In the world of Iladrin, for which I have already posted the races (http://www.giantitp.com/forums/showthread.php?t=65251)and cosmology (http://www.giantitp.com/forums/showthread.php?t=65636), the fact that the elemental planes are coterminous with the material plane means that many more people have a trace of elemental power. The same is true of the planes of law and chaos. In all, about a third of the population of Iladrin have a tint of one sort or another. A blood tint is too minor to dramatically affect a creature's appearence.

Tinted individuals gain the following:

The appropriate tint subtype (e.g. air-tinted).
One 1st-level spell-like ability, usable twice per week (CL equal to your HD, maximum 5).
A +2 bonus to one skill.
A bonus language.

However, a tinted character needs 500 more XP to level up at each level (1500 to reach level 2, 3500 to reach level 3, 6500 to reach level 4, etc.).

There are six tints: earth, air, water, fire, law and chaos.

Fire - produce flame; Tumble; Ignan.
Water - animate water (from Complete Arcane); Swim; Aquan
Earth - longstrider; Balance; Terran
Air - feather fall; Move Silently; Auran
Law - protection from chaos; Sense Motive; Axian
Chaos - protection from law; Bluff; Anarchan


Different races have affinities for certain tints - they are far more common in that race than any other tint, because members of that race are more likely to associate with the approprite powers. For example, most dwarf subraces have affinities for earth and law tints. If you take a tint your race has an affinity for, you only need 300 extra XP to level up at each level. While other tints have been known to emerge amongst races with an affinity for a certain tint, they are far rarer.

There are also two feats designed for tinted characters:

CONCENTRATE TINT [GENERAL]
You are more adept with the abilities granted by your blood tint.
Prerequisite: Tinted.
Benefit: You can use your tint-granted ability once more per week.
Special: You can take this multiple times. Its effects stack.

FUSE TINT [GENERAL]
Your extraplanar heritage is mixed, granting two tint abilities.
Prerequisite: 1st-level only, Tinted.
Benefit: You gain a second tinted subtype and the appropriate tint-granted features. The second tint cannot be directly opposed to the first one (opposed combinations are Earth-Air, Water-Fire, Law-Chaos). You can your tinted abilities a total of twice per week, plus one for each time you take the Concentrate Tint feat.

Rather than permanantly making them pay 500 more experiance per level you might want to just force them to buy off the 500exp penalty and then let them level like normal.

Basically start them at -500exp.

I'd probably also make Concentrate Tint more powerful.
Use spell like abilities 1/day and an extra +2 to the relevent skill perhaps.

I don't think it's worth a feat as is.
