D&D Character Builder Question

When building two characters- one a Rogue and one a Ranger- I started the ability scores with auto-pick and then tried tweaking them from there. However, when I tried to move 2 points from intelligence or wisdom to another score (in this case, constitution) the program labeled it as houseruled. I can't even change 10 int and 8 wis to 9 of each. Based on the progressive point costs, this doesn't seem to make sense. Can someone explain what I'm missing here?

assuming this is 4th edition I believe you can only have one score below ten before racial adjustments which is why it says "house ruled" however I know nothing about the character builder because I don't have it, DDI, or a computer that it would work on.

I ran into this.

3.5 point buy: all stats at 8, work from there.

4.0 point buy: a single 8, the rest 10, buy from there.

So if you have 2 8s, that's houseruled. If you have 2 stats lower than 10, houseruled.

That'd be why. It threw me too (I smacked together a char for a one shot over new years, and one I helped a friend make for it had the same problem).

then yes, that's the problem. you can't have two stats below ten in normal rules.

Ok I reconsulted the PHB and it does say to start with 8 10 10 10 etc. and then improve those. It's a convoluted way of saying you can't have 2 values of 8, but it's in there. Thanks for the quick responses to everyone who posted!

Not only that, but numbers are worth different amounts. It costs more points to upgrade a stat from 15 to 16 than from 8 to 9.
