It's time for me to make my BBEG for a week long campaign I'm running. He's a necromancer, but that's all I know. How can I make the best necromancer (not necessarily specialist wizard, just the basic idea of a character who is really good at raising the dead)? The character is gonna be between levels 10-12 and should be a spellcaster. I need ideas for the best classes (I'm having trouble deciding between Necromancer Wizard and the Dread Necromancer), prestige classes and feat choices to create my massive army of awesome undead. Help?

clerics are good "necromancers" for rebuke undead + earlier level spells to get minions
+libris mortic corpse crafter feats help

*Seconds the notion*

A wizard on his own is not the best candidate. They get their 'animate dead' spells later than clerics.

I'd suggest either a cleric or dread necro.
My 2 cents:
Cleric:
- Can animate dead starting at level 3
- Can rebuke dead
- Can cast bolstering spells for the undead
- Can wear heavy armor and has good HP
- Has access to non-necro cleric spells
- Has access to divine feats (some work well with undead)

Dread Necro:
- Has access to powerful arcane necromancy
- Limited in other spellcasting repects
- Is well tailored towards raising an undead army
- Can't wear armor like the cleric

Dread Necromancer loaded to the teeth with Corpsecrafter Feats.

I'd say make him human...

Human: Tomb-Tainted Soul
1st: Corpsecrafter
3rd: Deadly Chill
6th: Destruction Retribution
9th: Bolster Resistance if the PCs have a Cleric, Hardened Flesh of PC's don't have a Cleric.

Well, I was thinking of giving him a few lower level clerics to help out with bolstering and animating. Thoughts?

you could make the guy a dread necro, but at least make him an intresting race (like an in intelligent skeleton, or something wholly different from the norm). at least make him/her undead

Necropolitan perhaps, if you have access to Libris Mortis?

I do, but I don't see that in there under PrCs or feats. What is it?

Just don't forget that this changes the ECL of anything with them in it. It's a mistake I've made (Whoo TPK...).

I'm gonna have to go with dread necro. Throw in lycanthropy and you have a nice villain.

It's a race; you take your starting race and, after level 3, burn some gold and XP in a ritual to become a 0-LA undead. It's a decent option if you want to be some sort of undead yourself; for instance, as a Dread Necromancer, you could heal yourself with your touch attack without having to spend a feat on Tomb-Tainted Soul.

And don't forget that hidden artefect that grants the wielder twice/unlimited/verbal controll over undead.

Get an Evil Cleric of apropriate LvL.
(Might add 2 LvLs Blackguard (saves), but be sure you keep at least the same Caster LvL as the Party)
Give him a nice Scythe.
Get him some Bone Armour.
Replace one arm with a lich-arm (and apropriate evil touch attacks & some Undead Traits).
Get him on top of a Wyvern Zombie (or something else scary/'mobile'/big)
Get him 2 Ettin Zombies as Bodyguards just behind him.
Put (insert apropriate numbers) Human/bugbear/Ogre Zombies
& (insert apropriate numbers) Human/bugbear/Ogre skeletons.

Slap a CR on the lot and roll with it.

Throw in a bard/dirge singer ... no one bolsters as good dirge singers.
