy is +1 LA. Slight build gives him +1 AC/Attacks, +4 Hide, and none of the downsides. They move fast, as fast as a large creature, and get +2 Int (universally useful for skills), and -2 Wis (useful for divine casters, but that's about it). So, +1 LA, though it's a weak +1 LA.

No, they don't get the AC bonus or Attack bonus, it says it only works for opposed checks. Neither one of those is an opposed roll. It really only works for things like hide.

slight build shouldn't give +1 to AC or Attack, but if it makes the race +1LA then i'll remove it anyway

Emphasis added.

Meaning, the size modifier to attacks and AC is included.
