(first time posting ever in any type of forum) Cyborgs! I love them but in terms of stats and rules for Dnd I cent could use some help
ether with pointing out an already existing source or hammering out some rule our selves

this is for an mid industrial revolution/light steam punk game and with run on magic (but other tech levels are good to)

3.5 has the half-golem template, which is a pretty good way to create various kinds of cyborg. There's even a chance of going insane from the transformation and becoming a bloodthirsty mindless murderer!

Renegade Master Maker is a class from one of the setting books (i don't remember which)

It's a 10 level prestige class that makes you a warforged at the end by turning part of yourself to machine.

Maybe use the Flesh Golem stats? Or possibly create something new that's part Iron Golem (underneath) and Flesh Golem (exterior).

I was thinking more as an ability to give certain characters, but i was planing on having a "dungeon" being an alchemist's lab with golems running about so I might still use it.

Pathfinder has the Android race, which are cyborgs in the truest sense (i.e. humanoid organisms with cybernetic enhancement, as opposed to the more artificially constructed Warforged.) You should be able to port them to whatever edition of D&D you're playing easily.

If you want full-body cyborgs, I'd just use warforged stats and refluff.

For "cybernetics", I'd use the rules from d20 Future/d20 Cyberscape (essentially, it treats them as a kind of magic item), although there may well be something more recent that does it just as well.

You could reflavor grafts as cybernetic augmentations and fleshwarpers (from Lords of Madness) as cybernetic surgeons.

I think it was the Monster Manual 2 for 3.0.

Even if you went with your typical psuedo-medieval fantasy setting there is some historical precedent for something vaguely resembling a cyborg. For a while I've been wanting to make a character that has something like this:

The actual thing doesn't have a hand that works on its own, but the fingers can be manipulated so it can hold things. In the setting that you have, you could easily justify a prosthetic like this that would function mainly as a replacement limb. That is, it does whatever a character's original hand could do. I'm not sure if that's what you're after though. I've read some rules regarding replacement limbs, grafts and augmentation in RPGs, and most of them seem to focus on how they improve your character in ways other than making them have a hand again. I guess in what I've suggested, it would effectively make a character always wearing a gauntlet whenever they use the prosthetic. They probably wouldn't be subject to contact poison when using it either.

I find it funny though-- a bomb implanted in someone's head stands a fair chance of not actually killing when it goes off.
