I want to make a set of magic items that allows two creatures to share use of feats each other know, assuming that a recipient meets the requirements of any individual borrowed feat. I feel like I can whip up a magic item to do this with the basic magic item creation

The problem is, I don't know what spell or spells would give me the effects I need to base the cost from!

I intend to use this items to share feats with my animal companion, so it can have TWF and maybe I can get some weird feats from it.

p.s. does anyone know an animal/aberration/magical beast that has 2 HD but also 2 natural attacks on a full attack?

The spell you're looking for is called Heroism.

Do note that TWF is separate from Multiattack, and I'm not 100% on if the two have overlapping domains of effect.

I think it's definitely a one-or-the-other thing, but if an animal has two identical attacks (Like a lion with a left paw and a right paw) I see no reason it could not benefit from TWF.

Is this the spell you mean? https://dndtools.net/spells/players-handbook-v35--6/heroism--2553/ I do not see the connection.

D'oh! Meant Heroics.
https://dndtools.net/spells/spell-compendium--86/heroics--4701/

The thing is, they already benefit from the normal rules for primary/secondary natural attacks- one set is designated as the primary weapon, and they take no penalty for attacks with that set, even if they use multiple claws or whatever. The rest are secondary, and have a - 5 penalty, unless they take Multiattack, at which point they take a - 2 penalty instead. That's a vastly better rate than TWF gives them, no matter how you slice it.

What do they give up for this? Iterative attacks from BAB, and the Rapidstrike feat takes care of that, too.

I don't know if there is an equivalent magic spell in one of the books somewhere, but there is a psionic power that you might what to check out as well: Feat Leech (http://www.d20srd.org/srd/psionic/powers/featLeech.htm) Could be useful as a model for creating the spell if their isn't one...

I think I'll give up on this in favor of Rapidstrike & Greater Rapidstrike.

I'll get a Displacer Beast animal companion & then maybe I will get myself some monster arms grafted on & take those self same feats. Maybe not on that second part
