Thought I'd bring this into the homebrew, since this is an idea that requires a DM to follow through:

I'm looking for a dude to DM a D20 modern (non-future), set in the mid - late 21st century; a time when government power has dwindled to the point of a corporate uprise. In this period (say, around 2068 or whenever), gangs are on the rise, and have become a proffessional business as an 'invisible war' between the largest businesses has become of interest. Corruption is widespread in the oldest capitilist countries of the world (this includes Russia, due to it's size and relatively awesome economy at this point in time), and corporations seek gangs and assassins to help them war against others. It's become viscious, and though the public whine machine spurs the government to take consistent 'moral action', things merely get worse. This time is prophesized to be only a 'healing stage' in the history of man however.

The government still stands as the 'official' ruling authority over corporations and corporate support, though things are dwindling and controversy is everywhere. Anger is also highly quantative. The focus on terrorism has abruptly shifted to society in general. Society 'collapsing' in on itself.

The easy look at this: The government of a country (ie. the united states) is still the ruling body with it's possession of military and the 'major' technological breakthroughs in that area. However, they must depend on the corporations to produce technology and generally get the economy flowing for them. And yes, people STILL pay taxes because this is meant to be a time of controversy. In a few years, or maybe a decade from this setting, the public will be questioning society and even the effect of the government's grasp on things. Having 'big guns' no longer matters, because the environment is now 'decaying' around joe average.
Education has been practically handed over to the corporation, as it is now corporate funded and 'secretly' corporate approved.

And yes, this IS a realistic campaign (no magic, humans only, sex, violence, drugs, and rock and roll).

While technology is consistently on the rise in this highly advanced age, lack of incentive has brought even the greatest scientific feats to a close (unless of course, the product sells). One in particular is the focus of my own character's desperation (and a backstory of horrible drug addiction) whom I hope to place in a campaign setting such as this.

Technology: There are no 'grades' or 'ages', as this is not a 'future' setting. Indeed, everything'll be custom including weapons. The DM can invent weapons themselves, however hand held guns are still essentially (and ideally due to the killing capacity) 'bullet dispensers'. Things will vary however. Fire arms won't be too advanced, due to the fact that right now we have already come to the close and end all around guns that generally dispense bullets (thus the only advancement made is to surpass infantry armor advancement which is still on the rise). Their'll be plenty of exotic armor out there involving everything from nanites to 'spider silk' and 'silk steel'. Plasteel and 'glass armor' will even exist, however all of these things will be difficult to obtain beyond the standard issue ablative, reactive titanium pads that law enforcement officials wear (essentially, forced entry material but even better, and slightly heavier with the same armor check; new weapons will help compensate for this, like I already mentioned). Cyborg super-soldiers exist, but are incredibly small in number due to lack of government demand for them and the exhorbant prices that corporations charge to provide for such expensive projects. Of course, such soldiers are held under the table. Your typical physics bogus about magnetic accellerration and plasma research is on the rise, and lunar projects are highly abundant. However, much to the frustration of Japan, China, Russia, and America itself, a corporation (particularly the UAC) founded back in 2013 has siezed martian territory for later settlement before NASA (now embraced by the US more then ever) could manage it. Cybernetics exist but only a small level, and most of it has to do with minor brain alterations and virtual interfacing (virtual reality is essentially another dimension by this point). The internet is now known only as the cyberspace matrix, or the 'cyberspace dimension'. It's a seperate reality, and synchro stimulations make it as real as real life. AI is on the verge of existing, and corporate 'guardians' of cyberspace company 'territory' are almost seemingly AI as they even speak for themselves. Computing power has clearly skyrocket into the netheregions of yetabites, zetabites, and whatever bite comes afterwards. Biological modification of appearance exists, and drugs are more advanced then ever. Drugs that increase reflexes and even heal you are expensive and exotic however (rare), and only the best warriors in a legion have access to qualitative bio mods that go beyond simple appearance (such as retractable claws). Morality is still a major issue in society, and humanists have begun to get on the case of corporations over such ridiculous and 'inane' semblances in technology. In short, technology has expanded beyond purpose and has by now covered nearly every node and every favour, including the 'inane'. Entertainment has only nearly caught up in variety. Popular culture still exists in some small avenue however.

The role of the players is to either support a corporation or be a part of a gang (whether rival of another gang or otherwise; should make it easy to state allegiances). I'm hoping people can form 'teams', however the DM should only allow for around 3 to avoid confusion and complexity.

My character is already a member of the Shining Eye Ninja Clan in LA, which is a sort of semi-double agented gang assassination squad. We're large, but we're not the only ones. And an even larger association who's job it is to escort and protect (on many, many layers) smaller gangs has managed to declare a well-placed war on us (mostly due to the ignorance of its leader). This gang is known as the Eastside Street Samurais. These are all gang 'legions', which are proffessional gangs that literally train to do what they do (rather then simply a get together of run-down, poor kids).

So essentially, if a character wishes to be a part of a gang, it'll have to be a 'legion' which allows for surpassion of the usual occupational limits (the occupation 'criminal' or 'gangster' now simply makes you a soldier in the gang). Dillettantes in a legion are fine too, acting as backers of anything, however they are barred off from becoming big-time trillionaire corporate owners (otherwise they wouldn't need to make any effort to get any number of bodyguards on their side).

If a character is a part of a corporation, then they're an employee. Whether that be a guy who recruits or highers other employees (employer; whatever occupation that might be), a small subdivision business owner (entrepreneur), or a hired mercenary (soldier), or simply a bodyguard that remains loyal to the company itself, rather then a firm, or a firm that is tied down to the company; it all depends. Being part of a corporation is essentially less restrictive then being part of a legion, because corporations can cover anything.

You can also be a part of the government (any of the large governments, such as the US, Russian Federation, Commonwealth, EU, Japan, China, whatever), however that'll only really involve politicians and people in the military, unless you can use your wits to find some other way that you can be one of the 'good guys'/'moral supporters'/'ass kissers'.

I imagine the DM might demand that players include their own companies and associations under their character backstory. As a matter of fact, this is what I did, so it seems reasonable (unless your joining that specific character's 'team'). This is a depth-high campaign, so we want serious people, of course.

As for the technology limit: let's keep it at information age, unless stated by me otherwise. I had to say that to prevent people from over ridiculizing their backstories. :P

The idea was hugely based off of 'Neuromancer' and the 'Sprawl' series, so if the DM's ever read those books, then that's a huge plus. It's without all the space crap though, since it's unrealistic that a corporation would pool that much money into a space station at this point in time (2068).

So what do you guys think?

I am completely in love with your setting.

Could be interesting for corporations to begin to overthrown local governments of small countries to harvest their resources.

what's the role of ONGs in your campaing? (Green Peace, Human Rights Watch, etc...)

I really see something like Extreme Green Activists that start biological warfare on the rest of the world, with guys like this one (Douglas Tompkins) (http://en.wikipedia.org/wiki/Douglas_Tompkins) founding them (this guy owns more land than some countries do)

I actually haven't considered ONGs, though I imagine at this point they'd probably be attacking the government, or maybe arguing for further civil control (through vote) over situations. :P

Though terrorists, like extreme green activists that declare war on everything that aint them will pretty much remain npc. Because alot of this campaign will depend on allegiances, and terrorists are too in the realm of public enemy to have any sort of other allegiance beyond their own specific organisations.

Alot of small terrorist organisations may be founded by mentally unstable people, though I imagine some new muslim extremist associations might surface. Corporations and legions can even hire, exploit and take advantage of terrorism.

Getting government involved is less likely however, though you can affiliate with yourself with politicians. It'll take some more work on what areas of government in the US still work though. I'd also like to add that the US has pretty much 'deteriorated' the most. The EU is probably the strongest government at this point in time, closely trailed by the US, China, Russia, Japan and finally the Commonwealth (which essentially only consists of the UK).

But that's probably because a lot of it was based on William Gibson novels too...

Really? I always thought 'shadowrun' was your typical 'dark' fantasy with dark elves, dark bows, dark women and other dark and shadowy (thus evilish and thus 'cool' and thus incredibly geeky) bogus. >_>

Anyone wanna be a backer for this campaign somehow? A DM? A way to kick off the campaign?

As for advanced classes, we'll include all the ones from modern, as well as a few from future settings excluding the ridiculous crap such as super gundam robo pilot, light saber jacker, or space monkey. Anything 'too advanced' or space oriented must be excluded.

We'll leave space for another adult 'content warning' campaign 300,000 some odd years in the future, or any amount of time in which mankind has pretty much siezed the galaxy.

EDIT: The DM can allow one of the PC teams to end up on the lunar colony however. The lunar colony is an international NATOified effort, except both China, Russia and Japan happen to be all over the place. It's more UN really, allowing government to distribute research information to companies through international organisations such as that one for Astronomers in real life, that helps with study of the sun.

Even though Shadowrun's details are more set, it varies in style significantly from GM to GM. So I can't say that it doesn't have a lot of the lame elements.

But, you don't have to play stereotypes. Well, not unless the GM is a jerk.

Yeah, there's not enough good cyberpunk stuff out there.


It also occurs that you might want to look at the obvious, Cyberpunk 2020. I think it might no longer be published though.

I'm not GMing/DMing this so it isn't of concern for running the campaign. This thread exists for fleshing out details. I already had an original recruitment thread for this campaign setting, however I might have to create another one as soon as we get a GM on here.

Now let's get into details on a few of the select government military hardware out in this semi-distant future.

The U.S. of A. - AKA America, AKA Eagle country, AKA the States, AKA Home of Yanks, AKA Red Neck Haven, AKA Home of Ignorant Fat People, AKA The Cursed Capitalist Scum!

Infantry Armor/Armored Infantry:

- M3 'Ogre' Tanks: With the rise of engine technology so powerful that it was possible that an engine coupling could provide enough power and energy to move immense near sky-scraper-sized trucks had a company willed it (though traffic laws might have interferred), the 'Ogre' was originally designed under the incentive of having a massive 'super heavy tank' with the gun-holding capacity of a battleship similair in design to the fictitious super heavy robot tank from Keith Laurner's 'Bolo'. Despite how awesome that might've been in the minds of nerdy engineers, the idea was quickly abandoned however due to easily recognizable tactical negatives, such as the size providing easy targetting potential in relation to advanced artillery and even aircraft; the sheer destructive potential from missiles and artillery ordnance was incompetable with even the heaviest of armor (which also lead to the early death of manned super-exoskeletal 'walkers' before they could be born). However, General Motors quickly brought the idea of the Ogre back in again. The size was reduced, the tank further fitted, and the name stuck.

The 'Ogre' still remains to be probably among the largest of tanks out in the market, featuring state-of-the-art crap as always. Not only do they match US standard to compete with and to counteract any enemy advantage, but they feature phenomenal sighting technology. They can detect everything from heat signatures, to pick-up electronic interfacing hardware, to MRI long range scans and GPS 3D image mapping and hologram interfaces.
Not only is this tank a 'tank' in the sense of electronic warfare, but is also innullifiable physically. Thick refractive tungsten, titanium and steel alloyed composite, coupled with a brutal hybrid combination of an electrical and pure ethanol fueled engine keeps this immense beast moving. A true merging of nerd and toughguy through military in the later 21st century is reflected in the Ogre. It can resist EMPs of the highest 'weight' or 'wave pressure' tweakable in its armor.
The tank weighs close to 90 tons.

Missiles

- 'Spear' Missiles: Easily ignitable and easily lightable, these cheap missiles travel far. The one problem is that they've become popular enough to hit urban markets far and wide. Some are tiny and some are long and huge. Sizes vary and contain different amounts of explosives. Smaller ones can be said to contain nanite explosives however, leading to all the more explosive danger potential. Indeed, a spear smaller then a AA-battery (rechargable everything has become all the hype at this point, and batteries in the casual sense no longer exist) can turn a small apartment into nothing more then a crater.

- Cluster: Carpet bombing is a thing of old. Now cruise missiles in the military (fired from high in the sky, on 'heavy jets', or from smaller fighter jets) can be tweaked to release dozens upon dozens of guided missiles to several destinations. An on-board GPS computer can even map out these destinations and customize a direct interractable route. Technology has never made killing so easy.

Fissiles

Fissiles are still considered 'nukes' in the casual sense. The UN, of all the things they fail to succeed in, as well as the combined mutual agreement of other countries and human rights organisations has reduced the number of nukes in every country minus the now down-trodden Iran and several other violent third world countries that have managed to obtain nukes over the years, as the science behind it all has slowly become simple scientific knowledge across the world. Although nukes have reduced in number, variations have increased. Not just in the US but around the world among the superpowers. As for the US, much of their now entire fleet of nuclear subs sports fissile torpedoes. Fissile cluster bombs on board satellites in space have even been readied to be left in hibernation (in case of an evident space based disaster that is 'all too real' now that lunar colonies stand, and independant private micro space stations have been erected). And nukes have even lowered to the size of hand grenades. Despite this evident danger and the US's refusal to reveal this information (not just for enemy's sake, but for the sake of a panic driven public freak out), the US has moral limits on destruction of it's own civil populace. Not simply because of civil policy, but because of corporate anger as well.

Supposedly, their ability to detect and disable nukes has increased through technology. Supposedly.


The Russian Federation! AKA The Motherland! AKA The Place Where They Still Drink Vodka! AKA The Place that Owns Like Half the Arctic for it's Now Almost Benunct Resources (in 2068)!

Heavy Assault Hybrid Craft (HAC): There are many variations, however the most recent sports phenomenal navy and even anti-aircraft arsenals. It's arguably the most versatile vehicle in existence... the model long able to travel on both land and water for over a century. Upgrades have been made over the decades to secure Russian Arctic borders. Innovations have allowed for other environments too, such as swamps, however. The watercraft come in many sizes and are highly customizable, reflecting Russian versatility and willpower.

The greatest Russian might lies in cyberspace capability, however and the Russian tendency to attempt to overpower every other superpower's grasp at a node, or resource loophole. Russian matrix networks, as huddled together by the government (despite megacorporate direction and might) are among the most secure and organised.

EDIT: I'll reveal more info pretty soon on other subjects, such as the first martian landing and the state of mars at this point. Mars is unoccupied but supposedly under 'claim' by the UAC and the US (who claims that NATO has access to Mars as well, similair to the international effort on the Moon; although Mars is more independantly corporate).

Transhumanist organisations have royally flocked in groves by this point, to do verbal battle with certain human rights forces. There are even government bans on certain cybernetic modifications that don't even exist yet (but are believed by many to exist later on), and that go beyond necessity or normal 'human condition' defined by look (such as bullet resistant skin, and heart monitors, which can "Easily be sought at hospitals!" for fear that they drive hospital business down if someone figures out how to look after themselves through mods rather then repeatably consulting a doctor). Of course, certain mental and physical disabilities being removed through modification is praised by many, however there is a moral downturn that people argue over that none can do anything about. Megacorporations that have slowly grown into being by this point are developing beliefs and opinions on the matter too.

The UAC, about to quickly skyrocket to become the largest once they colonize mars however, lacks opinion, preferring focus on 'hardware' matters that can be conducted in space. Currently they remain in 'hibernation', aquiring funds from sub companies and investments. Some executives are also political representatives or pawns in other corporations sure to be sold off once the UAC gains its prize.

EDIT: I'll check out cyberpunk: 2020 on wikipedia. The thing with this game however is a greater focus on corporate and 'power' action (as far as I know, then the RPG of which I looked at). Characters can make trips to cyberspace, but alot of this has to do with progress and fighting. So there'll be soldiers, but no super soldiers. A soldier might obtain 'super soldier' status effectively, however they gotta work hard, 'gain levels', and earn reputation in their government or company or make enough money to access modifications themself. There's also different degrees of modification, but only so many exist, and they're very few. There'll be nothing that actually gives you comic book style super powers. Maybe something that allows you to learn faster and get more feats though. :D

From what you saw in military hardware, everything can happen in a game with 3 teams of players on different sides. Everything from a corporate security lockdown to a nuke going off, to all out government declaring war. There'll be news reports and such. Of course, this is all in accordance with the DM so I'll have nothing to do with it. That's why I need a DM to make this real! I'm only fleshing things out over here, and providing a grid by which to follow by so that I can put my character into this game.
