So, a PC got send to the Twin Paradises of Bytopia, nice place, lots of gnomes. Now, how could he get the hell-out-of there by its own means? I mean, he could get help from that plane, but nobody from the material plane will come for him...

And about time, how does it flow in there? He`ll get out and more time had passed, less or just the same?

He asks around. It's an infinite plane full of good-aligned gnomes. It shouldn't be hard to find a caster who'll send him where he wants to go out of the goodness of his heart. ...Or for a plot hook favour.

Aside from that, what are this character's abilities?

Time flows normally, so far as I'm aware.

Gnomish casters can be found on Bytopia just fine, there's even one in the DMG that grows funky fruit. Just go pay/plead for a plane shift. Maybe after taking a short holiday in a pretty nice place to take a break from a planer point of view. As for time, its usually normal with relation to the material but since you're the DM and therefore can do whatever you want just change it to whatever you want. Maybe write out a chart of random time dilation and roll on it in frount of the player. That'd be a nice little moment to hammer home how weird the planes can be.

He`s a Human Dragonfire Adept lvl 14.

Prismatic Spray, good plot stuff there.

If you don't want to make it as simple as gnome sends you back in exchange for a favor you could do something like one of the following:
-The gnomes need your help first (Insects are ruining their farmland. A high priest absent mindedly misplaced a powerful magic relic etc)
-The caster/gate/critical magic item is far away and you have to travel to get there.
-The gnomes are offended that you would want to leave their paradise and refuse to do so unless you convince them otherwise.
-Something that does not belong in that world follows you. (A nonnative insect or animal, an extraplanar creature that got scooped up while you were ripping through the planes, weapons which the gnomes find offensive.) It is your responsibility to sort out the problem.
