Me and my Dm have been working on a sorcerer subclass to represent Nicol Bolas the God-Pharoah as a end character. One of the things the subclass allows is a custom spell list. I have no idea what spells best represent his powers accurately. Also if you are confused what Nicol bolas does he us an elder dragon who does a lot of scheming and has the ability to read minds, make people go insane, take control of people, cause flaming rain, and counter about every spell.
Here is the subclass:
God-Pharoah

Dominating Presence

At 1st level, The God-Pharaoh adds his charisma modifier, instead of dexterity, to his armor class his size also becomes large.

Cryptic Capabilities
At 1st level a God-Pharoah begins to understand his powers as he gains mastery over them. He learns 1 additional spells. In addition each time the God-Pharoah levels up he may learn 1 additional spell. In addition the God-Pharoah may pick spells from any class's spell list.

Mystical Manipulation

*At 6th level, the God-Pharaoh learns to augment spells in a variety of ways. When the God-Pharaoh casts a spell with a spell slot, the God-Pharaoh can expend sorcery points to augment its effects for this casting, mixing the raw stuff of magic into the spell to amplify it.

An additional 2 sorcery points can increase the spell’s raw force. If the God-Pharaoh rolls damage for the spell when the God-Pharaoh cast it, increase the damage against every target by 2d10 force damage. If the spell can deal damage on more than one turn, it deals this extra force damage only on the turn the God-Pharaoh cast the spell.

An additional 4 sorcery points can increase the spell’s range. If the spell’s range is at least 30 feet, it becomes 1 mile.

*An additional 3 sorcery points can increase the spell’s potency. Increase the spell’s save DC by 2.

Infectious Demise

Starting at 14th level, when the God-Pharaoh casts a Necromancy spell of 1st through 5th level that targets only one creature, the spell can instead target two creatures within range.

Every Dream a Nightmare

At 18th-level, A God-Pharaoh can, as an action, surround himself with an aura of gloom that lasts for 1 minute. The aura reduces any bright light in a 30-foot radius around The God-Pharaoh to dim light. Whenever an enemy that is frightened by The God-Pharaoh starts its turn in the aura, it takes 4d10 psychic damage. Additionally, The God-Pharaoh and creatures he chooses in the aura are draped in deeper shadow. Creatures that rely on sight have disadvantage on attack rolls against creatures draped in this shadow.

While the aura lasts, The God-Pharaoh can use a bonus action on his turn to cause the shadows in the aura to attack one creature. The God-Pharaoh makes a melee spell attack against the target. If the attack hits, the target takes necrotic damage equal to 3d10 + The God-Pharaoh' Charisma modifier.

After activating the aura, The God-Pharaoh can't do so again until he finishes a long rest.

First ability: Powerful, but not broken.

Second ability: WHOA! WHOA! WHOA! That is BROKEN. Just... Totally broken.

Third ability: Also broken.

Fourth ability: Eh, whatever. Seems fine.

Fifth ability: Also probably okay.

Look-learning extra spells is fine. But learning from ANY LIST as a full caster is INSANE! Bards get a small handful from any list, and they can pull off some pretty brutal combos. But Sorcerers get Metamagic. As an example, Twinned Foresight. That's borked.

And then there's the ability to bump up your save DC by 2. Sure, DC 21 Hold Monster. That's fun, right?

Those two abilities need MAJOR fixing.

The 2nd ability has an invisible asterisk that days thematically fitting;at Dm digression. The 3rd ability is more wizard's alchemical casting with slight hige4 cost that is in sorcery points, it doesn't seem to broken to me except the range ability in the middle

HELLBALL
10th-level evocation
Casting Time: 1 action
Range: 300 feet
Components: V, S, M (Brimstone)
Duration: Instantaneous

A bright streak flashes from your pointing finger to a point you choose within range and then blossoms with a low roar into an explosion of flame. Each creature in a 40-foot-radius sphere centered on that point must make a Dexterity saving throw. A target takes 10d6 of each of acid, fire, electricity and sonic damage on a failed save, or half as much damage on a successful one.

The blast spreads around corners. It ignites flammable objects in the area that aren’t being worn or carried.

At Higher Levels: When you cast this spell using a spell slot of 11th level or higher, the damage of each type increases by 1d6 for each slot level above 10th.

RAIN OF FIRE
10th-level evocation
Casting Time: 1 minute
Range: 2 miles
Components: V, S
Duration: 20 hours

Fire rains down on the area, igniting flammable objects and dealing 2 points of fire damage every round to creatures. Hiding in non-flammable structures is usually sufficient protection from the rain.

VENGEFUL GAZE OF GOD

Components: V, S
Duration: Instantaneous

Vengeful Gaze of God deals 80d6 points of damage to a creature or object in range and 20d6 points of damage to you. This damage is of no particular type and can't be prevented or reduced.

ACTIONS

Multiattack: Nicol Bolas can use his Frightful Presence. He then makes 7 attacks: One with the Horns of Bolas, one with the Maw of Bolas, one with the Tail of Bolas and four with the Claws of Bolas.

Horns of Bolas: Melee Weapon Attack: +22 to hit, reach 15 ft., up to 2 targets within 10 feet of each other. Hit: 51 (4d20 + 10) piercing damage.

Maw of Bolas: Melee Weapon Attack: +22 to hit, reach 15 ft., one target. Hit: 21 (2d10 + 10) bludgeoning, 21 (2d10 + 10) piercing and 21 (2d10 + 10) slashing damage.

Tail of Bolas: Melee Weapon Attack: +22 to hit, reach 25 ft., one target. Hit: 31 (4d10 + 10) bludgeoning damage. Target must take a strength save (DC 30) or be thrown up to 100 feet:

(Thrown Creature: Ranged Weapon Attack: +16 to hit, range 40/120 ft., one target plus thrown creature, hit 21 (2d10+10) bludgeoning damage)

Nicol Bolas can also throw objects with his tail as an action.

Claw of Bolas: Melee Weapon Attack: +22 to hit, reach 10 ft., one target. Hit: 24 (4d6 + 10) slashing damage.

Frightful Presence: Each creature of Bolas’s choice that is within 120 feet of him and aware of him must succeed on a DC 30 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to Bolas’ Frightful Presence for the next 24 hours.

Apex of Power: Nicol Bolas casts up to 7 spells of combined level 10 or less.

A Reckoning Approaches! (Recharge 6): Nicol Bolas summons a creature of his choice with challenge rating 12 or less. It serves for 10 minutes, until death, or until Bolas summons another creature.

Because I Have Willed It! (Recharge 6): Nicol Bolas takes another action (he can't use Behold my Grandeur! or Bow to My Command!). This turn, Nicol Bolas can use spell slots as though they were slots of one level higher.

Behold my Grandeur! (Recharge 6): Nicol Bolas takes another action (he can't use Because I Have Willed It! or Bow to My Command!). This turn, Nicol Bolas can cast one spell he doesn't know (even a non-sorcerer spell) by expending a spell slot.

Bolas' Clutches (Recharge 5-6): Bolas gains control of a creature of his choice within 200 feet. That creature can attempt a wisdom save (DC 30) initially and every round thereafter to end the effect, but otherwise Bolas is in complete control of that creature.

Bow to My Command! (Recharge 6): Nicol Bolas takes another action (he can't use Because I have Willed It! or Behold my Grandeur!). A creature of his choice within 200 feet can't attack him or use hostile spells on him, and summoned creatures of that creature can't either. The creature may attempt a wisdom save (DC 30) each round to end this effect.

Breath Weapons (Recharge 4-6): Nicol Bolas can choose any damage type for his breath weapon, and can choose a 90 ft cone or 120 ft line. The breath weapon deals 105 (10d20) points of damage of that type.

Choose Your Demise! (Recharge 6): Nicol Bolas chooses a creature within 200 feet. Bolas separates the following effects into 2 groups: lose 105 (30d6) hit points (Constitution half), 2 levels of exhaustion (Constitution half), Frightened of Bolas for 7 (2d6) rounds (Wisdom half), Stunned for 4 (2d3) rounds (Constitution half). The target then chooses one of those groups and suffers the relevant effect.

Conflux: Nicol Bolas casts up to 8 spells, each of 2nd level or lower and each of a different school of magic.

Cruel Ultimatum (3/day): Nicol Bolas chooses a creature. That creature loses spell slots of total level 10 (3d6) of their choice and Bolas regains spell slots of that total level. Then that creature loses 70 (20d6) hit points and Bolas gains that many hit points.

Every Dream, a Nightmare! (Recharge 6): Nicol Bolas chooses any number of creatures within 400 feet. Each of those creatures must take a Wisdom save (DC 30). Each creature who fails the save is stunned, and Nicol Bolas makes a free Claws of Bolas attack for each creature stunned in this way.

Fraying Omnipotence: Nicol Bolas, and each of up to 20 targets within 400 feet, lose half their current hit points.

Hour of Devastation (1/day): Every creature within 1000 feet, other than Nicol Bolas, takes 140 (40d6) fire damage A dexterity save (DC 30) halves the damage. Creatures immune to fire take 1/4 damage and creatures resistant to fire take 3/4 damage, instead of the usual effect. Creatures with evasion or a similar ability take 1/4 damage on a successful save and 3/4 damage on a failed save, instead of the usual effect.

Hour of Eternity (1/day): Every dead creature within 1000 feet returns to life, except they're undead, they're chaotic evil, they get a +4 bonus to strength and to constitution (to a maximum of 30), and they're under the irrevocable control of Nicol Bolas.

Hour of Glory (1/day): A creature within 1000 feet loses 201 (2d100) hit points. If they're a god, they lose 1005 (10d100) hit points instead. A constitution save (DC 30) halves the loss of life.

Hour of Promise (1/day): Nicol Bolas creates 2 Liches, which serve him until their or his destruction. They are destroyed after 16 hours or when he uses this ability again.

Hour of Revelation (1/day): Nicol Bolas dispels all spells within 1000 feet and banishes all summoned creatures within that range, and all magic items within that range lose all properties for 5 rounds.

Overwhelming Splendour (1/day): Bolas chooses a creature within 200 feet. That creature must take a constitution save or have their strength and dexterity scores reduced to 1. They recover at a rate of 1 per round.

Patient Rebuilding: Nicol Bolas regains 10 hit points each round for 41 rounds.

Slave of Bolas (Recharge 6): Nicol Bolas gains control of a summoned creature of his choice within 300 feet. At the end of its next turn, it's unsummoned.

The Mighty Will Fall! (Recharge 6): The creature with the most hit points within 300 feet apart from Bolas himself loses hit points until they have the second most hit points. If there is only one other creature within 300 feet other than Bolas, that creature loses 70 (20d6) hit points instead.

Torment of Hailfire (Recharge 6): Nicol Bolas chooses any number of creatures within 300 feet. Each of those creatures may expend spell slots of total level 3, or sacrifice 21 (2d20) hit points. If they don't, they're stunned for 2 rounds and this stacks with other effects which stun creatures. Then repeat this process. Then repeat this process again.

Wit's End (1/day): Nicol Bolas chooses a creature. That creature takes a wisdom save (DC 30) for each of their spell slots currently available or loses that spell slot.

When Will You Learn? (1/day): Nicol Bolas chooses any number of creatures within 200 feet. For each of those creatures, Bolas takes one of that creature's available actions without regard for resources, body shape, or equipment. For example, he can use a fighter's "Attack" action to attack with a longsword he isn't wielding but the fighter is. Use Bolas' ability scores and proficiency bonus to determine the effect of the action.

REACTIONS

Countersquall: Nicol Bolas counters a spell. The creature attempting to cast the spell loses 21 (6d6) hit points.
Sudden Defeat (Recharge 5-6): Nicol Bolas copies the action which is currently being attempted, and resolves his action first. He can even counter someone's counterspell in this way (or incapacitate them before their action resolves), for example.

LEGENDARY ACTIONS

Nicol Bolas can take up to 8 legendary actions, choosing from the options below. Only one legendary action option can be used at a time, and only at the end of another creature’s turn. Nicol Bolas regains spent legendary actions at the start of his turn.

Claw of Bolas: Bolas makes an additional Claw of Bolas attack.
Deep Analysis: Bolas attempts to recharge an action, reaction or legendary action an extra time.
Horns of Bolas (2 legendary actions): Bolas makes an additional Horns of Bolas attack.
Legendary Defeat (2 legendary actions): Nicol Bolas copies the action that the creature whose turn it just was just took. This shares the 5-6 recharge with Sudden Defeat.
Wing Attack (2 legendary actions): Nicol Bolas beats his wings. Each creature within 15 ft. of the dragon must succeed on a DC 30 Dexterity saving throw or take 24 (4d6 + 10) bludgeoning damage and be knocked prone. Bolas can then fly up to half his flying speed.
Magical Might (X legendary actions): Nicol Bolas casts a spell of up to Xth level.

*The 5e XP by CR table and the spellcasting tables are made via no discernable formula, so numbers are extrapolated on a whim from what vague trends do exist.

You're trying to play a dragon who murdered five deities and kicked the hell out of five people who between them managed to defeat a cosmic horror from beyond the pale... in D&D 5th edition?

I think that's your first problem. 5e doesn't go that powerful: it doesn't even have epic rules AFAIK.

I'm playing him right after he had just regenerated his physical form and leveling up will be him regaining his God-Pharoah powers

I think that the general message is that even with what you're requesting it's still probably above the power level that the 5e system can handle well.

Yeah, that's not going to work.

You could, however, play a character that is connected to Bolas. A Cleric of Bolas, a Warlock with a Bolas Patron, et cetera.

Just like you can't play Thor (from either mythology OR the MCU movies) in 5e, but you could be an EK fighter 3 / Tempest Cleric X and call yourself a Cleric of Thor.

Actually, if you took a the GOO warlock subtype mechanics, but give it the expanded spell list from Fiend patron, and the 6th level feature from Celestial (that gives +Cha to Fire/radiant spells), you'd get pretty close to Bolas Patron. FIRE!!!, telepathy & mind control in a neat little package.

Create a pair of custom invocations that:

give you wings (probably requiring level higher than 9, in the same vein as ascendant step, which requires 9)
Give you at-will detect thoughts (probably require level 15+, like Master of Myriad Forms & Shroud of Shadow)
And you're pretty much set

But playing bolas with a bunch custom classes/races is way more fun and my Dm has approved the subclass
