Let's reverse the customary challenge thread where a very powerful creature is given and the gamers are called to make builds and defeat it. This thread is for designing high-level epic BBEGs that will seriously trouble even powergamers.

The challenge:
Build a powerful BBEG that can challenge a group of well-built, well-played epic PCs. Here's the rules:
Race: Any monster in the Monster Manual.
Level: The HD, including class levels, is 50.
Ability scores: 32 point-buy.
Source: Any wizards 3.5 book, excluding magizines, plus savage speices (barring monstrous progressions).
Treasure: 30 million GP, custom items can't cast or bestow the effects of spells.
Templates: You may have one template, assuming the BBEG's base creature could reasonably get that template.


Opposition:
A Great Wurm Red Dragon with 10 class levels is CR 36. So, we'll assume that all the BBEGs will be at roughly that CR. So, you'll have to be able to resist the attempts of any level 36 PC party to farm you for loot and XP.


Rules:
The following rules cover the most glaring abuses of rules. They are given so we don't have abuses of rules as opposed to clever use of resources, tactics and monster building.


1) You must pay for all expenses/items from your own GP allotment for your level unless a class ability or feat specifically says you don't have to pay. You must pay for all XP expenses from your own XP reserves unless a class ability, feat or item you have specifically says that it can be used to pay for XP expenditures or an ability no longer requires XP or GP expenditures due to feats/abilities. (e.g. ignore material components, being turned to supernatural from an original spell and so on). The above apply even if you'd otherwise be able to make, borrow, steal, recover, find or otherwise increase your GP and XP reserves or you could otherwise make others pay for them.
2) You may Gate and control a single creature with HD up to 2/3 your HD, rounded down. You may Gate and control multiple creatures with total HD up to twice your HD at a time, none of which may have more HD than 2/3 your HD. This applies regardless of the CL of the Gate you use or the number of Gates you use.
3) You may mitigate a maximum of 1/2 an Epic Spell's DC.
4) You may have a total of noninherent, non-size bonuses to any ability score no higher than +12. Further bonuses do not apply.
5) No custom item may be intelligent or cast or bestow the effects of a spell.
6) You may make a maximum number of attacks per round equal to 10, your dexterity modifier or twice your number of weapons (both manufactured and natural), whichever of the above is higher.
7) The maximum magical multiplier to attack damage or power attack is 2x, no matter how many effects you stack.
8) The maximum total power attack ratio is 5:1
9) You may have a total of +30 bonus to any skill or skill check that doesn't come from class abilities, feats, racial bonuses, ability bonuses or skill ranks. Further bonuses do not apply.
10) Falling damage, thrown item damage and falling object damage caps at 20d6. Thrown items and falling objects that would do more damage bury the target instead if they are at least as large as the target. See the Earthquake spell for buried creature rules.
11) Your caster level is capped at your HD for base caster level from class levels and innate casting. Further bonuses from special abilities, feats or items are capped at +5
12) Wish and Miracle may safely perform effects within their applied limits. Greater effects will be perverted so that the wish is fulfilled in a nonhelpful, for the caster, way and a Miracle makes you beholden to the higher power that fulfilled it. Increasing a magic item's powers or creating a magic item always costs XP, even if the Wish/Miracle otherwise would not.
13) Persistent spell only applies to spells with duration of 1 round/level or higher.
14) All beneficial form-altering effects and abilities have a max duration of 24 hours. You may only benefit from the last cast form-altering effect.
15) You may have only ONE clone, eidolon, simulacrum, double or similar copy at a time. If you have one copy (e.g. clone) and you create another (e.g. simulacrum) the first copy is dismissed.

I'm going to go out on a limb and guess that if anyone had actualy sent any entries the winner would have been a choker crusader or IotSFV/incantrix.
