I'm trying to create some custom character sheets and Word just isn't working for me. What are some programs that you have used to create such documents?

I take it you want something more than just text. Try Inkscape (http://inkscape.org/). It is a vector-drawing program where you can add more imagery to your sheet. The advantages of a vector-drawing program are that you can re-scale anything and you copy and re-use anything. The other main advantage is that you can tweak anything, even something you drew last year.
Here is a friendly Inkscape forum (http://www.inkscapeforum.com/index.php) to help.
PS: it does text, too.

Alternatively try OpenOffice and make a Excell sheet with that. :smallwink:

Seconding Inkscape. I used it for my Shadow Theory character sheets (http://dl.dropbox.com/u/1467555/d20%20Horror/Shadow%20Theory%20Character%20Record%20Sheet.pdf), so I know it can produce something decent.
