I have a challenge for you guys! Something to sink your 5e teeth into.

Goes without saying what edition, and you can translate the phrase as an abstract for the purpose of this challenge.

Design a full class with 2+ subclasses, a new spell of any level for any class, or a magical item of rare or higher rarity.
Whatever you brew must be inspired by or derived in a way from the Phrase.

For added challenge do all of these and make an encounter involving everything in your list.

A young halfling boy looking to the heavens, and feeling inspired to reach out to them and touch them. A beautiful half-elf steps forth before her subjects, shining as the North Star. Starchasers are this and more.
Utility and flight make a Starchaser as unapproachable as that which they leap for.
