1. I own a Mac. Preview can resize things.
2. The forum software itself will resize it for you if you input the desired dimensions.

Mac is actually pretty decent for image-software. The big stuff, I mean, cause it's stable.
Pretty much most editting programs also have a Mac version. Just google what you would normally and add ''Mac'' or something like that.

Okay, so it won't actually resize the image itself, but it'll display it as your avatar at certain dimensions for you.

Nix, they removed that. If you go to controls I can promise that you wont see any settings for it.

Since your avatar is hosted on photobucket now, I presume that you are using the avatarist's photobucket. That would mean you are using up his or her maximum bandwidth by hot-linking from his account. While photobucket gives you so much bandwidth that it generally isn't an issue, it would still be polite to host it yourself.
Another reason you should have your own is that if the account that you're hot-linking from gets cleaned up or deleted you may lose your avatar, since the link could break.
But in the end, you can probably get by without one.
