Any old cleric can make zombies and skeletons, any old wizard can create golems or shield guardians, but is there something more? THAT is the question I am asking you. Please post here, the ultimate build for creating minions. Also, I'm sorry to everyone who was expecting a Minion Maker from me.

The build can be up to level 20. (preferably levels 5-10)
Any race, age, gender, ect.
Can be evil.
It can create anything that is capable of helping the creator or other designated users.
Cost does matter, keep it within 100k.
The thing it creates can be anything, if it helps the user in some way. Preferably combat.
The object that is created doesn't have to be super powerful, I will except mass-produced 10 HP Robots.

I suppose that, in a nanite context, the best minion-maker would be something that makes minion-makers.

So...a Temple. A College of Wizards. A Vampire. A bard with Leadership, a level in Mindbender and insane diplomacy, who can essentially pass himself off as a new messiah. The key here is not to have to go through the trouble to "make" anything, but can simply develop, shape and acquire the work of other intelligent beings.

For undead minion maximization, I'd go for a Dread Necromancer with Undead Leadership. Besides the undead that you can control and create normally, you get dozens more HD of undead, plus a Cleric or Vampire cohort, for more undead or spawn respectively. Dread necro is the best for this because it depends on Cha already, so Leadership bonus is always high. It's the only Cha-based class that gets lots of minions without Leadership, and the Undead version lets you get the most minions.

If you're willing to accept psionics, you can try the Thrallherd PrC to get an unlimited supply of mooks under your control.

Condition None
The Wight-King always has a pair of Wight bodyguards (spawned by him) with two Inflict Light Wounds spells via Imbue Spell Ability.

Create Spawn (Su)
Any humanoid slain by a wight becomes a wight in 1d4 rounds. Spawn are under the command of the wight that created them and remain enslaved until its death. They do not possess any of the abilities they had in life.

Energy Drain (Su)
Living creatures hit by a wight’s slam attack gain one negative level. The DC is 14 for the Fortitude save to remove a negative level. The save DC is Charisma-based. For each such negative level bestowed, the wight gains 5 temporary hit points.

Wight Psion (Telepath) 10/Thrallherd X. With the Leadership feat.

Voila. You literally have somewhere around a 1000 Minions, and at least two cohorts. Not even counting the Wight stuff. If you get Thrallherd 10, you can get TWO cohorts from it, plus the one from Leadership.

Grab all of the mental domination stuff from the Telepath powers, too, for extra minions.

"A thrallherd cannot take the Leadership feat; if the character already has it, the feat is lost and replaced by this ability; those who were previously cohorts and followers go their separate ways, and those who are more mentally pliable show up later to take up roles as thralls and believers. A thrallherd’s first thrall and believers arrive within 24 hours of her entry into this class; likewise, lost thralls and believers are replaced within 24 hours"

Dread Necromancer

The key to unlimited undead is delegation. Don't get undead leadership, get leadership, and make them all clerics with wands of animate dead and the deathbound domain. Take extra followers feat. That deals with the rank and file 1-2hd undead.

Then use your rebuking ability to rebuke wights and other spawning creatures, like shadows, and set about transforming peasants into spawn. That deals with your special forces.

Then using your high charisma, undead mastery and rod of undead mastery, you can easily get 400hd of undead to form your personal guard. That's 20 20hd undead, preferably ghaele eladrin or vrock zombies.

Create mindless zombies and skeletons and chain them up, without control, and cast chained command undead when needed.

Use animate dread warrior to animate clerics and dread necromancers (over 8th level), it costs a lot of xp, but they can animate undead too, and cost no HD.

With corpsecrafter, all your minions will have +4str/+2hp/hd, undead mastery won't increase their strength, but it will increase their hp, for a total of 10.5hp/hd. Desecrate the area to increase that to 12.5hp/hd. Thats 12hp str 17, dex 17 skeletons for a single hit die.

Awaken Undead to allow them to use weaponry, and tactics. Make the cleric that controls them their field commander.

[Alternatively if you allow homebrew, use ultimate corpsecrafter, and create undead with the sorcerous (animate dead) trait, costs 75gp/hd (plus basic trait) more, but allows potentially unlimited undead. Also, the discharge undead spell allows master corpsecrafters to benefit the whole army.]

The limit is your budget, but it can be done post-8th.

Still a decent build, though.

Plenty of Telepath mind control powers. And Thrallherd gives you plenty of followers.
