Monarch: The Endless

A Roleplaying game about being the inhuman ruler of an alien hive, whether or not you want to.

The professor fiddled with his presentation, bringing up a scene showing the Sun with all of its orbiting worlds, Earth included. “This is the Solar System,” he said as if he was instructing grade schoolers. “Have you ever wondered how much it factors in the grand scheme of things?”

He pressed a button and the presentation zoomed out at a frightening pace, soon the whole Solar System became nothing but a dot in in a vast disk of other such dots. “This is the Milky Way. Our world, and its sun are nothing more than just another star within it. But it gets better.”

With another press of the button, the image zoomed out further, till the entire Milky Way was itself nothing but a dot in a sea of other such dots, much like the Sun before it. “The Universe is big,” he said. “So big in fact, we cannot truly grasp it all. And that’s not even getting into the fact that when it comes down to it, if the Earth was a golf ball, the Sun was a basketball, they would be thirty three feet apart.” The slideshow ended and the professor turned to his students, all gathered in lecture hall taking notes. “You cannot truly grasp the sheer scope of the universe.”

One student raised his hand.

The professor gave him a stern look, displeased. “It’s not time for questions.”

The student still kept his hand raised.

Groaning the professor spoke. “Fine, what is it?”

“Well, I was just thinking; if the Universe was so big… what would be out there? Would it be anything like us?”

The professor mused on that for a while, thinking. “It is not our field of study today; but I will entertain this notion. Suffice it to say, should there be any life outside our Solar System, it almost certainly is going to be very different from what we might expect. One of the current theories about the Universe is that certain physical laws such as say the Gravity Coefficient or even Euclidean Geometry may act very differently within different regions. Any life that emerges from these locales is very certainly going to have different properties. Does this satisfy you?”

The student nodded.

“Good, but for that, I think I’d like you to stay after class. Speaking of, the rest of you are dismissed.”

The student’s expression shifted into that of regret. Meanwhile, his peers all gave him looks indicating he got what he deserved. They all knew he got in trouble for derailing. None had any intention of staying with him.

The student gulped and approached the professor, moving to podium. “Uh, sorry,” he apologized.

The professor shook his head. “Oh, don’t worry. You’re not in trouble.”

“I’m not?” the student said, confused. Then why was he being held back?

The professor smiled and approached. “I’m just thinking you might be interested in some other classes to go along with mine. You show great promise, you interested?”

“... sure,” even though the student was unsure.

“Good.” The professor moved forward to shake the young man’s hand, the younger man followed as well.

But as he was about to reach out and grab hold of his teacher’s hand, he felt a sharp pain at the back of his spine that vanished almost immediately. In fact, every other feeling vanished immediately. He fell to the ground, still and motionless as a corpse.

The professor extended a hand not to receive a handshake, but rather to grab hold of some sort of creature around the the size of a bird. Its body was not covered in feathers but in spiny shells, like some sort of overgrown beetle. The professor allowed the creature to crawl onto his wrist, as if he was some sort of twisted falconeer. “What do you think?” he petted the creature. “Think he has what it takes?”

The Universe is vast and, in truth, few people ever really think about what this implies. If space truly that big, surely there are other forms of life out there? And if there are, why haven’t we contacted them yet? The Fermi Paradox has eluded physicists and astronomers for ages. “Are we truly alone in the Universe?”

The answer is quite unfortunately, no.

Outside, in a place far beyond what the greatest human inventions could ever hope to see, lies the Void, a place that the rules of nature, as we understand them, fail to describe. Stars are burning balls of helium that orbit like a moon around cubic planets. Iron corrodes frozen oxygen crystals and water is a highly volatile compound that explodes on contact with light. Gravity and light bend in strange and seemingly illogical ways. It is in this place, where the rules of physics are unrecognisable to us, that the Endless arose from.

The Endless are a race defined not by a single universal form as the creatures of Earth, but rather a multitude of forms designed for specific purposes, all to serve a unified goal. Some are the size of elephants, others whales, and even greater still, though many remain nothing more than simple microbial lifeforms. Despite all these different shapes and size, the Endless are a single species, united by a single overarching and nigh omnipresent will, of which humans could scarcely fathom. All are connected, parts of a greater whole.

Still, different Endless are created for separate tasks. Many of these forms exist to serve as laborers, while others are the furnaces of industry, and still others become the living space. Above them lies an obvious ruling caste: Monarchs are built to rule and command the power of an entire Brood, acting as parent, guardian, and ruler all at once. Their purpose is to ensure the continued survival of the race of a whole. They rule through advanced genetic and psionic power, shaping their entire race with whims and darkness.

And it is this inscrutable, alien will that has deemed seemingly random humans worthy of being entrusted leadership. Many humans each year since the end of the Second World War are secretly abducted and converted into Monarchs, acting as leaders to earthbound colonies for unknown reasons. Moreover, these Monarchs bring within them the chaotic influence of human nature, chaos and free will outside of a coherent and unified essence. What purpose could they possibly serve?

Themes
Ruler of Nations
Unlike most other splats, a Monarch is a ruler. More specifically, a ruler of her own nation as its despot. Her domain is small all things considered, but she could almost take over a city by force if it weren't for the massive repercussions of doing so.
It still gives her massive power outside of her own person, though, and an army of her own allows her to wipe out most opposition she may face.

However, no matter how powerful a Monarch is are or how great her Colony, she cannot take over the entire planet, even with an alliance. She must answer to those above her, and in launching such an offensive, her rivals will doubtlessly swoop in to destroy her.
Power equals responsibility.

Endless Recurrence
A meta-theme about ultimately, events and progression being a cyclical, repeating endeavour. Endless history (if it can be called that) is a never ending cycle of rises and falls, with each cycle started by the founding of a ruler, ended by the death of this ruler. So too then is the life-cycle of a Colony, rising and falling as along with their rulers.

Other examples of this theme are in premonitions or in divination powers, that don't so much help you see the future, so much as they help you remember...

Also, perhaps, resurrection.

Fealty and Oaths
Tying both the above themes together is the importance of oaths and formal agreement. Not simply the whimsy proclamations of the fate, but of signed and written contracts… well recorded.

In fact, a Monarch gets her station due to an agreement to serve, and is granted a title and holdings to manage due to this. You are expected to Honor promises and treaties, and to ensure your stewardship was not misplaced.

Template Mechanics

Authority

At the core of every Monarch is the directive to govern and control her own Hive as well as the power to grow her holdings and the desire to evolve herself to better accommodate increased status. Authority is not merely a political designation, but also a measure of how far the Monarch has grown as a ruler, in ways that are both physical and psychic.
As a Monarch’s Authority rises her innate telepathic control over her swarm also increases. She gains increased range when contacting her Hive and relaying orders to nearby Drone swarms.
It also determines how much “Psi” energy she is able to hold and expend at any given turn.
Authority also provides increased resistance to some supernatural powers that rely on a power stat to function. As rulers, Monarchs submit to no one save those rightfully above them due to high station. A Monarch is entitled a Clash of Wills roll against any attempt to command, control, or otherwise subvert her mind, as long as the one forcing it is not a Monarch with a higher Title than herself, rolling Authority + 5 as her Clash of Wills Dicepool.
Authority also determines how many Servants a Monarch may have under her control at any one time. Vassals are specially designed or birthed servitor Endless created and modified by their Monarch. Servants are, in short, high value retainers.

The hybrid biology of a Monarch is an interesting thing in that it hard to distinguish what came first: the increased personal power that determines a high rank… or is it the higher station determining increased power?

Autonomy (may need revision)

As beings altered by alien influence, Monarchs do not possess Integrity. Instead, what they possess is Autonomy, how much independence and free will he allows his own swarm.

At high levels of autonomy, the swarm often acts on its own, perhaps to the detriment of the Monarch.
At low levels of autonomy, the swarm rarely disobeys, but performance is reduced as every action and whim must be micromanaged by the Monarch herself.

Autonomy has breaking points up and down, the direction of which is determined by the action.

Disrespecting authority, either earthly or Endless, causes autonomy to rise for instance.

Virtue and Vice

Touchstones

Other base abilities

Telepathy
All Monarchs possess a degree of telepathic power. It is through this telepathy that they control and coordinate their swarms. There is no roll and the creatures under the Monarch’s control obey to the best of their ability while other Endless, Monarchs included, receive whatever message was sent. However, this telepathy, by default, only works on other Endless.

The range of telepathic communications is at 1 Mile per Authority

Regeneration
As masters of the flesh, all Endless possess a degree of regenerative ability; this also applies to Monarchs. Monarchs passively recover 1 Bashing every 1 minute and 1 Lethal every hour.

Vacuum Resistance
As an extraterrestrial race, Endless, including Monarchs, are given the power to survive even in the cold darkness. They do not need to breath oxygen, do not suffer radiation sickness do not suffer from low or zero pressure in their environment, and do not suffer from cold temperatures, up to around 100 C.

This also means it’s impossible to strangle or suffocate any Endless.

Suspend Animation
Endless are perfectly capable of storing themselves away either to pass the time or to preserve resources, such as when trapped in orbit and unable to escape.

They may go into a coma indefinitely only to awaken when it is appropriate to do so via wrapping themselves within a Chrysalis. They do not need food or sleep when in Suspended Animation.

Colony Overlord
Monarchs rule hives deep under the earth and far away from human eyes or global traffic routes. It is from these hidden places far away from humanity’s reach that the Endless thrive.

Creatures from the hives may venture up to the surface for a limited time, often to gather resources or do the will of their ruling Monarchs.

In game terms, Monarchs can take basic worker units called Drones, either individually or as a group, and instruct them to do her bidding. Alternatively, more advanced Endless, called Vassals may be called upon as well.

(Mechanics under Construction)

Caste
Though the Monarchs are all rulers, even between rulers, there is a difference in purpose and role. Not every Monarchs is called to lead armies, but some are intended to be great warriors. Others instead are made to explore the limits of their own evolution whereas others are intended to maintain their Hives and little else.

Caste is the biological division in primary function between Monarchs, indicating the role they were assigned at “birth”. Caste determines a Monarch’s base statistics in her “true” form as well as what special and unique powers she might have.

There are five Castes a Monarch could take, representing their role within their Court
Marshal Warriors, Generals, Guardians
Scribe Learners, Theologians, Scientists,
Steward Architects, Industrialists, Economists
Diplomat Companions, Advisors, Ambassadors
Shade Scouts, Plotters, Assassins

Court
A Monarch is unlike typical supernaturals in that they lack a “Social Splat” equivalent. Instead, they possess membership in a Court, a ruling body of other Monarchs in order of relative power leading up all the way to the King or Queen.

The King or Queen is an absolute ruler of all Monarchs in this group, though there may be other Monarchs that hold sway or limit her powers in a sort of Council. The deliberations and laws passed by this group affect an nation, small by the standards of global politics, but large enough that one might realistically hide under all of France.

Below the Council and the King or Queen are the Vassals that serve under them, who contribute taxes of material or provide warriors for their levees. And below those Vassals are serve under them who do the same thing, and there’s the Vassals under that group.

Many new Monarchs are not given a choice when selecting a Court. They are either with the local one or they aren’t. And if they aren’t, well, there was a reason small nations sometimes were short lived.

While many Monarchs have to put up with taxes or get dragged onto wars against their own Court members or even other Courts, Monarchs in a Court do have the advantage that their telepathy range covers the entire region that their Court controls and some miles outside of it, largely due to neural networking infrastructure.

Principalities
Every Monarch must be versed in the arts of rulership. Within her very genetic code are the instinctive and preprogrammed mannerisms and gene sequences necessary to rule and command over her Colony like a Queen. But Monarchs are imperfect, knowing and using only a fraction of what lies within them. With time and practice, she may awaken these dormant and hidden genomes and genesplices to tap into her true potential, growing stronger with her increased mastery.

Blades of engaging foes up close, rending and crushing them with your own physical might. Favored most of all by Marshals
Bows of striking enemies from afar, leveraging deadly range for lethal strikes.
Shields of warding, growing thick carapaces and enduring sieges through fortification and fortitude.

Staves of wizardry, warping space and physics to suit your ends if only for a short time.
Spheres of divination, seeing information through visions and prophesy.
Crucibles of alchemy, of changing substance to suit your ends through chemistry. Favored most of all by Scribes

Hammers of creation, shaping the world by tools, hand, and claw. Stewards prize this above all.
Challices of elixirs, potions and poisons to mend and maim.
Records of time, of seeing… and living in more than just the now.

Scepters of dominion, converting and subverting lesser beings by your will through corruption and hammering against the will of others
Crowns of command, of allowing others to see your authority and swaying the masses with honeyed words. Diplomat’s signature Principality.
Quills of messages, conversing with others through unspoken and unwritten word.

Veils of deception, of tricks, illusions, and lies. The Shade’s prefered tool.
Censers of clouds, vapors that fill the lungs with pleasure or pain
Cloaks of wings, to fly and to move against gravity and physics.

Shapeshifting
One unique trait among the Endless that separates the Monarch from her Endless Hordes is the power to change shape, adopting a human form to blend in with the human world.

In order to use the fullness of their powers, Monarchs need to transform into the more appropriate “Noble” Form. Alternatively, she may desire to shed aside her inhuman nature in order to evade detection. In either case, she must transform.

This action requires no roll, but the speed of the transformation determines what price must be paid.

By spending a whole minute slowly disfiguring the body, the transformation has no cost.
In order to hasten the process to take only a single round, the monarch must take 1 Lethal damage, painfully twisting her own body to hasten the process.
And in order to reduce the time it takes to transform as a reflexive action, the Monarch must take 1 aggravated, actively disregarding internal safeties and massively twisting her body in painful, damaging ways.

Regardless of the intent, witnessing a Monarch transform is a visceral and bloody affair.

Ordinary humans suffer a breaking point against Integrity just witnessing the transformation or looking at the Monarch in her Noble Form. Repeated exposure may make normal humans more resistance.

Side Note: Because of the unusual, metanormal and multidimensional nature of the Monarchs, yes, clothing is preserved between transformations, but not bags or other equipment unless it can fit inside a pocket.

Human Guise

For all intents and purposes, Monarchs seem entirely human, but this comes at the downside of denying almost all of a Monarch’s power. Only through the use of metanormal powers can Monarchs be separated from the mundane.

While in her human guise, a Monarch is unable to employ many of her powers as her body registers as completely human for many practical purposes. Her own Colony does automatically recognize her no matter what her form is and she is still able to command it via her telepathy.

The purpose of this form is largely to remain covert as the Monarch’s creators do not seem interested in making their presence known to the world at large. Failing to conceal oneself is a breaking point that raises Autonomy.

Noble Form
As perfect fusion of Endless biomass and human essence, a Monarch wields vast power when she reveals her true state and displays the heritage that she was adopted into.

The exact nature and physical appearance of the form is varies and is not permanent for as Monarchs grow and evolve, they “molt” out of previous versions. One Monarch may begin her career in the body of an overgrown grub and shifts into a gigantic rhinoceros beetle once she mutates wings and armor. Regardless, one thing is common, a Noble Monarch is not human.

Before factoring in Evolution, Noble Form possesses the following features:
Full access to all Monarch powers
Caste Boons: Monarchs gain increased statistics and unique powers dependant on their designated Caste.
Biological Combat Equipment: With her claws, teeth, or talons, the Monarchs do lethal damage to opponents in melee.

Castes

Marshal

Authority through arms, peace and order through bloodshed and justice.

The armored shell of a scarab beetle protruding with spikes and oozing corrosive sludge from its mouth. The deathly hands of a mantis warrior, its limbs sharp and poised to end the life of those defy the law. A man who holds a copper badge up whilst threatening to draw his gun…

Of all the Castes, a Marshal is tasked with both the most simple… and the most violent duty of his Court, to uphold the Laws of the Kings and of the Kingmakers and maintain security by force of arms and bloodshed if need be. His own Colony is an armed force first and foremost, a real “professional army” made for this duty.

Yet at the same time, a Marshal’s blood does not boil hot for a need to spill blood. His duty is to promote peace after all, and no slavering warmonger is able to do such. In the eyes of the Kingmakers, an ideal Marshall must compose himself as a mediator and an enforcer, though there are times when violence is the only answer…

Readiness and endurance are the key values that define a Marshall.

Marshall Noble Forms lean towards the larger, more enduring bodies than their Kin, though it is nearly as often for Marshals to devote themselves to more lethal forms, all to end conflict as swift as possible. This also applies to a Marshal’s Colonies, with powerful Marshalls being allowed to granted use of powerful combat Servants no other Caste is permitted to forge.

Scribe

Understanding and power come from evolution and change

The assassin bug that fools termites with its cleverness, the butterflies that memorized strict migratory knowledge down to their DNA, the man holding a syringe...

The Creation of the Monarchs is undoubtedly a great experiment, something that requires a great deal of brainpower, experimentation, and understanding to succeed. Though the Kingmakers themselves possess vast intelligence and understanding of genetics on an unheard of scale, the Monarchs on Earth must be self sufficient, able to learn to adapt on their own. Scribes fullfill this role for their Courts. Colonies under a Scribe’s control are more akin to laboratories or research labs.

Scribes are named such for their knowledge, knowing information through divination and recorded experimentation. Their understanding of Void is more innate to them than in others, their personal powers emphasizing their mental might over the world around them.

Above all else, they pride innovation and creativity..

Steward

Colonies require proper administration first and foremost; only then can they be truly prosperous.

The busy worker ant that slowly delves deeper tunnels whilst her sisters gather more food, the swarm of insects that communicates through discrete to better solve complex problems, the businessman that looks at his employees and begins assigning them their duties…

Stewards are meant to be ideal Colony administrators. Whilst all Monarchs are expected to manage their Colonies to be self sufficient and are able to complete their duties as demanded by those above them, it is only the administrators that dabble in the exotic… industries unique to the Endless.

All Stewards possess an instinctive understanding of finance and urban planning, though that does not mean the results resemble anything orderly. To the Kingmakers, the Stewards serve the vital role of producing extra resources for other, more needy yet important Castes.

Noble Forms for the Stewards are built to be strong yet capable of quick thinking. Industry and creation demand not only a strong back for the builder, but keen senses an a sharp wit. One very important and common feature of Stewards is expanded senses, such as extra eyes.

Noble Form Benefits Industry demands lots of things for its Monarchs.

Shade

Mysteries are webs: A perfect snare and hiding spot, easy to get tangled, but can be unraveled

A spider lying in wait above their invisible webs, a venomous scorpion that hides under stones and sands, a praying mantis that blends against trees hidden in plain sight, the assassin who holds his knife against his victims neck, threatening murder to gain a valuable piece of information….

A Shade is meant to be a sneak, a master of subterfuge, stealth, and conspiracy. His task is simple, to learn of the hidden plots, the threats to the realm brewing underneath the notice of others, dispatching them himself if he needs to. A Shade’s Colony resembles something like a network of spies and thieves, individual Drones spying upon one another as if paranoid about the threat of covert operatives...

Though it should be no surprise that many Shades are loyal to their Courts, many Kings feel threatened about letting an individual who could secretly end their lives and not face repercussions so close to their highest Circles. Still, they serve a vital function, even if their actions escape the bounds of honor or border on breaking Law.

Above all else, Shades value pragmatism

Diplomat

Understanding others leads to prosperity. Mutualism is key.

The ants coopted the aphids as men would for cattle, bees work together with flowers in unspoken manner the plants paying honey in exchange for transferring pollen. The man who speaks to the king of another nation.

Diplomacy is vital for maintaining nations. If members of every province did not communicate with each other and at least had some form of relatability between each other, the Unions would collapse. Just as well, two nations could not exist peacefully without first extending contact and exchange. The Kingmakers knew that social cohesion was needed for the Monarchs and the Colonies to persist, for the fiery free will of their human halves was not so easily controlled. Diplomats were the result

A Diplomat looks outward from himself, focusing on those around him to ensure peace through cooperation. Within or within separate Courts, they were tasked to maintain social order, to ensure that even if conflict happened, it would not result in permanent losses and that afterwards the opposed nations would not degenerate into constant fighting. That isn’t to say that Diplomats only focus on other Monarchs; no, they also must bear in mind the other creatures that lurk under mankind’s shadow, for one never knows where a good ally could arise from.

Unlike true diplomats however, these Monarchs possess their own armies and powerful telepathic abilities.

Courts

Every nation has its ruling bodies, so too does Monarch society operate on a system of rulers that act to govern the much larger nation they share.

A Court is a regional geopolitical division of Monarchs operating within specific predefined boundaries. There is a single Capital Province, usually the largest or most important human population centers, and all other provinces are split up and divided between all existent Monarchs. Usually this ends up to be somewhere around the size of an actual nation, small but no less a real one.

Structure

A Court is divided into Ranks, in a very specific chain of command all leading up to the highest echelons of power. With increased power, a Monarch must maintain not only her own Colonies, but also those of her Vassals.

Vassals pay taxes or levy to a Monarch, often not issued through a direct exchange of material goods or troops, but rather by the Liege requesting the Monarch perform a duty or Quest.

While higher ranks of nobility are allowed to issue Quests to the Vassals of another, it is generally frowned upon except in dire circumstances. After all, the Dukes and Princes are the King’s Vassals, not the Barons or Counts.

When this is completed, the Monarch who accomplished the quest is given a reward, even if minor. Successfully completing enough quests and successfully proving one to be a better ruler either through discovery, prestige, or force of arms can allow one to advance all the way up from Count to Prince. The Kingship is a unique title bestowed upon a Prince when the Court’s succession criteria are established.

A Count or Countess is the lowest title a Monarch may have. She is only responsible for her own holdings.

A Baron or Baroness is the next title, referring to the ruler who Counts consider their Liege. It is a Baron’s job to insure that the Counts are working in order.

The Duke or Duchess is the middle title. Barons serve as the Duke’s direct vassals. She must ensure the Barons under her are in order.

Prince and Princess are higher than Dukes, but unlike the previous titles, Dukes do not report to Princes. The main difference between Princes and Dukes are that they are given special powers and authorities as defined in the Court Laws. The most significant and universal of these are that Princess are allowed to become Kings or Queens.

In any given Court, there is only a single King or Queen. In rare occassions, there is one of each, bound together in matrimony. The King presides over the entire Court, acting as administrator and owning full control of the Capital Court from which he is meant to defend the realm. The only ones that the King answers to are the Kingmakers themselves, who created them in the first place.

Provinces

The division of territories often goes unseen by mortals and even most supernaturals do not even notice it, mostly since most if not all of the boundaries and the infastructure are found in the Beneath.

The Capital Province is considered neutral territory and is never considered in the control of any particular Monarch save that of the reigning King or Queen, and even then that is a temporary office that is not kept in his control. Rather the King or Queen simply holds onto his or her own provinces, the resources of the capital province used for more… national ends, such as defense of all other Monarchs.

Other Provinces are fair game for any Monarch to control, either by winning the land through warfare or by being awarded it due to good services to their Lord.

The exact distribution of territory often reflects the relative power of all Monarchs in the court, with more powerful Monarchs laying claim to more land than lesser rulers.

Laws
The most important duty of the King and the Princes are to set and enforce the laws that govern the land. Not only that, but the Laws set forth by the Overseers and the Kingmakers are a priority to be enforced.

All Courts are issued and must obey the following rules:
-There must always be one King: If there is none, a Prince must rise to become one in accordance with Succession Law.
-The humans are not to be disturbed: Due to reasons not particularly well known by any human derived Monarch, the Kingmakers declared that while colonizing the beneath is fair game, doing so above ground is hazardous. Just as well, they also frown upon alerting humans of their existence, though they are fine with covert action.
-Obey one's superiors: simple and self explanatory.

Aside from that, Courts are able to issue additional Laws as well as redact previous ones. However, more Laws tends to upset those of lower station, especially if they are more restrictive. This can ultimately cause a Civil War within the Court. Laws cannot name specific people.

Example laws include:
-No Monarch may take Noble form outside of the Beneath.
-All Monarchs are barred from surface contact (Tyranical)
-Monarchs must infest 3 humans every month.

Succession Law is a specific set of rules set forth by the King to determine the successor when the King leaves the throne either on death or on choosing to retire. Like Laws issued to the rest of the Court, it cannot be specific and must specify the criteria the Successor must have to be crowned King.

Disobeying Laws is a breaking point that raises Autonomy, since if you cannot obey by the Laws of those above you, then why should your Colony abide by your own?

Blades
The ideal Monarch must be ready and able to fight against foes using physical might and powerful weaponry with her own foreclaws and thrashing limbs. Though, this often means cutting limbs and rending talons, “Blades” refers also to all manner of close combat natural weaponry whether they be blunt club feet, sharpened teeth, or spiny tails.

Cloaks
Gravity is a force which the science of men has little comprehension of. They know its results – barely - and that is a pervasive force but almost nothing about its nature or manipulation. The Endless are so familiar with it, that an expert Monarch might regard it like less nobles would think of as clothes, acting as a convenient and flexible tool, almost like wings.

Monarch Active Powers Granted:

Leap 0
The Monarch manipulates the gravity acting upon him for a moment, using it to boost a jump to inhuman levels.
Cost: 1 Psi or None (if Noble Form)
Action: Reflexive
Duration: 1 Scene
She can leap great distances, multiplying the distance of any jump she makes by1 + Cloaks

On The Walls 00
The Monarch becomes able to manipulate the direction that gravity acts upon him, allowing him to walk upon a surface of any orientation, from perpendicular to the ground all the way to walking completely upside-down.
Cost: 1 Psi or None (if Noble Form)
ActionInstant
Duration: 1 Scene
The Monarch becomes able to walk upon any surface, no matter its orientation to the ground. He could walk up the side of a skyscraper or along the wall of a building. This also means that for the duration of the power he falls in the direction which is now ‘down’ to him. The Monarch may spend another Instant action in order to change his gravitational orientation while the power is active at no cost.

Gravity Crush 000
Massively increasing the gravitational pull upon an object that he is using to make an attack, the Monarch unleashes a titanic blow upon his foe, enough to break bones, shatter walls and inflict massive damage.
Cost: 1 Psi
Action: Reflexive
Duration: 1 attack
This power can be activated reflexively while the Monarch is making a physical melee attack. If the attack is upon an enemy, she may inflict the Leg Wrack, Arm Wrack, Knocked Down, or Stunned Tilts in addition the attack’s normal effects. If used upon an inanimate object, the attack deals damage to Structure, bypassing Durability equal to the Monarch’s Cloaks.

Immovable Object 0000
By manipulating the gravity acting upon him, the Monarch becomes immovable and inviolable.
Cost: 2 Psi
Action: Reflexive
Dice Pool: Authority + Cloaks + Resolve
Duration: Turns equal to (Activation Successes*2)
Effect:
The Monarch becomes completely immovable no matter his location in space. He could be on the ground, in the air or underwater. Regardless of the force applied to him, he will not move, nor will he be harmed by any force acting upon him. He could stand in the way of a speeding truck, activate this power and punch a perfect hole through the thing. However, this protection only applies to kinetic energy, gravity or powers which produce or manipulate either. It will not shield the Monarch from heat, electricity or bolts of magical power, although it will protect against bullets, clubs or swords that are nonmagical in nature.

She also becomes unable to attack at range as anything she could do would be attracted back to her own body before it could escape her gravity field. And because she is unable to move, she is considered having a Defense of 0.

Earth Becomes Sky
At the height of her power, the Monarch can turn gravity off, if only briefly.
Cost: 2 Psi
Action: Instant
Dice Pool: Authority + Empathy
Duration: Successes minutes
Dramatic Failure: Gravity increases instead. Everything within Authority feet of the Monarch comes crashing to the ground, and the Monarch takes 3 Lethal damage.
Failure: Gravity does not fall. The Monarch can try again at a cumulative -1 penalty.
Success: Within a sphere of Authority * 10 feet around the Monarch, gravity ceases to function. Objects slowly begin to float, and can be sent flying with a touch. Beings unfamiliar with zero gravity take -2 to all physical actions. The sphere moves with the Monarch; anything that exits the sphere's influence has gravity apply normally the following round.
Exceptional Success: As success, and the Monarch gains her Noble form benefits from Cloaks if she's in human form while the power is active. The power lasts for the scene, or until the Monarch drops it.

Noble Form Upgrades:
0
The Monarch gains the ability to change his own apparent weight, allowing him to stand on a blade of grass. He does not actually change his mass but rather how gravity interacts with his mass, meaning that his body does not become softer as he becomes ‘lighter’. He may not increase his ‘weight’ beyond his normal.
The Monarch gains +2 Speed in Noble Form as he manipulates gravity upon his body to his advantage.

00
The Monarch becomes able to walk upon any surface, no matter its orientation to the ground. He could walk up the side of a skyscraper or along the wall of a building. This also means that for the duration of the power he falls in the direction which is now ‘down’ to him. The Monarch may order to change his gravitational orientation while the power is active at no cost, so long as he is able to grab hold of a surface to cling onto and orient towards.
The Monarch gains + 3 Speed while in Noble Form, not cumulative with the previous increase.

000
The Monarch becomes able to make his mass ‘go into the negative’, and can subtly manipulate the direction in which gravity acts upon him, allowing him to move in three dimensions (i.e. fly) at half his Speed.
The Monarch gains + 5 Speed while in Noble Form, not cumulative with the previous increases.

0000
The Monarch achieves greater control over his mass and gravitation, allowing him to fly at his full Speed
The Monarch gains + 7 Speed while in Noble Form, not cumulative with the previous increases.

00000
With even greater control over his mass and gravitation, the Monarch becomes able to fly at double his Speed.
The Monarch gains + 10 Speed while in Noble Form, not cumulative with the previous increases.

Shields
A Noble’s body should be strong and made to endure any form of attack, her defenses able to withstand assault. Through hardened flesh, large ammounts of psychic shielding, and overall a willingness to live up to the name “Endless”, the Monarch persists.

Monarch Active Powers Granted:

Impenetrable Bastion 0
All of the Monarch’s natural weaponry is wreathed in Void energies, allowing them to ignore any number of protections granted to the object.
No Action
Dice pool: None
Duration: Permanent
A Monarch downgrades any damage inflicted upon her body by her Shields rating.

Spheres

A Monarch must know what she does, acting upon wisdom and not ignorance. Through the power of peering through the manifolds and calculating the advanced quantum reality behind the seams, a Lord of Spheres knows much.

Active Powers
[1] Unquestioned Truth
A Monarch can see through disguises of any kind, be they mundane or something more. This doesn't help her find something hidden, though.
Cost: None
Action: Reflexive
Duration: Scene
Dice Pool: None or Wits + Composure + Authority
Effect: The Monarch can tell when someone or something is not showing its true form. For mundane disguises, she picks out inconsistancies: the hint of stocking under a wig, the way the light glints off some make-up, the newness of a coat of paint. For supernatural disguises, she sees through passive effects (like a Monarch's true form or a Changeling's Mask). For active effects (such as Veils or a Demon's true form), roll as a Clash of Wills.

[2] See the Unseen
There are layers to the world, and beings lurking beyond the next shadow. The Endless have ways of peeling back the layers to see what's underneith.
Cost: 1 Psi (free in Noble form)
Action: Instant
Duration: Scene
Effect: The Monarch can see and hear into Twilight. He cannot affect beings there, but can communicate with them.

[3] Looking Glass
With practice, a Monarch can pick a target and let her senses travel with it, be it a living being or a lone object.
Cost: 1 Psi (free when target is her Colony)
Action: Instant
Dice Pool: Composure + Authority
Duration: One week
Dramatic Failure: The Monarch's senses are garbled, giving her a -1 to all rolls due to distraction for the scene.
Failure: The Monarch's senses fail to follow. She can try again at a cumulative -1.
Success: The Monarch focuses on a person or thing within range of her senses. For the next week, she is able to see, hear, smell, and otherwise sense the area around that target by concentrating. She loses all senses but touch in her own form when doing so, but she can swap back at any time. She can mark a number of people and objects equal to her Autonomy.
Exceptional Success: As success, but the Monarch does not lose her own senses when spying on the target.

[4] Know the Answer
For facts with an objective truth, a Monarch can suss out exactly what that truth is.
Cost: 1 Psi
Action: Instant
Dice Pool: Intelligence + Authority
Dramatic Failure: The Monarch recieves an false or dangerous answer and believes it to be true.
Failure: The Monarch recives no insight. He can try again at a cumulative -1.
Success: For each success, the Monarch can ask the ST one yes-or-no question (i.e. "Is this woman lying because she's under threat? Was the goblet stolen by my rival? Has this man been dead for more than a day?"). This provides no proof or evidence of the truth; merely an innate knowledge. Facts that have been hidden using supernatural powers get a Clash of Wills; failure means the Monarch knows there should be a truth, but something has obscured it.
Exceptional Success: No further effect beyond multiple successes.

[5] Clairvoyance
The Masters of Spheres can sense anything, anywhere.
Cost: 2 Psi (free when target is her Colony)
Action: Instant
Dice Pool: Wits + Authority
Duration: Concentration
Dramatic Failure: The Monarch loses her own senses completely. She gains the Insensate Tilt for the scene.
Failure: The Monarch fails to scry. She can try again at a cumulative -1.
Success: The Monarch focuses on a person, place, or thing she has encountered before. She is able to see, hear, smell, and otherwise sense the area around that target by concentrating. She loses all senses but touch in her own form when doing so, but she can swap back at any time.
Exceptional Success: As success, but the Monarch does not lose her own senses when scrying.

Noble Form
[1] +2 to Perception rolls.
[2] +2 to Perception rolls. +2 to Empathy rolls.
[3] +4 to Perception rolls. +2 to Empathy rolls.
[4] +4 to Perception rolls. +4 to Empathy rolls.
[5] +6 to Perception rolls. +4 to Empathy rolls.

Colony Powers
[1] Colonies get +1 Perception.
[2] Colonies get single special sense: heat-vision, vibration sense, echolocation, EM sense, etc.
[3] Use a colony-member's senses at any distance.
[4] Colonies get +2 Perception.
[5] Colonies get another special sense: heat-vision, vibration sense, echolocation, EM sense, etc.

Bows
Not all rulers must charge into battle and wage war in the up and close. A Monarch must be able to strike her enemies from afar, using sharpened projectiles, acid, or bolts of pure Void energies.

Monarch Active Powers Granted:

Ranged Strike 0
A Monarch does not need guns in her Noble Form for a reason.
Cost: None
Instant Action
Dice pool: Athletics + Dexterity - Target’s Defense.
The Monarch fires out a projectile, spines, high speed acid globs, or even bolts of energy as a ranged attack. On a success, the the target takes lethal damage equal to the Monarch’s Natural Ranged Weapon Damage plus the number of successes, subtracting from the opponent’s Armor or Durability as normal for a ranged attack.

Regardless of what it is, the projectile leaves behind no physical remains that last for more than a scene, physical or psychic residue evaporating shortly.

Noble Form Upgrades:

I still think people should have a brief explanation so they know if they care to read though.

None yet

Touchstones
None yet

Update: Added in 5 Prototype Principalities. I will warn that they are rough on the edges and are the work of several other authors aside from myself so the formatting and styling of them is not standardized or streamlined.

But we're in the "creation phase". We will do a balance and adjustment pass in the future.

I think that priority should be put on how Monarchs are created and fit with the setting, since most of the other content will be more meaningful after that is known.

Ah, I forgot to post it and reserve room for it.

Alright, a quick summary.

A Monarch is created by a human abduction; this is made apparent in the openning.

Humans captured by previously estabablished Monarchs are then sent to the Kingmakers, powerful Endless in command of forces that for all intents and purposes make them gods.

There they are tested genetically and psychically for compatability and then wrapped up in a Chrysalis which warps their bodies. After gestation, a final trial is setup pitting the newly made Monarchs against other Monarchs, usually combat or telepathy, with the winner being given their Countship, their mutation is further enhanced, and then sent back home. The losers, well, a number of things happen to them, not all bad, not all good.

This process could take some time, or it could take hours. It also resembles what happened to Kerrigan except with more steps and applicants.

Also, some lore bits.

To the understand the Endless, one must first understand the distinction between the various types of creatures.

The first and by far the most important is one that may not be truly apparent to casual observers. The Endless on Earth, not the Monarchs, not the Colonies under them, are not “true” Endless life forms.

The Endless, the True Endless, hail from a part of the Universe where the laws of reality as we understand them do not exist and as a result actually have a hard time existing in our portion of the Universe. It is only through the use of massive physics bubbles that forcibly simulate the functions and rules of the Void that the True Endless are even able to be anywhere within hundreds of thousands of lightyears by Earth - They would otherwise die as the reality around them causes their insides to crystalize and their blood to combust simultaneously as the chemical bonds of their matter fall into fatal combinations.

This, unfortunately, is a very difficult and resource intensive procedure. Warping physics on the scale of an entire world is time consuming and does not leave room for expansion without constantly burning up resources and mental energy. The Kingmakers can afford to cover their fleets… but not much else.

This is where the other type of Endless comes into play, the Conscripted.

Monarchs and even the entire Colonies under them are modified Terran life forms that have received alterations to significant parts of their genome, the inclusion of Endless biodata into the genetic code. This allows the Terran life to simulate, to a limited degree the abilities of the true Endless, most especially Void energies, and Psionics. The reason why many Terrestrial Endless resemble modified Terran life forms is that quite simply put, that is what they are: True Endless are much more varied in their forms and more powerful Endless shed more of the Terran heritage away to resemble the Trueborn.

There are two types of Conscripted: Monarchs and Servitors.

Monarchs are modified humans that receive extensive genetic modifications that allow them to act as leaders on Earth perfect hybrids that are able to switch between two states of being and wield powerful telepathic abilities. Their cover is ideal for interacting with non-Endless, and should they need to can assume powerful forms. The process that creates them is peculiar though, the converted human is actually capable of disobedience and there is actually very little incentive to ensure loyalty to the Kingmakers - outside of the promise of wealth and power that is.

Servitors is a catch-all term, referring to the vast multitude of different types of creatures created to serve. Whether they be powerful Servants or lowly creatures. Often Servitors are made up of many different species, assembled and spliced to meet the needs of the desiring Monarch. The lowest of these is the Drone, a simple, yet adaptive unit around the size of a mastiff that serves as the main workhorse of any Colony regardless of what forms it possesses. Most Servitors are rather mindless and will only take actions to stay alive without being controlled by higher beings. Most Servitors, especially Drones, take about a few hours to produce but have a lifespan less than a week.

Servants are advanced Servitors, capable of limited problem solving and intelligence. They exist to act as intermediaries to their Monarch and act as extensions of her will. They emanate localized telepathic signals that command lesser Servitors from the same Colony to complete an assigned task. However, Servants are expensive and take a portion of the Monarch’s Psionic power to maintain, meaning that a Monarch is only able to produce and command a limited number of them at any given time. The most basic form of Servitor available to all Monarchs regardless of Caste is the “Foreman”, a larger, smarter, and stronger Drone.

Colonies are the base camps, the castles, the keeps, the fortresses of a Monarch. They are often hidden deep underground, in a realm where that exists both in realspace… and not, though there is often the odd nomadic Colony that travels overland or by air, but the ideal Colony is at the very center of a Monarch’s territory or lands.

A Colony consists of “buildings”, actually larger creatures that process resources or serve other vital functions, such birth more Endless, convert scavenged materials into useful things, or more. In fact, the Endless as a whole do not possess technology as we understand it; rather, they simply create life forms or subvert existing ones to suit their needs. And to be fair, most species

Why Monarchs and Colonies and Court exist is part of the mysterues of the game. Why do the Kingmakers go through the trouble of secret colonization instead of killing the entire world and picking the pieces off afterward

They in fact go through lengths to forbid the Monarchs to declare war against the surface world.

This project has laid dormant for long enough.
I am no longer head of the project as I have stepped down from holding the material and actively writing, though I do provide commentary and context that I have previously held hidden, so that the people who now move Monarch forward towards its next evolution can have work.

If you want answers and truth or a hand in making it better, ask away.
