One thing to make it more oots-like is to have thicker lines. And your link's eyes are too small, try having something to compare your drawings from.

I dont know too much about your Program but, try transparencies, or making a path like the glow you want and put it under the sword.

Also, the body is to big for the head, actually it like a bit awkward (spelling?), you might want to make it smaller.
Also Instead of making just a line for the mouthes, I would fill them in.

Link looks a bit wierd (The mouth.), but the two are pretty good. Get some practice and make some avatars for people in the Request an Avatar thread, I'm sure you'll find something to do.
